Initiate preparations in less than 60 minutes of notice by the Contracting Officer for the rewatering of the lock chamber. Once initiated, work continuous until lock chamber is rewatered. Detail and include the method for achieving the requirement in the approved Contractor's emergency lock rewatering plan. Fill the chamber by USACE removing the lock chamber bulkheads.

3.2.2 Historical Emergency Rewatering Information

Rock Island District has 8 lock sites which are rock founded. These lock chambers within the District have only been dewatered two or three times each in the history of the site, and documentation of the dewaterings does not exist beyond that provided in paragraph 1.3 herein. Historically, the there have been no stability concerns in any of the dewaterings for the District's rock founded locks, including two recent dewaterings in 2020 at Starved Rock and Marseilles Lock on the Illinois River Basin.

3.2.3 Emergency Rewatering Action Plan

Provide an Emergency Rewatering Action Plan that details the activities required to rewater the lock chamber in an emergency. Include planned coordination with Contracting Officer, and include procedures and timelines for the removal of equipment, materials, and ancillary structures which may inhibit the removal of downstream bulkheads. Plan to include, but it is not limited to:

a. Personnel and 24-hour contact information to monitor water levels and enact the plan.

b. Identification sequencing for rewatering of the lock chamber, including measures and time required to remove Contractor assets, or installation of remediation measures to reduce damage to existing work.

c. Identification of the gages and trigger elevations for resumption of normal scheduled work.

d. Assessment and restoration of any damaged section of the Contractor's work.

3.3 DEBRIS REMOVAL

Initiate silt and debris removal within 10 days after the lock chamber has been dewatered. The lock floor consists of exposed bedrock and paved concrete. The bedrock is expected to be weathered with cracks. Use caution when removing debris as to minimize damage to existing concrete and bedrock. Debris generally consists of silt, rock, potential lock features such as steel armor or ladders, and typical items found on marine towboats and barges such as ratchet binders, wire rope, manila barge lines, and small tools, and recreational boating items.

3.4 DEWATERING SUMMARY REPORT

Prepare and submit a Dewatering Summary Report that details the required effort, equipment, and durations for dewatering and rewatering of the lock chamber. Report to include, but it is not limited to:

a. Time, equipment, and personnel required to remove and reinstall both the upstream and downstream bulkhead recess protection plate assemblies.

SECTION 01 53 11 Page 4 applications. After cutting, wash the surface and rinse as long as there is any trace of cloudiness of the wash water. Where necessary to remove accumulated laitance, coatings, stains, debris, and other foreign material, high-pressure water jet or sandblasting will be required as the last operation before placing the next lift.

3.7.3.3 High-Pressure Water Jet

A stream of water under a pressure of not less than 3,000 psi may be used for cleaning. Delay use until the concrete is sufficiently hard that only the surface skin or mortar is removed and no undercutting of coarse-aggregate particles. If the water jet is incapable of a satisfactory cleaning, clean surface by abrasive blasting.

3.7.3.4 Wet Abrasive Blasting

This method may be used when the concrete has reached sufficient strength to prevent undercutting of the coarse aggregate particles. Wash surface of the concrete to remove all loose materials.

3.7.3.5 Waste Disposal

The method used in disposing waste water employed in cutting, washing, and rinsing of concrete surfaces such that the waste water does not stain, discolor, or affect exposed surfaces of the structures, or damage the environment of the project area. The method of disposal will be approved.

3.8 PLACING

3.8.1 Concrete Placement Plan

Submit a concrete placing plan prior to each placement to include, but not limited to, miter gate anchorages, miter gate machinery recesses, control stands, and any placement that is determined to be critical to schedule. Plan to include but not limited to dimensions, volumes, sketches, drawings, mix design, methods, equipment, weather, curing, and finishing. Plan should state whether requirements for cold weather or hot weather are being considered as well as mass concrete.

Submit at least 30 days prior to the scheduled concrete placement.

3.8.2 Placing Procedures

Concrete Placement Plan is to be approved prior to placement. Placement is not to begin until all surfaces to receive concrete have been inspected and approved. Concrete placement is prohibited when, or in the opinion of the Contracting Officer, weather conditions prevent proper placement and consolidation. Surfaces may be dampened immediately before placement. The surfaces of horizontal construction joints to be at saturated surface-dry condition prior to placing concrete. Deposit concrete as close as possible to its final position in the forms and, in so depositing, there will not be any vertical drop greater than 5 feet except where suitable equipment is provided to prevent segregation and where specifically authorized.

Regulate depositing concrete to effectively consolidated in horizontal layers 1 1/2 feet or less in thickness with a minimum of lateral movement.

The amount deposited in each location to be readily and thoroughly consolidated. Provide sufficient placing capacity for concrete placement kept in plastic and free of cold joints while concrete is being placed.

Place concrete by methods that will prevent segregation or loss of

SECTION 03 31 00 Page 25 corrosion, deterioration, or degradation for an extended period of storage of up to 12 months. Protect stored equipment from the weather, humidity, temperature variation, dirt and dust, or other contaminants.
