ALUMINUM COMPOSITE PANELS
PART 1 GENERAL
1.1 SCOPE
1. The extent of panel system work is indicated on the drawings and in these specifications.
2. Panel system requirements include the following components:
A. Aluminum faced composite panels with mounting system. Panel mounting system including anchorages, shims, furring, fasteners, related flashing adapters, and masking (as required) for a complete rain screen installation.
B. Interior panel system work that matches exterior panel system work.

1.2.3 Samples
Submit manufacturer’s color charts or chips illustrating full range of colors, finishes and patterns available for composite metal panels with factory applied finishes.
Contractor shall submit 3 full sized physical perforated panel sheets for review by the Cedar Rapids Flood Control System Committee. Each sheet shall include a perforation pattern approved by Contracting Officer. Each of the 3 sheets shall be powder coated with 4 unique paint samples approved by Contracting Officer. Perforated sheets shall be coordinated with Contracting Officer to accommodate project timeline.
Contractor shall submit a full-sized physical panel for approval prior to procurement of the remaining panels. Selected perforation pattern and powdercoat color determined as part of the 3 full sized physical perforated panel sheets shall be included in full size physical panel sample.
Full-sized physical panel construction and review shall be coordinated with Contracting Officer to accommodate project timeline.
1.2.4 Shop drawings
Submit shop drawings showing project layout and elevations; fastening and anchoring methods; detail and location of joints, sealants, and gaskets, including joints necessary to accommodate thermal movement; trim; flashing;
and accessories.
Panel and mounting mullion shop drawing submittals shall identify manufacturer contact information and product data. Product data shall include descriptions of all material types, dimensions, proof of independent performance testing, panel weight and a description of deviations from basis of design.
1.2.5 Quality assurance submittals
Submit certified test reports from a qualified testing agency showing compliance with specified performance requirements.
1.2.6 System manufacturer’s instructions
Submit system manufacturer’s installation instructions.
1.2.7 Closeout submittals
Submit manufacturer’s warranty documents.
1.2.8 Alternate materials must be approved by Contracting Officer prior to bid date
Substitution requests must comply with the requirements of Division 1.
1.3 QUALITY ASSURANCE
1.3.1 Composite panel manufacturer, perforated metal manufacturer and mounting mullion fabricator shall have a minimum of 5 years experience in the manufacturing of each respective product.
1.3.2 Installer shall be acceptable to the fabricator and shall have a minimum 5 years experience of metal panel work similar in scope and size to

this project or shall be certified by the fabricator to have received installer training.
1.3.3 Field measurements should be taken prior to the completion of shop fabrication whenever possible. Coordinate fabrication schedule with construction progress as directed by the Contracting Officer to avoid delay of work. Field fabrication may be allowed to ensure proper fit. However, field fabrication shall be kept to an absolute minimum with the majority of the fabrication being done under controlled shop conditions.
1.3.4 Maximum deviation from vertical and horizontal alignment of erected panels: 1/4" in 20' non-accumulative.
1.3.5 Panel fabricator/installer shall assume undivided responsibility for all components of the exterior panel system including, but not limited to attachment to sub-construction, panel to panel joinery, panel to dissimilar material joinery, and joint seal associated with the panel system.
1.3.6 Composite panel manufacturer shall have established a Certification Program acceptable to the International Building Code 2018.
1.3.7 Field Quality Control: Comply with panel system manufacturer’s recommendations and guidelines for installation and field forming panels.
1.4 SYSTEM DESCRIPTION
1.4.1 System Type
Provide an open joint pressure equalized, hook and pin style, rout and return panel system which has been pre-tested to meet the specified performance requirements.
1.4.2 System Performance
Composite panel system shall be capable of withstanding flood gate structure movements and weather exposures based on the following test standards required by the Engineer and/or national and the local building code. Panel systems which have not been tested prior to bid date will not be acceptable.
1.4.2.1 Wind Load
Panels shall be designed to withstand the Design Wind Load based upon the local building code, but in no case less than 20 pounds per square foot (psf) and 30 psf on parapet and corner panels. Wind load testing shall be conducted in accordance with ASTM E330 to obtain the following results.
Normal to the plane of the wall between supports, deflection of the secured perimeter-framing members shall not exceed L/175 or 3/4", whichever is less.
Normal to the plane of the wall, the maximum panel deflection shall not exceed L/60.
Maximum anchor deflection shall not exceed 1/16".
At 1-1/2 times design pressure, permanent deflections of framing members shall not exceed L/100 of span length and components shall not experience failure or gross permanent distortion. At connection points of framing members to anchors, permanent set shall not exceed 1/16".

1.4.2.2 Air/Water System Test: System shall comply with AAMA 508-07 Voluntary Test Method and Specification for Pressure Equalized Rain Screen Wall Cladding Systems.
Air Infiltration – Per AAMA 508-07 criteria, the air/water barrier leakage rate must be set to 0.12cfm/ft2 ±10% at 1.57psf when tested in accordance with ASTM E283.
Pressure Equalization – Maximum 0.08 second lag time between the cavity and cyclic wind pressure with a maximum 50% differential when tested in accordance with ASTM E1233
Water Penetration – Maximum 5% coverage of water mist or water droplets on the air/water barrier surface and no continuous streaming of water on the air/water barrier under a differential static pressure of 6.24 psf after 15 minutes of exposure when tested in accordance with ASTM E331.
Dynamic Water Infiltration – Maximum 5% coverage of water mist or water droplets on the air/water barrier surface and no continuous streaming of water on the air/water barrier under a differential dynamic pressure of
6.24 psf after 15 minutes of exposure when tested in accordance with
AAMA 501.1.
1.4.2.3 Thermal Movement
System shall allow for free horizontal and vertical movement due to the expansion and contraction of component parts for an ambient temperature range from plus 20 degrees F to plus 180 degrees F. Buckling, opening of joints, undue stress on fasteners, failure of sealants or any other detrimental effects due to thermal movement of component parts will not be permitted. Fabrication, assembly and erection procedures shall take into account the ambient temperature at the time of the respective operation.
PART 2 PRODUCTS
2.1 PANEL AND MULLIONS
2.1.1 Aluminum composite material (ACM)
ALPOLIC material manufactured by Mitsubishi Plastics Composites America, Inc. ALPOLIC Materials Division, 401 Volvo Parkway, Chesapeake, VA 23320 or approved equal.
REYNOBOND material manufactured by Reynolds Metals Company, Alcoa Architectural Products (USA), 50 Industrial Boulevard, Eastman, Georgia 31023 or approved equal.
Items of the same function and performance, which have received approval from the Contracting Officer's Representative prior to bid date, shall be allowed for this project. Approval shall be based on documentation submitted showing the adequacy of the material. See Division 1 for substitution requirements.
2.1.2 Aluminum Sheet Material
Aluminum alloy 3003-H14 (paint quality) conforming to ASTM B209
Aluminum alloy 5005-H14 (anodize quality) conforming to ASTM B209

2.1.3 Composition
Two sheets of aluminum sandwiching a solid core of extruded thermoplastic material formed in a continuous process with no glues or adhesives between dissimilar materials. The core material shall be free of voids and/or air spaces and not contain foamed insulation material. Products laminated sheet by sheet in a batch process using glues or adhesives between materials shall not be acceptable.
2.1.4 Aluminum panel frame thickness
Standard 0.157"
2.1.5 Panel face sheets
Aluminum alloy 3105 H14, 0.125” thick or approved equal. Perforated panel pattern to be determined by Cedar Rapids Flood Control System Committee as part of submittal process.
2.1.6 Panel core
Thermoplastic material that meets performance characteristics specified when fabricated into composite assembly.
Thermally bonded in a continuous process, under tension, to the core material.
2.1.7 Mullion aluminum sheet thickness
Nominal - .125"
2.1.8 Product Performance
2.1.8.1 Bond Integrity: Tested for resistance to delamination as follows:
Bond Strength (ASTM C297/C297M): 1500 psi minimum.
Peel Strength (ASTM D1781): 33.6 in-lb/in minimum.
No degradation in bond performance after 8 hours of submersion in boiling water and after 21 days of immersion in water at 70 degrees F (21 degrees C).
2.1.8.2 Fire Performance
Flamespread (ASTM E84): 0
Smoke Developed (ASTM E84): 10
Surface Flammability (Modified ASTM E108): Pass
V-O Rating: Comply with UL 94.
2.1.8.3 Production Tolerances:
Width: +/- 0.04 inch/3 feet (1mm/m).
Length: +/- 0.04 inch/3 feet (1mm/m).

Thickness: +/- 0.008 inch (0.2mm).
Bow: Maximum 0.5% length or width.
Square: Maximum 0.2 inch (5.1mm).
Edges of sheets shall be square and trimmed with no displacement of the aluminum sheets or protrusion of the core material.
2.1.9 Finishes
2.1.9.1 Factory Finish
Coil coated with a fluoropolymer paint finish that meets or exceeds the values expressed in AAMA 2605 where relevant to coil coatings.
Color: Standard color as selected by the owner/architect from manufacturer’s standard color palette.
Custom colors shall be spray coated with specified finish where quantities required are less than 2,000 square feet.
The finish side of the panel shall have a removable plastic film applied prior to fabrication, which shall remain on the panel during fabrication, shipping, and erection to protect the surface from damage.
2.2 ATTACHMENT SYSTEM
2.2.1 Basis of Design: Series 72 ACM Wall Panel Assembly as manufactured by:

2.2.2 System Description
Provide a hook and pin style, open joint pressure equalized, rout and return panel system providing the following essential features:
System must consist of ACM panels and a system of custom aluminum extrusions to form a continuous vertical channel which directs water that has entered the panel joints to the bottom of the wall and out to the exterior side.
System must allow for segmentation of the air space behind the panel face toallow the appropriate pressure difference between cavity compartments.
System must allow for non-sequential panel installation.
System must allow for removal of any individual panel without removal of adjacent panels.
System must allow re-installation of the removed panel into original and tested method.
System must consist of 2"deep reveal vertical joint between the panels which will accommodate a joint with of 0"-1" without modification to the attachment system.

Overall system depth shall be 2-1/2".
System must not generally have any visible fasteners, telegraphing or fastening on the panel faces or any other compromise of a neat and flat appearance.
System must provide continuous vertical channels at the vertical panel joints which incorporate vertically adjustable members to receive and retain the vertical edges of the panels.
2.2.3 Aluminum Extrusions
Sub-frame members and integrated flashings shall be extruded from 6063 aluminum alloy.
Extrusions exposed to view shall be factory finished with a coating that meets or exceeds the values expressed in AAMA 2605 where relevant to extrusion coatings.
Color: Extrusions exposed to view shall be painted “Black”.
2.3 ACCESSORIES
2.3.1 Fasteners
Provide fasteners approved by the system manufacturer.
Provide fasteners of the appropriate type according to the substrate to which the system is to be attached.
Space fasteners per the system manufacturer’s recommendations or sufficiently to meet the specified performance requirements.
Provide fasteners of sufficient diameter to meet the specified performance requirements.
Provide fasteners of sufficient length to properly engage in the structural members.
2.3.2 Miscellaneous Materials
Provide sealants within the panel system according to the system manufacturer’s recommendations.
2.4 PANEL FABRICATION
2.4.1 Tolerances
Manufacturer’s recommendations. Fabricated panel tolerances:
Width: +/- 0.04 inch/3 feet.
Length: +/- 0.04 inch/3 feet.
Bow: Maximum 0.5% length or width.
Square: Maximum 0.2 inch.
Panel Dimensions: Field fabrication shall be allowed where necessary, but

shall be kept to an absolute minimum. All fabrication shall be done under controlled shop conditions when possible.
Panel lines, breaks, and angles shall be sharp, true, and surfaces free from warp and buckle.
Fabricate panels with sharply cut edges, with no displacement of the aluminum sheets or protrusion of the core material.
Fabricate panel system to dimension, size, and profile indicated on the drawings based on a design temperature of 70°F.
Fabricate panel system so that no restraints can be placed on the panel, which might result in compressive skin stresses. The installation detailing shall be such that the panels remain flat regardless of temperature change.
PART 3 EXECUTION
3.1 PANEL DELIVERY, STORAGE AND HANDELING
Exercise care in unloading, handling and installing panels to prevent damage.
Inspect crates and contents for damage upon delivery. Report any damage to the freight carrier within 24 hours of receipt.
Store panels in well-ventilated space out of direct sunlight.
Do not store panels in any enclosed space where ambient temperature can exceed 120 degrees F.
Avoid contact with any other materials that might cause staining, denting or other surface damage.
3.2 INSPECTION
Surfaces to receive panels shall be even, smooth, sound, clean, dry and free from defects detrimental to work. Verify that all pertinent components of flood gate are satisfactory prior to erection of panel system.
Coordinate with Contracting Officer in writing in the event of conditions detrimental to proper and timely completion of the work. Do not proceed with erection until unsatisfactory conditions have been corrected.
Surfaces to receive panels shall be structurally sound as determined by a registered Engineer.
3.3 INSTALLATION
Install approved panels after the gate has been erected and installed on-site.
Erect panels plumb, level, and true to line.
Install panels according to the panel system manufacturer’s installationguidelines.
Panels shall be erected in accordance with an approved set of shop drawings. Anchor panels securely per engineering recommendations and in accordance with approved shop drawings to allow for necessary thermal

movement and structural support.
Do not install component parts that are observed to be defective, including warped, bowed, dented, abraded, and broken members.
Do not cut, trim, weld, or braze component parts during erection in a manner which would damage the finish, decrease strength, or result in visual imperfection or a failure in performance. Return component parts which require alteration to shop for refabrication, if possible, or for replacement with new parts.
Separate dissimilar metals and use gasketed fasteners where needed to eliminate the possibility of corrosive or electrolytic action between metals.
All panel penetrations shall be field cut by the trade requiring the penetration or shall be coordinated by such trade with the panel installation contractor at the time of installation.
Installation Tolerances:
Maximum deviation from horizontal and vertical of installed panels: ¼” in 20’, non-accumulative.
Maximum deviation from panel edge and face alignment: 1/16”.
3.4 ADJUSTING AND CLEANING
Remove and replace panels damaged beyond repair as a direct result of the panel installation.
Repair panels with minor damage such that repairs are not discernable from a distance of 10 feet.
Remove masking as soon as possible after installation.
Protection from damage by other trades after installation, shall be the responsibility of the General Contractor.
Make sure drainage channels are unobstructed and free of dirt and sealants.

(a) Definitions. As used in this provision--
Market prices means current prices that are established in the course of ordinary trade between buyers and sellers free to bargain and that can be substantiated through competition or from sources independent of the offerors.
Non-Government sales means sales of the supplies or services to non-Governmental entities for purposes other than governmental purposes.
Relevant sales data means information provided by an offeror on sales of the same or similar items that can be used to establish price reasonableness taking into consideration the age, volume, and nature of the transactions (including any related discounts, refunds, rebates, offsets, or other adjustments).
Sufficient non-Government sales means relevant sales data that reflects market pricing and contains enough information to make adjustments covered by FAR 15.404-1(b)(2)(ii)(B).
Uncertified cost data means the subset of ``data other than certified cost or pricing data'' (see FAR 2.101) that relates to cost.
(b) Exceptions from certified cost or pricing data.
(1) In lieu of submitting certified cost or pricing data, the Offeror may submit a written request for exception by submitting the information described in paragraphs (b)(1)(i) and (ii) of this provision. The Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted and whether the price is fair and reasonable.
(i) Exception for prices set by law or regulation--Identification of the law or regulation establishing the prices offered. If the prices are controlled under law by periodic rulings, reviews, or similar actions of a governmental body, attach a copy of the controlling document, unless it was previously submitted to the contracting office.
(ii) Commercial item exception. For a commercial item exception, the Offeror shall submit, at a minimum, information that is adequate for evaluating the reasonableness of the price for this acquisition, including prices at which the same item or similar items have been sold in the commercial market. Such information shall include--
(A) For items previously determined to be commercial, the contract number and military department, defense agency, or other DoD component that rendered such determination, and if available, a Government point of contact;
(B) For items priced based on a catalog--
(1) A copy of or identification of the Offeror's current catalog showing the price for that item; and
(2) If the catalog pricing provided with this proposal is not consistent with all relevant sales data, a detailed description of differences or inconsistencies between or among the relevant sales data, the proposed price, and the catalog price (including any related discounts, refunds, rebates, offsets, or other adjustments);
(C) For items priced based on market pricing, a description of the nature of the commercial market, the methodology used to establish a market price, and all relevant sales data. The description shall be adequate to permit the DoD to verify the accuracy of the description;
(D) For items included on an active Federal Supply Service Multiple Award Schedule contract, proof that an exception has been granted for the schedule item; or
(E) For items provided by nontraditional defense contractors, a statement that the entity is not currently performing and has not performed, for at least the 1-year period preceding the solicitation of sources by DoD for the procurement or transaction, any contract or subcontract for DoD that is subject to full coverage under the cost accounting standards prescribed pursuant to 41 U.S.C. 1502 and the regulations implementing such section.
(2) The Offeror grants the Contracting Officer or an authorized representative the right to examine, at any time before award, books, records, documents, or other directly pertinent records to verify any request for an exception under this provision, and to determine the reasonableness of price.
(c) Requirements for certified cost or pricing data. If the Offeror is not granted an exception from the requirement to submit certified cost or pricing data, the following applies:
(1) The Offeror shall prepare and submit certified cost or pricing data and supporting attachments in accordance with the instructions contained in Table 15-2 of FAR 15.408, which is incorporated by reference with the same force and effect as though it were inserted here in full text. The instructions in Table 15-2 are incorporated as a mandatory format to be used in any resultant contract, unless the Contracting Officer and the Offeror agree to a different format and change this provision to use Alternate I.
(2) As soon as practicable after agreement on price, but before contract award (except for unpriced actions such as letter contracts), the Offeror shall submit a Certificate of Current Cost or Pricing Data, as prescribed by FAR 15.406-2.
(3) The Offeror is responsible for determining whether a subcontractor qualifies for an exception from the requirement for submission of certified cost or pricing data on the basis of adequate price competition, i.e., two or more responsible offerors, competing independently, submit priced offers that satisfy the Government's expressed requirement in accordance with FAR 15.403-1(c)(1)(i).
(d) Requirements for data other than certified cost or pricing data. (1) Data other than certified cost or pricing data submitted in accordance with this provision shall include the minimum information necessary to permit a determination that the proposed price is fair and reasonable, to include the requirements in DFARS 215.402(a)(i) and 215.404-1(b).
(2) In cases in which uncertified cost data is required, the information shall be provided in the form in which it is regularly maintained by the Offeror or prospective subcontractor in its business operations.
(3) Within 10 days of a written request from the Contracting Officer for additional information to permit an adequate evaluation of the proposed price in accordance with FAR 15.403-3, the Offeror shall provide either the requested information, or a written explanation for the inability to fully comply.
(4) Subcontract price evaluation. (i) Offerors shall obtain from subcontractors the minimum information necessary to support a determination of price reasonableness, as described in FAR part 15 and DFARS part 215.
(ii) No cost data may be required from a prospective subcontractor in any case in which there are sufficient non- Government sales of the same item to establish reasonableness of price.
(iii) If the Offeror relies on relevant sales data for similar items to determine the price is reasonable, the Offeror shall obtain only that technical information necessary--
(A) To support the conclusion that items are technically similar; and
(B) To explain any technical differences that account for variances between the proposed prices and the sales data presented.
(e) Subcontracts. The Offeror shall insert the substance of this provision, including this paragraph (e), in subcontracts exceeding the simplified acquisition threshold defined in FAR part 2. The Offeror shall require prospective subcontractors to adhere to the requirements of--
(1) Paragraphs (c) and (d) of this provision for subcontracts above the threshold for submission of certified cost or pricing data in FAR 15.403-4; and
(2) Paragraph (d) of this provision for subcontracts exceeding the simplified acquisition threshold defined in FAR part 2.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
