SOURCE SELECTION PLAN
SOLICITATION PROVISIONS
A. BASIS FOR AWARD
The Government will select for award the proposal that is most advantageous and represents the best overall value to the Government, considering the Price, Technical Approach, Past Performance, and Small Business Participation, along with their respective sub-factors (as applicable). As a result, the Government may select for award the offeror whose proposed prices are not the lowest, but whose technical approach, past performance and small business participation proposals are more complete as to justify the payment of a higher price.
Conversely, the Government may select for award the offeror whose proposed prices are lower than other proposals that are not sufficiently more advantageous as to justify the payment of a higher price.
The evaluation factors are as follows: technical approach, past performance, small business participation and price. All evaluation factors other than price, when combined, are approximately equal to price. The Technical Approach is significantly more important than the Past Performance and Small Business Factors combined. The Past Performance factor is significantly more important than small business participation factor.
Proposed prices will be evaluated but not scored or otherwise combined with the other aspects of the proposal evaluation. An offeror must be considered “Acceptable” with no greater than a moderate risk in all factors and sub-factors under the technical approach factor; no less than a “Relevant” rating in the Past Performance factor, in order to be eligible for contract award.
B. FACTORS AND SUB-FACTORS TO BE EVALUATED
Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below.
The following evaluation factors and sub-factors will be used to evaluate each proposal:
Factor 1: Technical Approach: The Technical Approach factor is further divided into the following sub-factor:
a. Sub-factor 1: Work Plan
Factor 2: Past Performance: The past performance evaluation considers each offeror's demonstrated recent and relevant record of performance in supplying products and services that meet the contract’s requirements.
Factor 3: Small Business Participation: All offerors will be evaluated on the level of proposed participation of small businesses.
Factor 4: Price: The resulting award will be a Firm Fixed Price Contract for construction services. Price reasonableness will be utilized in the evaluation of this effort in accordance with FAR Part 15 procedures.
Evaluation of the offeror’s proposal shall address each sub-factor as it applies to the plans and specifications. A detailed explanation of the criteria for the evaluation is set forth in the “Evaluation Approach”, Paragraph C of this section. During evaluations of each proposal, the Government will assign each sub-factor an adjectival rating and write a narrative evaluation reflecting the identified findings.
C. EVALUATION APPROACH
All proposals shall be subject to evaluation by the Source Selection Team (SST).
1. The overarching evaluation approach for all factors and sub-factors is as follows:
a. Adequacy of Response. The proposal will be evaluated to determine whether the offeror’s methods and approach have completely considered, defined, and satisfied the requirements specified in the Request for Proposal (RFP). The proposal will be evaluated to determine the extent to which each requirement has been addressed in the proposal in accordance with the proposal submission section of the RFP.
b. Feasibility of Approach. The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
2. Factor 1; Technical Approach
a. Sub-factor 1: Work Plan
The Government will evaluate the offeror’s proposed work plan, Network Analysis, and Bar Chart to determine understanding of and compliance with the Government’s requirements.
The Government will evaluate the description of the plan and how the contractor and/or subcontractors intend to accomplish the work. This plan should include detailed work sequence and reasoning for activities performed in this time frame; allow for completion of required work in allotted time frame; shop drawing preparation and material approval, procurement and delivery of materials; identification of critical long lead time materials;
utilization of labor, equipment and plant; staging, fleeting, parking, and mobilization plan; description also includes a list of major subcontractors with required coordination and overall job site management.
The primary engineering design and construction methodology will be evaluated on the basis that it demonstrates a thorough understanding of the projects specification requirements, work sequencing to overcome the site constraints and challenges associated with the work, and demonstrate a logical plan that accomplishes the work in safe, cost effective manner.
The work plan shall contain detailed descriptions and illustrations which show the contractors, subcontractors, and suppliers methodology to accomplish the work. The Government will evaluate the submitted plan to ensure it demonstrates clear understanding of the following items:
A thorough understanding of the necessary work as outlined in Specification Section 00 73 05, Paragraph “ADDITIONAL COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK”. This understanding is to include a detailed schedule that shows the work being completed in the timeframes allotted.
Scheduling and completion of work adjacent to the downstream bulkheads to ensure stability of bulkhead system is not compromised due to high tailwater elevations.
Description and process for the lock chamber dewatering to include procedures to seal the bulkheads.
Coordination with government personnel (both Lock and Maintenance Personnel) and accommodations required to ensure that government personnel can accomplish daily operations as required under the specifications.
Any critical path items and proposal of risk mitigation needs if they were to arise (i.e. additional shifts).
In the case of a high water event indicate at what river stage work will cease, an estimate of time impacts for evacuating the work area, and at what river stage the Contractor expects to resume work at the site. Also include details for removing equipment from the site/lock chamber, protection of completed and ongoing work, and clean up and re-dewatering after the high water has receded.
Staging and storage area utilization to include considerations for high water.
Implementation of power usage (including temporary power) at the site and a thorough understanding of the power requirements throughout the stages of the project.
Methodology for placing, sealing, and dewatering the cofferdams that are to be used for the concrete repairs outside the lock chamber.
Material delivery addressing routes and any bridge restrictions. Access by land for vehicular delivery of the above items to the project site is constrained based on bridge load restrictions on certain routes as outlined in the specifications. The Government will look for a detailed description of equipment and methods that effectively ensure delivery of all items required for construction of the project.
Details of the proposed vertical and horizontal concrete demolition procedures and the precautions that will be taken to protect adjacent concrete and components.
Details of the proposed methodology for locating existing electrical conduits, hydraulic piping, and bubbler piping and provisions for encountering unknown conduits/pipes during Contractor operations.
The Government will look for a detailed description of equipment and methods that effectively ensure all environmental constraints for placed items (concrete cure, etc.) are met, noting that time extensions due to weather during the navigation closure periods should not be anticipated.
Methodology for maintain proper as-built drawings and provisions for submitting the drawings in a timely fashion.
Staging and flow of work and materials for accomplishment of the contract.
The SSEB will consider the following factors when reviewing the work plan:
reasonableness of contractor sequencing, understanding and ability of the contractor to complete project requirements, and understanding and ability to overcome obstacles associated with completion of the work. The work plan description should anticipate the possibility of corrective measures during construction.
In regards to the bar chart, the Government will look for details to include the following items: Activities labeled, interdependence including F-S and S-S, start, critical path, durations, ES and EF, LS and LF, float, dummies, and milestones.
Assume of Notice to Proceed (NTP) of 15 June 2018 for the schedule. Activities required to complete the project shall be shown in the submitted schedule.
Contractor shall ensure that the logic demonstrates major activities placed in logical sequence with a minimum number of critical path activities. The durations shall be set so all activities have assigned durations, major activities have reasonable durations and conform to resources, and detail activities have reasonable durations.
It is critical that the work required to occur during the navigation closure is complete by the end of the closure period (1 July 2020-29 September 2020).
TECHNICAL RATINGS
Rating Description
Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements and contains one or more significant deficiencies.
Proposal is un-awardable.
3. Factor 2; Past Performance
The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the Plans and Specifications.
Evaluation of past performance shall be in accordance with this plan along with utilizing the forms and questionnaires set forth in Appendix D.
The Government will focus its inquiries on the offeror’s (and major subcontractor’s) record of performance as it relates to all solicitation requirements, including cost, schedule, performance and management of subcontractors. Major subcontractors are defined as members of an offeror’s overall team who are expected to perform ten (10%) percent or more of the proposed effort. A significant achievement, problem, or lack of relevant data in any element of the work can become an important consideration in the evaluation process. Therefore, offerors will be reminded to include the most recent and relevant efforts (within the past ten (10) years) in their proposal.
The Government may use data provided by the offeror in its proposal and data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance under Federal, State or Local government or commercial contracts for same or similar services as compared to the North American Industry Classification System (NAICS) 237990. Data used in conducting performance risk assessments shall not extend past ten (10) years prior to the issue date of the solicitation, but may include performance data generated during the past ten (10) years without regard to the contract award date.
Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror
The past performance factor considers each offeror’s demonstrated recent and relevant record of performance in supplying products and services that meet the contract requirements. One performance confidence assessment rating is assigned for each offeror after evaluating the offeror's recent past performance, focusing on performance that is relevant to the contract requirements.
The first aspect of the past performance evaluation is to assess the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The following criteria will be used to establish what is relevant which shall include similarity of service/support, complexity; dollar value, contract type, and degree of subcontract/teaming.
PAST PERFORMANCE RELEVANCY
Relevancy Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The second aspect of the past performance evaluation is to assess each offeror’s past performance to determine how confident a recent effort accomplished by the offeror is to the effort to be acquired. The performance confidence assessment will utilize the most appropriate rating from the chart below. This rating considers the assessed confidence of the relevant/recent efforts gathered.
PERFORMANCE CONFIDENCE ASSESSMENTS
Assessment Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
