W912EK24R0041 – Clarifying questions and Answers to solicitation.

Q1: Is there any incumbent/recompete or this is a brand‐new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

A1: No, this is a brand‐new project that has not been purchased before.

Q2: Day 1 lists the departure at St. Louis Downtown Airport, MO.

I would just like to clarify that departure will actually be from the airport in Illinois and not Missouri?

A2: Yes, the departure on day 1 is at the St. Louis Downtown Airport that is located in Illinois and not Missouri.

Q3: What are desired departure times for each day?

A3: Desired departure times:

Day 1 – Depart @ 12:30PM Day 2 – Depart @ 2:30PM Day 3 – Depart @ 3:30PM

Q4: Also there are 2 stops on the first day, does this mean the helicopter needs to land in a certain area or just to stay in place in the air?

A4: Helicopter will need to land at the 2 stops.

Q5: Are you guys flexible on making this 2 day trip instead of 3?

I found a reputable helicopter company whose company is located exactly at the starting point at the airport of this tour in the St. Louis area.

They are short with pilot staff but they are willing to adjust their schedule and do it in a two‐day trip just on Monday 7th Tuesday 8th. The route they are flying on day 2 and day 3 could easily be combined into one day as it could be done a couple hours in the morning, take a break for lunch and a couple hours in the afternoon.

A5: Unfortunately, no, we do not have any flexibility to the schedule. Each day is planned and there are many events going on at each site. I appreciate your understanding.

Q6: Will this be 3 consecutive days or non‐consecutive days? (We will be able to save The Government on cost by reducing the per‐diem for the pilot & fuel charges if they are consecutive.

A6: This will be 3 consecutive days.

Q7: What are the proposed or estimated dates and/or time frame?

A7: Target dates are 07, 08 and 09 October 2024.

Q8: Will The Government require any special equipment? (such as cameras or GPS equipment) A8: No special equipment will be required.

Q9: Will it be 5 persons each day?

A9: Yes 5 persons each day.

Q10: What are the estimated flight hours each day?

A10: Below are the estimated distances between each stopping point and I am unsure how flight hours are calculated by this, but this should assist in answering question 5.

‐ Monday, Leg 1: 46 miles ‐ Monday, Leg 2: 33 miles ‐ Monday, Leg 3: 49 miles ‐ Tuesday: 165 miles ‐ Wednesday: 121 miles ‐ TOTAL: ~414 miles ‐ Note: These numbers are derived from lines drawn in Google Earth Pro showing the flight paths. There may be some variations in real life.

Q11: What are the estimated standby hours each day?

A11: The standby hours are to be determined by the final schedule that is forth coming.

Q12: We see the planned flight paths, will this be point to point or will we need to maneuver or circle along the flight path for observation of the Mississippi River mission?

A12: There will be a little bit of “circling” upon approach to certain project sites, but the schedule is tight so circling will be minimal.

Q13: Is the vendor required to have CARB certification by the DoD?

A13: Please adhere to airworthiness standards for aircraft engines.

Q14: Will there be any allowances or compensation available for weather delays the prevent flights from departing?

A14: PDF Page 38 of Solicitation W912EK24R0041 covers excusable delays under FAR 52.212‐4(f).

Q15: Total length of miles to be flown.

A15: Monday, Leg 1: 46 miles ‐ Monday, Leg 2: 33 miles ‐ Monday, Leg 3: 49 miles ‐ Tuesday: 165 miles ‐ Wednesday: 121 miles ‐ TOTAL: ~414 miles ‐ Note: These numbers are derived from lines drawn in Google Earth Pro showing the flight paths.

There may be some variations in real life.

Q16: Desired airspeed for which your customer/buyer wishes to fly?
