Contractor will provide all materials, equipment, and labor to remove debris from the trash rack at the Saylorville Lake Dam in accordance with the performance work statement.
PWS
SAYLORVILLE DEBRIS REMOVAL & DISPOSAL CONTRACT
MAIN DAM CONTROL TOWER TRASH RACK
OVERVIEW:
Scope. The intention of this contract is for the Contractor to remove submerged woody debris and non-woody debris from the Main Dam Control Tower Trash Rack area at Saylorville Lake.
The Contractor is to furnish all personnel, equipment, supplies, and materials to remove submerged woody debris and non-woody debris from the Saylorville Lake Main Dam Control Tower Trash Rack. Prices should include mobilization & de-mob, fuel, labor, materials, and equipment to complete the job. All materials removed will be disposed of on-site by the Contractor in an area designated by the Government. The Contractor's work and responsibility will include all planning, programming, administration, management, supervision, communications, and inspection necessary to assure that all services are conducted in accordance with the contract requirements and all applicable Federal, State, and Local laws and regulations.
The Contractor is required to attend an on-site pre-work meeting to be scheduled after the Notice to Proceed or Award. The areas where the work will take place is only accessible during weekday business hours. It will be the Contractor's responsibility for transporting the woody debris and non-woody debris to the proper disposal locations. The Contractor is responsible for all clean up, debris removal, traffic and public control and the restoration of areas, facilities, or structures negatively impacted by this contract to its original condition.
Location. Saylorville Lake Project is located at 5600 NW 78th Ave, Johnston, IA 50131
Site Visit. It is strongly encouraged for the Contractor to make a site visit prior to bidding this contract. Contact the Technical Point of Contact, Lake Manager, Dayne Magneson (515-240- 9534) or Dayne.C.Magneson@usace.army.mil to arrange a site visit.
Schedule. Upon notification, removal will be completed within 90 days of Notice to Proceed (weather and water/ice conditions dependent). If conditions inhibit safe work, the Contractor may request additional days which are subject to approval by the COR. All service/work to remove all woody debris and non-woody debris will be performed during daylight hours between 0700-1800 (CT) on weekdays. Services on weekends or Federal holidays (list federal holidays) mailto:Dayne.C.Magneson@usace.army.mil will not be permitted without approval from the COR in advance. Saylorville Dam is a flood control project. Occasional retention of floodwaters may inundate portions of the dam property or access roads in the areas covered by this contract. The COR will notify the Contractor as areas are closed as a result of floodwaters and will coordinate rescheduling and/or canceling any subsequent service in the closed property area. When flooding ends and waters recede, the COR will notify the Contractor as areas reopen and services may resume.
TECHNICAL REQUIREMENTS:
General Requirement. The Contractor will perform woody debris and non-woody debris removal services in accordance with these specifications. The area for woody debris and non-woody debris removal may encompasses the entire inflow area of the trash rack submerged all the way to the reservoir floor, depth will vary with pool elevation. Normal Conservation Pool Level is 836’. The floor of the trash rack is at elevation 793’. The width of the trash rack is fifty-three (53) feet. Woody debris and non-woody debris is to be removed from the face of the trash rack to achieve 90% clearance of the trash rack inflow area.
Woody debris is considered to be any woody vegetation including, but not limited to, fallen trees, stumps, branches, root ball, logs, shrubs, branches, any boards or lumber including pallets, plywood, stakes, posts, carrying timbers, and other like items. All woody debris is to be transported to the on-site disposal area designated by the Government.
Non-woody debris may include various trash materials including, but not limited to, tires, drums, Styrofoam and plastic containers, propane cylinders and other non-valuable items. Non-woody debris will be removed and separated from the woody debris so the non-woody debris may be disposed of separately. All non-woody debris will be transported to the on-site disposal area designated by the Government.
Most of the debris is submerged woody debris. All woody debris will be transported to an on-site disposal location. The Government will supply a woody debris disposal site within one thousand (1,000) feet of the staging area. All non-woody debris is to be transported to an on-site disposal location. The Government will supply a non-woody debris disposal site within two thousand (2,000) feet of the staging area at the Saylorville Administration and Maintenance Complex.
If the Contractor encounters any containers (i.e. barrels, drums, etc.) suspected of containing, or having contained, hazardous or toxic substances, the Contractor will immediately notify the COR. The Government will be responsible for disposing such containers in the proper manner.
Inspections. The Contractor is responsible for establishing and maintaining an adequate quality control system to satisfactorily inspect and ensure that all work performed by the Contractor’s organization in each separate service is in full compliance with this contract and the instructions, provisions, specifications, drawings, and maps herein.
A pre-work debris inspection survey is to be conducted by the Contractor prior to starting work.
The inspection survey needs to show the volume of debris submerged against the trash rack. The survey is to be supplied to the Government before debris removal begins.
A final debris inspection survey will be required by the Contractor to show that the Contractor has met the requirements of the volume of debris removal. This inspection survey is to be supplied to the Government. Once it is determined by the Government that the contract requirements of 90% clearance of the inflow area of the trash rack have been completed the work will be considered complete.
If completed services do not conform to contract requirements, the Government may require the Contractor correct the deficient services to bring them into conformity with the requirements.
Correction of deficient services does not entitle the Contractor to an increase of the unit price contained in the awarded contract. If the Contractor fails to promptly correct unsatisfactory services or fails to take necessary action to ensure future work is in compliance with the contract requirements, the Government may proceed with any rights or remedies detailed within the contract clauses and terms. The Government reserves the right to delay or stop work as needed to accommodate higher priorities.
Work and Staging Area. The primary work area will be located at the Saylorville Lake Main Dam Control Tower on the reservoir side. The debris removal will take place at the inlet area of the Control Tower which is protected by the steel trash rack below the water surface. The trash rack is made up of vertical and horizontal steel beams. The spacing between beams is show in the attached drawings. Trash racks generally collect debris in a perpendicular alignment to the vertical beams; however, some debris does enter through the piers. The trash rack is accessible by a bridge to the bullnose of the inlet. The bridge deck does have weight limits that may restrict equipment capabilities. The bridge is designed for H 20 loading. There is a parking lot adjacent to the work area that will be designated as the staging area for this project. Equipment may be stored in the Control Tower Access parking lot. The area will be closed off to the public. The Government is not responsible for providing storage containers or facilities for the storage of Contractor supplies, materials, and equipment. The Government assumes no liability for the Contractors equipment and materials left on site. Following completion of the contract, all Contractor’s equipment and materials must be removed from Government property. This area is subject to highwater impacts from fluctuating reservoir pool levels. The Government will monitor pool levels and communicate any impacts to the Contractor as soon as changing pool levels or impacts are identified. The woody material disposal area is approximately one thousand (1,000) feet up the road from the staging area parking lot. The non-woody material disposal area is approximately two thousand (2,000) feet up the road from the staging area parking lot. Maps and photos are attached to show the work and staging areas.
Equipment. Work will require heavy machinery for lifting, pulling, dragging, and transporting of debris. It is the responsibility of the Contractor to control traffic and to provide proper barricades, cones, signage, and traffic control personnel to safely perform the work and protect the public. The Contractor will have access to the shoreline, bridge deck to the area above the trash rack, and/or water surface of the reservoir to remove material from the trash rack. The bridge deck does have weight limits that may restrict equipment capabilities. Equipment will need to be approved by the Government prior to access of the bridge. All load handling and crane operations are required to be completed in accordance with EM 385-1-1, Section 16. These requirements are applicable to load handling equipment (LHE) to include cranes, derricks, hoists and power-operated equipment that can be used to raise, lower and/or horizontally move a suspended load. This includes excavators, forklifts, and other equipment when used with rigging.
Property Damage. The Contractor will use reasonable care to avoid damaging existing, equipment, facilities, parking lots, roads, trash rack, bridges, and structures during the performance of the specified work. The Contractor will be responsible for restoring any Government facilities or structures damaged as a result of the Contractor’s actions. The Contractor will also be responsible for any damage to private property or injury to any person as a result of the Contractor’s operations. The Contractor is to notify the COR immediately of damage to Government and private property and injury to any person resulting from the Contractor’s operation. Also, the Contractor is to notify the COR of damage to Government facilities due to vandalism or other causes on the day such damage is first noticed. Trucks and/or trailers will be driven on existing roads only. The Contractor will also restore features (roadways, parking lots, structures, vegetation, etc.), which are damaged or destroyed by the Contractor’s operation. The Contractor will, at their own expense, provide proof to the COR and maintain during the entire performance of this contract the following: Insurance Type - General Liability (Bodily Injury and Property Damage Combined) Minimum Amounts of Liability $1,000,000.

The Contractor will comply with any pertinent requirements contained in the Corps of Engineers Safety Manual (EM 385-1-1), current at the time of award. Furthermore, the Contractor will comply with pertinent occupational safety and health standards as required by the Occupational Safety and Health Administration (OSHA). The complete safety manual with appendices can be reviewed at the following Internet address:
https://www.usace.army.mil/Missions/Safety-and-Occupational-Health/Safety-and-Health- Requirements-Manual/.
The Contractor will provide Contractor personnel with any personal protective apparel and equipment required by the Safety Manual (EM 385-1-1) and, as necessary, eliminate or minimize hazards to personnel. As a minimum, each employee must wear a hard hat, shirt (with sleeves), long trousers, fall protection harness with lanyard, if required, protective shoes/boots (safety toed), and personal floatation devices when operating on or near boats during all contract work.
Contractor employees will utilize other safety equipment such as: hearing protection devices, work gloves, or protective glasses/goggles whenever required by the safety manual.
Before the Pre-Work Conference, the Contractor will be responsible to provide an approved Accident Prevention Plan, Activity Hazard Analysis Plan, and information about any aerial lifting devices to be used including model number, height, weight and capacity of lift. All aerial lifting devices must be in compliance with the Safety Manual (EM 385-1-1). The Contractor is required to attend a Pre-Work Conference, to be scheduled by the COR, within 10 calendar days of the Notice to Proceed.
The Contractor will prepare an Accident Prevention Plan (APP) specific to the activities being performed. The APP is to include Activity Hazard Analyses (AHAs) as described in Section 3 below. Special attention should focus on the requirements of EM 385-1-1, specifically Section 01.A.12 through 01.A.17 and Appendix A, (Minimum Basic Outline for Accident Prevention Plan). Work will not proceed until the APP has been reviewed by the Government Designated Authority (GDA) and deemed acceptable for use on the project. The APP is to interface with the Contractor's overall safety and health program. Any portions of the Contractor's safety and health program referenced in the APP will be included and made site-specific. The Government considers the Prime Contractor to be the "controlling authority" for safety and health of the subcontractors. The Prime Contractor is responsible for informing their subcontractors of the safety provisions under the terms of the contract, the penalties for noncompliance, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.
An AHA is to be submitted for each major phase of work. A major phase of work is defined as an operation involving a type of work presenting hazards not experienced in previous operations or where a new subcontractor or work crew is to perform the work. The analysis will define all activities to be performed, identify the sequence of work, the specific hazards anticipated, and the control measures to be implemented to eliminate or reduce each hazard to an acceptable level. Work will not proceed on a phase of work until the AHAs have been submitted and accepted. A preparatory meeting will be conducted by the Prime Contractor to discuss the AHAs contents with all effected onsite employees. The AHA will be continuously reviewed and revised to address changing site conditions as appropriate.
Photos/Drawings/Maps. See attached photos, drawings, and maps of the Saylorville Main Dam Control Tower work area, debris, and onsite disposal locations.
Payment. After final inspection and acceptance by the Government, the Contractor must submit an invoice to the COR. The invoice must include the invoice date, contract number, company name and address as registered in SAM.GOV, dates of service, description of work, quantities, process, and total amount due per line item.
