SCOPE OF WORK

Statement of Work (SOW)

USACE Quality Management Software

1.0 GENERAL: This statement of work is for a quality management automated information system (AIS).

This AIS is required to continue supporting the utilization of specific features that will provide sustainable growth for USACE organization such as:

Accreditation Management Document Management Process Management Testing and Training Integrations Automated Workflows

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who in turn is responsible to the Government.

2.0 DESCRIPTION OF SERVICES: USACE requires a complete quality management AIS application that:

1. Provides document and compliance management

2. Provides document and compliance control

3. Provides standard workflows plus the ability to build custom workflows

4. Sends automatic email notifications

5. Develops, assigns, and tracks training and testing

6. Allows Personnel and group management

7. Provides reporting capabilities, i.e. data and metrics associated with documents, workflows, training/testing. This will include capability to download and incorporate in reporting dashboards.

8. Has applicable security measures applicable for USACE re: access and controls.

3.0 SCOPE: This SOW covers a twelve (12) month base year for subscriptions and licenses to effectively manage quality in USACE, promotes business growth and development by centralizing all key functions, and embedding quality into the day-to-day. In addition, the AIS will assist in gaining full visibility of activities, reduce time and resources spent on administration and turn potential risks into opportunities.

Annual Subscriptions Shall Include:

151 Dedicated Users, 80 Concurrent; View-only document access for whole enterprise Automated, customizable workflow capability AIS Program and Project Management Support Technical support Consulting support (training, implementation) Includes ISO Standards: ISO 9001:2015, ISO 45001:2018, ISO 30401:2018, ISO 14001:2015, ISO

21505:2017, ISO 38500:2015

The Government requests as a deliverable a report showing the Government users and notifications for any upgrades or any revision to the current support in place. The reports will be sent directly to the Contracting Officer’s Representative (COR) as requested by the Government and if there are any upgrades or patches sent through so the COR can continue to monitor the subscriptions and licensees.

4.0 GOVERNMENT FURNISHED EQUIPMENT: The Government will not provide equipment for the performance of these services since this is a subscription not an actual product that would need GFE for the support.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Lowest Price.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
