1. The laptop will have Allen Bradley RSLogix 5000 PLC programming software. There is no specification for Visualization/HMI/SCADA/XL Reporter/ or Historian Software.

a. What additional software is required?

b. Specification 40 95 00, Attachment B shows 13 sample screens for operating this equipment. You have not specified a touchscreen or SCADA computer to be utilized for displaying these screens.

c. There are descriptions of graphing and trending. You have not specified any software or additional computer to be utilized for this capability.

On: Jul 02 2018.

Government Response. . 1.a: Contractor is required to provide software as required to meet the contract requirements, including but not limited to data logging, programming, and graphical representation of lock operation and equipment parameters (i.e. gate position, hydraulic pressure and flow and temperature, v.

time) on the laptop, and alarm messaging including out at each control stand.

1.b: Touchscreen is not required, but may be permitted. Note that the lock personnel will typically operate the lock machinery from hard-wired controls from each control stand, and not from the laptop PC. The Laptop PC will require an organization of screens to allow programming, trouble-shooting and graphical representation of lock operations and measured data (see 1.a. above).

1.c: See 1.a. above. The required laptop PC will be utilized for these processes. Software required for graphing, trending, trouble-shooting, commissioning and programming may be determined in part, by equipment installed. On: Jul 03 2018

2. Drawing EH601, Component #12, The digital displays you have specified 2005S-485/485-120-C are obsolete Single Line Displays. 485 communications are also obsolete. Please specify a modern Ethernet display. This is possibly where the 13 sample screens are intended to be displayed? You would need a much larger (15" type) modern touchscreen with integral computer running Factorytalk SE Server (or similar) and each remaining touchscreen at the other 3 locations would be a client. Is this your intention? Other USACE locations have a standalone dedicated computer or redundant computers for SCADA and do not use a computer mounted at each control cabinet, however this is not shown on the network diagram. Regardless, this single line display cannot be programmed for the 13 sample screens and is only used for short pre-programmed messages.

7549353 Specifications Source Selection Plan/ Clause 5152.232-

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Refer to Page 11 of 226, 4th paragraph, states: "Assume NTP of 1 October 2018 for proposal evaluation". Clause

5152.232.9001 Page 28 of 226, 1st par. indicates $15 million is reserved for CURRENT FISCAL YEAR 2018.

Question #1. Since the NTP will be in FY2019, will the FY18 $15 million above be added to the estimated FY2019 funds for this contract?

Q2- What is the estimated FY2019 funding for this contract?

Q3- Page 11 of 22, end of 4th par. states "...end of closure period(1 July 2020-29 September 2020)". This sentence is not clear, and does not coincide with Spec 00 73 05 requirements. Please clarify.

On: Jul 02 2018.

Government Response. . Question 1: Additional funds will be cumulative, and not limited to the first FY they are made available. The contract obligation shall not exceed the total funds that are available as is noted in the continuing contracts clause.

Question 2: Any future FY funding will be announced at the time it is available for use on the this project.

Question 3: Page 11 of 226, 4th par. indicates that the scheduled lock closure period is from 01 July 2020 to 1100 hours on 29 September 2020. Several conflicting material requirements between the drawings and the specification have been found. The following list provides some examples. (This list is not meant to be comprehensive/complete. Other material discrepancies may exist.)

- Cardanic Ring – Mark No. MD531-A1: ASTM A29, Grd. 1049 on drawing and ASTM A668 Class G per specification section 35 01 41 Paragraph 2.2.2.1.

- Cylinder Trunnion – Mark No. MD531-C1: ASTM A29, Grd. 1049 on drawing and ASTM A668 Class G per specification section 35 01 41 Paragraph 2.2.2.1.

- Trunnion Pin – Mark No. MD531-A3: ASTM A322, Grd. 4340 on drawing and ASTM A473 UNS S43000 per specification section 35 01 41 Paragraph 2.2.2.2.

- Clevis Pin – Mark No. MD532-A5: ASTM A564, Type 630 on drawing and ASTM A473 UNS S43000 per specification section 35 01 41 Paragraph 2.2.2.2.

Guidance on these (and other) apparent discrepancies is respectfully requested. After material requirements are clarified, can the USACE please advise if suppliers may use equivalent (or better) materials (perhaps with advance approval) instead of those specified if relevant material characteristics are matched or bettered.

7555120 Hydraulics 35 01 41

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification section 35 01 41 paragraph 2.6 states:

"The miter gate rotary actuator cylinders and Tainter valve machinery cylinders to be heavy-duty mill type cylinders with bolting flanges rigidly welded on the cylinder tube."

and

"Cylinder tubes which have been welded to be stress relief heat treated and all welds to be radiographed or ultrasonically and magnetic particle tested."

Specification section 35 01 41 paragraph 1.6.3.3 states:

"Weld hydraulic cylinders and hydraulic rotary actuators in accordance with ASME BPVC SEC VIII.

Weld piping in accordance with ASME B31.1."

These hydraulic cylinder construction details (requirements) are not unusual or inappropriate. These features and manufacturing requirements are, however, more expensive than those of other hydraulic cylinders in use in at other similar USACE locks. Can the USACE please confirm that no deviations from these specific requirements will be granted? Manufacturers that bid faithfully to the above USACE requirements will price themselves out of contention if others budget on tapped-barrel and other non-conforming and less expensive construction details with the expectation (hope?) that they will receive waivers from these requirements.

7555156 Hydraulics 35 01 41

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification section 35 01 41 paragraph 2.6.1 requires:

"Piston rods to be in accordance with ASTM A564/A564M, Type 630, stainless steel and chrome plated. Fabricate the cylinders in a manner suitable for use with the position indicating system as specified. The chrome coating to have a 0.008-0.013 inch minimum thickness, surface finish of 10-16 micro-inches RMS or better to ensure smooth, quiet, vibration free and leak free operation, surface hardness of 50 Rockwell C minimum, impact resistance of 5 to 11 pound per foot, modulus of elasticity of 52 x 106 to 60 x 106 psi, linear expansion coefficient of 4.0 x 10-6 /degree F, and be capable of withstanding a fracture force of 41 ksi minimum."

The 0.008 - 0.013 inch specified chrome plate thickness is considerably thicker than that normally specified for heavy duty cylinders in abrasive environments. Multiple plating layers will be required to satisfy this requirement. Portions of the current rod plating specification are consistent with requirements suggested for ceramic coated (not chrome plated) cylinder piston rods in a late 1990s publication. Is it possible that portions of a ceramic rod coating specification were included in the specification?

Chrome plate thicknesses of about 0.0005 inch are typical in ordinary commercial hydraulic cylinders. 0.002" minimum chrome plate thicknesses are commonly called out for heavy-duty cylinders. UFGS-35 05 40.14 calls out a minimum chrome plate thicknesses of 0.003 inch. (The UFGS-35 05 40.14 plating requirement approximates our experience-based recommendation.) Can the USACE please review the current specification and confirm the chrome plating thickness requirement?

Specification section 35 01 41 paragraph 1.7.2.1 requires: "Coat all parts with a rust preventative, wrap in heavy-duty plastic, and securely contain in wooden crates. Clearly mark each crate with its contents (including Contract number and Corps mark number) on the outside, with a non-ferrous metal tag, engraved with the contents, and secured to the crate with non-ferrous screws. Provide a means for inspection of the crate's contents without destroying the crate."

Specification section 35 01 41 paragraph 1.7.2.2 requires: "The shipping provisions will be such that the cylinders may be rotated in increments of 90 degrees during storage. Should the cylinders be stored by the Contractor during fabrication, shipping, or at the worksite in the horizontal position more than 30 days, rotate them every 30 days as follows: first 90 degrees, then 180 degrees, then 90 degrees, and then 180 degrees."

Specification section 35 01 41 Paragraph 1.7.2.2.1 requires: "Standard commercial packaging in accordance with ASTM D3951 will be acceptable except where a different method or standard of packaging is specified."

Can the USACE please clarify the packaging requirements for the five tainter valve hydraulic cylinder assemblies?

(1) It is assumed that at least four of the hydraulic cylinder assemblies, and perhaps all five, are to be supplied/shipped fully assembled with their cardanic rings, pillow blocks, and cylinder bases. Is this assumption

Page 4 of 10ProjNet: Logged In User consistent with USACE expectations and requirements?

(2) Does the crating requirement (in paragraph 1.7.2.1) apply to all five cylinders? Only to the spare cylinder?

(3) Will the four cylinder/cardanic-ring/cylinder-base assemblies meant for immediate installation be rotated in the field in accordance with paragraph 1.7.2.2? If so, their crates (if applicable) or storage/shipping cradles will need be larger (and perhaps more complicated) to accommodate this requirement.

On: Jul 06 2018.

Government Response. . (1) Is it up to the prime contractor and any subcontractor to determine the best methods and configuration for shipping the cylinders as long as all contract requirements are met.

(2) Applies to all five cylinders.

(3) Rotation requirements are in reference to the cylinder and piston rod, not the cylinder and cardanic ring.

Are schedules available to confirm exactly which supplies/services must be included in each of the Solicitation's individual itemized Supplies/Services? This information will help address questions about the items to be packaged in each of the listed line-items. Some example questions follow. (These are only example questions; this list is not meant to be comprehensive/complete.)

• Which project supplies and services are to be included in line item 0015AJ – "Connection Components"?

• Is line item 0014AH – "Hydraulic Cylinder Rod End Assemblies" comprised of all parts shown on I-Wall MD532 and Land-Wall MD532 and nothing else?

• Are the Cardanic rings, pins, and pillow block assemblies shown on drawings MD530 and MD531 to be included in line item 0014AG – "Hydraulic Cylinder Assemblies and Hardware"? What about the bolts that fasten the Pillow Block Caps (MD530-A3) to the Pillow Block Bases (MD530-A1), which don't seem to be indicated in the drawings. Are these to be included in this line item or are they accounted for somewhere else?

• Specification section 35 01 41 paragraph 1.7.2.2.1 states: "Each [hydraulic cylinder] consists of the hydraulic cylinder, trunnion, cardanic ring, cylinder support bracket, manifolds, piping, bushings, and pins." Is the "cylinder support bracket" mentioned in this sentence referring to the "Cylinder Base" shown on drawing I-Wall SD550? If so, does this mean that the spare cylinder is to be supplied with a cylinder base? (Landwall SD550 and I-Wall SD552 suggest that a total of four cylinder bases is required - not five.)

On: Jul 06 2018.

Government Response. . For the first three bullets: Specification Section 01 22 00, Par. 1.2 states that all items which are not specifically noted in the Bid Schedule shall be included with the item most closely associated with the work involved.

For the last bullet: An amendment will be forthcoming to remove "cylinder support bracket" from Section 35 01 41, Par. 1.7.2.2.1. The spare cylinder does not require a base, as indicated by the quantity of parts suggests On: Jul 16 2018

The Hydraulics Specification is clear that there are 5 each MG Rotary Actuators and 5 each Cylinder Assemblies, including spares. It's taken that four are operational, with one as a spare.

Solicitation Schedule of Prices suggests that Spares should be a separate line item as there is a separate Spare Parts line Item for the MG Rotary Actuator, 0019AA with it's connecting components 0019AB. However, there is no Hydraulic Cylinder (and Rod End attachment, Cardanic Ring, etc) listed as a separately priced Spare Parts line item.

Because these are high dollar items that shouldn't be missed, we suggest that a line item be created in the Schedule of Prices for spare Hydraulic Cylinder & Rod End Components (with cardanic rings, LDT & pins).

Also, there were no explicit spares for the HPUs mentioned in the Specification. Is this to be negotiated post-Award and during the design approval process after a BOM is completed?

On page 35 01 41-63, Section 3.6.2-c, the testing specification requires the entire actuator assembly be submerged such as to simulate 30 feet under water for 24 hours. Then the actuator to be disassembled and evaluated for water intrusion. If performed on a production unit, the sealing interface will be compromised. Can the disassembly evaluation be completed on an validation unit and production units be verified using a method not requiring disassembly?

On: Jul 20 2018.

Government Response. . Assuming the sealing interface which will be compromised is a gasket/sealant, the replacement of this item as part of this test should be accounted for, and the Contractor shall bid the project according to the specifications. If the sealing surface that may be compromised from disassembly is something more substantial (i.e., steel flange), note that these units, during their lifetime, will most likely need to be disassembled for repairs/rehabilitation in the future. It seems unreasonable that the actuators cannot be disassembled and reassembled like most other machinery with only the replacement of typical wear items (gaskets, bushings, seals, etc). Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

To install the new sewage lift station it is required to excavate down to elevation 418.5, which is 15.5 feet below the lock wall elevation. Drawing MA511 appears to indicate the central control station foundation extends down beyond this elevation. Reference drawing A4 appears to indicate the foundation only extends down a few feet. Please clarify the extent and type of foundation below the central control station so that it can be determined if any additional support is needed during the excavation for the new lift station.

On: Jul 24 2018.

Government Response. . Top of lift station equal to lock wall elev 434. 0, bottom is at 421.0, as shown on MA511. contractor to excavate 2.5' below 421.0, so 418.5 is correct. On: Jul 25 2018
