QUESTIONS AND ANSWERS
Questions and Answers
Q1. There are discrepancies in the number of sampling events among years for beach monitoring and cyanobacteria analysis (see yellow highlighted cells in attached spreadsheet).
Should the bid be prepared using the estimated quantities listed in the solicitation?
A1. The discrepancies in analysis frequencies are a result of how the schedule (base sampling on the first and third Monday of each month, or only on the first Monday of a month) matched up to the calendar. The quote submission should be prepared using the estimated quantities in the bid schedule.
Q2. A Principle Investigator meeting is listed for each reservoir and each year. Is this to be interpreted that three separate annual meetings will occur, one at each reservoir?
A2. Yes, the task item is for the PI to meet with each reservoir one time per year, for a total of 3 separate meetings per year.
Q3. Is there a decent chance that we would actually have to sample through ice thick enough that would not be accessible with a jon boat? If so, what has been the method in the past to accomplish this? Or can sampling for a particular event be canceled due to thick ice cover?
A3. Yes, there is a chance that sampling could occur on ice that a jon boat could not access during the winter months at the river sites, as safety protocol allows. During the winter is a critical time for monitoring the rivers, especially for dissolved oxygen and water temperature. To accomplish sample collection during ice cover, previous methods include: use of an ice auger to gain access, move from the upstream to the downstream side of a bridge to access open water, or use of a boat on thinner ice to break up the ice.
All methods require site assessment and strict adherence to safety protocol prior to sampling.
