Q&A
1. Solicitation Section C.1.8.3 AT and OPSEC. Please identify USACE expectations of when AT Level I training and Bonded Third Party background checks should be submitted to the USACE COR or appropriate government recipients.
a. The security section is universal for all contracts in the Rock Island District.
For this contract, AT-Level 1 training is not required. At the pre-work meeting, the COR will discuss any pertinent security information such as how to report suspicious activity.
2. Solicitation Section C.1.8.3 AT and OPSEC. Will local USACE personnel provide escorts for short-term (less than 15 days) contractor employees?
a. No, USACE will not provide personnel to provide escorts. For work lasting less than 15 days per task order, per lake project, a background check for one contractor employee will need to be completed. That employee will oversee and sponsor up to 5 short term contractor employees. If conditions 1 – 4 under C.1.8.3 cannot be meet, all contractor employees working on USACE property will need to complete a background check.
3. Each contractor employee can sponsor only five short term employees at a time Solicitation section A.6 Required Documents and Proposal Submission Requirements: Bullet #5 States Past Performance Questionnaire (as detailed in Technical Exhibit #4). After review, we are unable to find a section within the solicitation identified as Exhibit #4 or a Questionnaire. Exhibit #3 requests for examples of contractor’s past performance. Please clarify?
a. Past Performance Questionnaire has been added to the documents. For Technical Exhibit #3, the OƯeror must submit a minimum of two (2) projects completed within the past five (5) years for each applicable service category—forest mowing/mulching of at least 15 acres, medium or small tree land clearing of at least 15 acres, and spot treatment of woody or herbaceous material of at least 5 acres.
Each project description will include a concise summary outlining the scope, size, and type of work performed, accompanied by supporting details demonstrating company experience, equipment utilized, and personnel qualifications relevant to projects of similar type and complexity. Additional projects may be provided at the OƯeror’s discretion to further substantiate capability.
The OƯeror will also furnish a brief narrative describing company background, available equipment, workforce capacity, and overall technical capability. While there is no prescribed format, all documentation submitted will meet the solicitation’s minimum specifications and clearly demonstrate compliance with the stated requirements.
4. Schedule of Prices Excel Form: external solicitation document.
a. Is the contractor expected to add the formulas within the provided Excel form to generate the extended unit rates including total price for the base plus all options?
i. If so, are the totals for each Task Number to include the > and < 1 acre to be within the total for the Base and all options?
1. The schedule of prices has been changed to eliminate the extended unit rates. All line items for the basic period and all option years must be priced.
b. Option Sheet 2, 3, and 4 have the same Task No. identifiers as the Base Year.
Should those be changed to VM2XX, VM3XX and VM4XX?
i. This has been corrected.
c. There is no Summary of the Base with all Options within the Excel form.
Should the total of each Base plus Options be shown on the W912EK26QA028 Solicitation page 2 and submitted with the contractor’s response?
i. The contractor should fully complete the schedule of prices. After completing the base and all option years, there is a total at the bottom of each year. That total would go into the unit price for the given year on page 2 of the solicitation. Multiply the quantity listed on page 2 of the solicitation by that total price to get the amount.
5. C.3.8 Mature Woody Mowing (Spot & Entire) and C.3.9 Woody Regrowth Mowing (Spot & Entire). Please identify the % of existing vegetation that would be used to determine if Spot or Entire mowing is selected on a given area.
a. Entire is used when the site has not had any mowing or mulching within two growing seasons. Spot is used after the site has previously received entire mowing/mulching or when the site requires partial mowing/mulching.
Regrowth varies so a percentage is not used. Example: Site 1 consists of 50 acres that received mature woody mowing entire in 2025. In 2026 a task order included woody regrowth mowing for site 1 but only 20 acres was included.
6. C.3.25.1 Prescribed Fire, and corresponding Schedule of Prices VM053, VM054, VM055, VM056. Would USACE be able to provide general additional information for contractors expectations of quantity and size of burn units of each type and at each location?
a. Burn units associated with C.3.25.1 Prescribed Fire and Schedule of Prices VM053, VM054, VM055, and VM056 will vary in size, type, and location based on the requirements of each individual task order. This contract is an indefinite delivery, indefinite quantity (IDIQ) contract, and work will only be authorized through task orders; therefore, the Government cannot provide a fixed quantity, unit size, or location-specific burn expectation. Specific scope, quantity, acreage, and burn unit characteristics will be identified in each task order as issued.
7. Would USACE consider extending the due date 1 week until April 23, 2026?
a. No
8. How long does it take to award the contract?
a. Award varies but is typically completed within 1-2 weeks after the solicitation closes.
9. Since this is a bid contract and not a time and materials contract, what is the wage determination information for?
a. The wage determination is provided to identify the applicable prevailing wage and fringe benefit requirements for any covered labor performed under the contract. Although this is a bid contract and not a time-and-materials contract, the wage determination remains necessary because it establishes the labor standards that apply to the contract work. The contracting oƯicer includes the appropriate wage determination in the solicitation and contract in accordance with FAR Part 22 and the applicable labor standards clause.
10. If awarded the contract, do I need to have all of the insurance policies before the award could be given, or just before the pre-work conference?
a. Insurance coverage must be in eƯect before any work begins. The Government may require proof of insurance before the contractor is authorized to start performance, and for work on a Government installation, the contracting oƯicer must receive proof of insurance before the contractor begins work. The required insurance documents may be collected at or before the pre-work conference, but no work may commence until the insurance requirements have been satisfied.
If prescribed fire work is performed by a subcontractor, the subcontractor must also provide the required insurance before beginning any work under the task order. If the prime contractor performs the prescribed fire work directly, the prime contractor’s insurance documentation should be submitted with the other pre-work documents at the pre-work conference, provided it is in eƯect before work starts.
11. On the "Schedule of Prices" worksheet, I believe I understand what information is being requested, except the "Extended Rate to be Evaluated" column for the first row of the selected task. In the attached screenshot, I don't understand how the rate for 1 acre or less, would be any diƯerent than the extended rate for 1 job. Can you help explain that please?
a. The Schedule of Prices has been amended to remove this section. Please see amended Schedule of Prices.
