1.3 ADDITIONAL COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK

In addition to the requirements of Contract Clause COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK, comply with the following requirements:

1.3.1 Temporary Power

Temporary power to maintenance building during connections to 60kW generator ATS and utility metering: Coordinate with Contracting Officer to provide temporary power to the existing office panelboard during any required power outage to allow work for utility metering and 60kW generator and ATS connections to existing 400A main shop panelboard. Coordinate outage period in attempt to minimize time-period required for temporary power. Temporary power to be 100A, 240V, 1PH, 4W power to the existing office panelboard during this power outage.

1.3.2 Sequencing of Work

1.3.2.1 Work Required Prior to Lock Closure

The work allowed in this period is to accomplish the maximum amount of work on the Intermediate wall prior to the lock closure period. Unrestricted navigation will be ongoing during this period, and Contractor operations, fleeting, and activities must not affect navigation or lock personnel operations on both the lock and the dam. It is anticipated that normal locking operations will not be performed on the I-wall, but the dam will require daily access by lock personnel. Maintain and protect existing crossover hydraulic and electrical lines during this work to allow existing dam and miter-gate machinery operation.

Complete work in accordance with the Contractor's approved schedule and in coordination with the Contracting Officer, prior to the lock closure to begin on 1 July 2020, provided such work does not interfere with the operation of the lock. Once initiated, work continuously to complete the work. All work described in this section is specific to the I-wall only.

The following work is required to be completed prior to 1 July 2020:

a. Tainter valve bulkhead placement in conjunction with Tainter valve rehabilitation.

00 73 05-2

b. Remove, rehabilitate, and reinstall Tainter valves. The removal and reinstallation of the upstream I-wall Tainter valve must take place while the floating plant is situated in the lock chamber. Two 8-hour lock closures have been coordinated for this work. One 8-hour closure to remove the existing Tainter valve, and one 8-hour closure to place the rehabilitated Tainter valve back into service. Provide the Government 30 day notice prior to the start date of each 8-hour lock closure.

c. Construct I-wall HPU building.

d. Construct Tainter valve operating machinery, including installation of the hydraulic cylinder and connection to the Tainter valve.

e. Construct Tainter valve and miter gate operating machinery protection piers.

f. Construct pipe trenches in areas that do not conflict with the existing pipe trenches or affect the operation of the lock and dam.

g. Install hydraulic piping and electrical conduits in pipe trenches.

h. Install and connect electrical conductors to equipment.

Installation of electrical conductors is allowed if both ends of the cable and conductor can be terminated on the permanently installed equipment.

i. Construct the upstream and downstream gage well piers. Temporary power and operation of the existing navigation lights must be maintained at all times, including placement of the lights by the Contractor at EL. 454.0 or higher.

j. Installation of all I-wall PLC equipment.

k. One 8 hour lock closure will be allowed for the Contractor to inspect both the upstream and downstream bulkhead sills and adjacent areas to ensure the sills are clear of debris. If silt or debris or both are discovered, remove and dispose of silt and debris prior to setting bulkheads to ensure proper bulkhead seating and sealing.

1.3.2.2 Installation of I-Wall Miter Gate Machinery

The work includes, but is not limited to, installing the miter gate operating machinery and finalizing, testing, and adjusting the operational functionality of the I-wall operating machinery and controls systems such that the machinery can function concurrently with the existing hydraulic operating machinery on the land wall until start of the navigation closure period. The work is all required to be completed during the closure, but the Contractor has the option of completing this work in advance of the closure, provided the details of this section are met. If the I-wall operating machinery cannot be completed and functional by the dates required under this paragraph, complete the work detailed during the lock closure period.

00 73 05-3

AMEND 0002

13 JULY 2018

The work for the duration of the I-wall gate machinery installation will require lock personnel to manually operate (by boat) the I-wall miter gates. Unrestricted navigation will be ongoing during this period, and Contractor operations, fleeting, and activities must not affect navigation or lock personnel operations on both the lock and the dam. It is anticipated that lock personnel will require access to the miter gates, miter gate recesses, adjacent areas, and continuous access to the dam.

If the Contractor chooses to perform this work prior to the lock closure, the work can be started a maximum of 6 weeks prior to the start of the lock closure. The date this work can start is 20 May 2020.

1.3.2.3 Lock Closure Period
