SCOPE OF WORK
Peoria Lock Hydraulic Cylinder Repair
SOW
Background:
The U.S. Army Corps of Engineers (USACE) Rock Island District (MVR) has been coordinating temporary closures of five locks on the Illinois Waterway to address aging infrastructure needs.
Through cooperation with navigation industry and Illinois Waterway stakeholders, MVR developed a consolidated repair schedule, which includes a short closure to locks in 2020. The simultaneous closure of multiple locks will provide time for much needed critical repairs and maintenance while reducing impacts to navigation. The Peoria Lock will be closed to navigation from 6 July 2020 to 29 September 2020 at which time critical repairs are needed for the rehabilitation of the Peoria Lock and Dam Miter Gate Hydraulic Cylinders.
BASE BID (see schedule of prices for further details):

The remaining miter gate cylinder must be back to Peoria Lock and Dam by 15 October 2020.
The following items are applicable to this modification:
Questions & Answers (as of 1/16/20) – Amendment 0002
Q1: What is the target award date?
A1: 31 January 2020
Q2. CIMS/CIPS System is not compatible with laser cladding, there must to be a thermal spray layer to cover up the grooves in the rod that the sensors read. Laser welding (cladding) will melt the sharp edges of the grooves and the CIMS/CIPS system will not function correctly.
A2. Per other cylinder manufacturers, laser cladding is possible over a CIMS style of measurement profile.
Q3. Because there are no installation or part drawings and with the timeline requirement on the contract would it be possible to receive the spare cylinder?
A3. Due to the necessity for the lock to remain operational, the spare cylinder must remain on site, in case one of the cylinders goes down. Pictures of the spare cylinder have been included with amendment 0002.
Q4. Are there other options for stroke measurements if we are not able to use Ceramic? For example MTS/Balluf LVDT for horizontal applications with these stroke lengths.
A4. Ceramic coating is not authorized for use by USACE. The use of a LDT is also not desired due to the length of the stroke, as well as the length of time the cylinder is in the extended position, MTS (LVDT manufacturer) did not recommend it for our current use. An externally mounted LDT is not feasible due to the conditions seen at Peoria (ice, flooding, debris, etc....)
Q5. Can a different line measuring system, e.g. linear transducers or sensors be proposed?
A5. If the Government changes from CIMS to a LVDT, a substantial amount of changes to the plans and specifications would have to be made. The type of contract would change from a firm fixed supply contract to a firm fixed construction contract. The level of reviews, clauses, specifications, post-award administration, etc. would all significantly change. The following would most definitely require the change from a supply contract to a construction contract:
a. The new position indication system will require changes to the electrical system on site.
b. The new position indication system will require reprograming of the PLC system.
The change of position indication would add more work to an already compressed schedule.
Q6. Schedule of Prices – 0101 Replace manifolds for all 5 miter gates. Should this be “Manifolds are to be rehabilitate?”
A6. See revised Schedule of Prices.
Q7. SOW Specifications: “Illinois River Operations Division. This includes: drained, removed, and loaded”: Why would (USACE) drain the cylinders? (This creates corrosion on internal parts, will allow piston to move more freely during shipment, and can cause damage).
A7. The cylinders themselves will not be drained, just the lines from the manifold to the cylinder to prevent hydraulic oil getting into the river. See revised SOW.
Q8. SOW: Hydraulic Cylinders; a. Disassembly/Inspection; i. Cylinder shell to be cleaned and blasted to raw material, and inspected for corrosion and damage to the bore. Does this pertain to only the Shell bore (ID) or is this pertaining to the outside of the Shell (OD)? One would never shot blast the Shell bore (ID), that would be an uncontrolled process. Typically you do not shot blast the outside (OD) of the shell until after final assembly. Shot blasting prior to final assembly would result in corrosion and one would either have to immediately need to apply a primer coat or have to re-shot blast after final assembly. This will result in added time and cost to the process.
A8. Cylinder shell is to be cleaned and inspected. If corrosion or damage is found, blast area to raw metal, inspect, and verify cylinder shell has adequate wall thickness for operating at maximum system pressure of 3000 psi. See revised SOW.
Q9. SOW: Hydraulic Cylinders; a. Disassembly/Inspection; iv. Cylinder end caps are to be cleaned blasted and inspected. Typically you do not shot blast the outside (OD) of the end caps until after final assembly. Shot blasting prior to final assembly would result in corrosion and one would either have to immediately need to apply a primer coat or have to re-shot blast after final assembly. This will result in added time and cost to the process.
A9. Cylinder end caps are to be cleaned and inspected. If corrosion or damage is found, blast area to raw metal, inspect, and verify cylinder cap has adequate wall thickness for operating at maximum system pressure of 3000 psi.
See revised SOW.
Q10. SOW: b. Rehabbed, i. Cylinder bore is to be honed and polished. If cylinder shell is found to be damaged/corroded and wall thickness does not meet required thickness, replace cylinder shell. If cylinder shell is damaged beyond repair will (USACE) apply pg. 12 clause 52.211-11 (c)? Lead-time for new cylinder shell is 28-32 weeks.
A10. Yes.
Q11. SOW: b. Rehabbed, iv. Provide all new valving with stainless steel bodies. What valving is this referring to?
Cylinder itself has no vales, just rod side and bottom side ports.
A11. This was in error and has been removed.
Q12. SOW: b. Rehabbed, vii. Repaint Cylinders per specification. What paint specification does the (USACE) want to utilize? Please provide paint specification.
A12. Items are to be painted using UFGS 09 97 02, paint system 5-E-Z. See revised SOW.
Q13. SOW: b. Rehabbed, ix. Cylinders are to be tested by contractor at repair facility in prior to return shipment.
What is the (USACE) requirement for testing the cylinder? The cylinder will be tested at contractor’s cylinder service facility. Does USACE want to witness the testing or assembly?
A13. USACE will want to note the break-free pressures, test cylinders to 3000 psi and check for leaks, and witness operation of the cylinders throughout stroke. Yes, USACE will witness testing, and possibly assembly depending on timeframe. See revised SOW.
Q14. SOW: b. Rehabbed, x. “Spare” cylinders (one miter gate hydraulic cylinder and one Tainter valve hydraulic cylinder are to be prepped for long term storage before shipment. Will the (USACE) want to use VSI (Vapor Space Inhibiting) inside the spare cylinders for long term storage? Typical preparation for long term storage is 100% filled with hydraulic medium and 2% VSI.
A14. Yes, that is acceptable. See revised SOW.
Q15. Does the (USACE) wish to have the spare cylinder crated for storage?
A15. No, the cylinder is to be placed on the existing stand, which is on casters, onsite. See revised SOW.
Q16. SOW: Hydraulic Cylinder Manifolds, a. Manifolds are to be rehabilitated: i. Replace all valving stainless steels units. If a stainless steel valve body option is available it will be provide, if stainless steel option is not available, will a marine grade equivalent be acceptable?
A16. Stainless steel valve bodies are required. If they are not available at the time of procurement, marine grade are to be installed. Once stainless steel units are available, they are to be provided and installed. See revised SOW.
Q17. SOW: Hydraulic Cylinder Manifolds, a. Manifolds are to be rehabilitated: v. Repaint manifolds per specifications. What paint specification does the (USACE) want to utilize? Please provide paint specification.
A17. Items are to be painted using UFGS 09 97 02, paint system 5-E-Z. See revised SOW.
Q18. SOW: Cardanic Ring Assemblies; a. Cardanic ring, trunnion, and pins are to be cleaned and blasted exposing raw substrate. Shot blasting prior to final assembly would result in corrosion and one would either have to immediately need to apply a primer coat or have to re-shot blast after final assembly. This will result in added time and cost to the process.
A18. These are to be blasted and painted after final assembly. See revised SOW.
Q19. SOW: Cardanic Ring Assemblies; b. Inspect components for deficiencies. If excessive wear is found on components they are to be replaced, per USACE instruction. We would expect the cylinder to be received without complete trunnion.
A19. The cylinder is to be shipped with entire cardanic ring assembly. See revised SOW.
Q20. SOW: Cardanic Ring Assemblies; c. Repaint body of trunnion and cardanic ring. Shot blasting prior to final assembly would result in corrosion and one would either have to immediately need to apply a primer coat or have to re-shot blast after final assembly. This will result in added time and cost to the process. What paint specification does the (USACE) want to utilize? Please provide paint specification.
A20. These are to be blasted and painted after final assembly. Items are to be painted using UFGS 09 97 02, paint system 5-E-Z. See revised SOW.
Q21. SOW: Schedule. Please advise firm shipment date. July 16th – July 23rd is an 8 day window.
A21. The Government intends to have the cylinders ready for shipment by July 16th but reserves the right to have them ready as late at July 23rd. The Government will make every to have them ready by the 16th and will be in contact on a daily basis with the awarded contractor on status.
