Materials physically incorporated into real estate owned by the United States Government are exempt from Iowa sales and use taxes. However, sales of tools, fuel, lumber for forms and other end use or consumption items which are not physically incorporated into real estate are taxable sales.

1.25 PROCESSING DAVIS-BACON ACT CERTIFIED LABOR PAYROLLS
Option to use a commercially available electronic system to process and submit certified payrolls electronically to the Government. If the Contractor chooses to use an electronic Davis-Bacon payroll system, then obtain and provide electronic system access to the Government, as required to comply with the Davis-Bacon and related Act regulations over the duration of this construction Contract. Provide data from the electronic Davis-Bacon payroll processing system to the Government during Contract closeout.
Include all Contractor-incurred costs related to the Contractor's provision and use of an electronic payroll processing service in the Contractor's price for the overall work under the Contract.
