PERFORMANCE WORK STATEMENT

Saylorville, Red Rock and Coralville Reservoirs (State of Iowa) Water Quality

Monitoring Contract

I. Summary of Contract Requirement

1. Utilizing the contractor's equipment and personnel, operate and maintain a surface water quality monitoring program in the State of Iowa on the Des Moines River in the vicinity of Saylorville and Red Rock Reservoirs, which includes water and fish sample collection, field measurements, laboratory analysis, field and lab data reporting (DASLER compliant Excel spreadsheet), and interpretation of the results. In addition, the contractor shall be responsible for analyzing water samples collected by Corps of Engineers’ personnel from the Iowa River/Coralville Reservoir and for collecting and analyzing fish samples from these waters. The contract will include a base year and potentially four option years.

2. The base year contract includes:

A. Monitoring water quality at four Des Moines River and two reservoir sampling stations from September 2017 through August 2018. Saylorville and Red Rock Reservoir sampling stations include profile monitoring and sample collection and analysis at the surface and bottom.

B. Performance of field measurements and laboratory analysis of the Des Moines River in the vicinity of and including Saylorville and Red Rock Reservoirs.

C. Collection of fish and fish tissue analysis from two stations in the Des Moines River and one sample each from Red Rock and Saylorville Reservoir. Collection of fish and fish tissue analysis from two Iowa River stations: one from the river and one from Coralville Reservoir.

D. Bacteria and total microcystin sample collection and analysis at four beaches (two each at Saylorville and Red Rock Reservoirs) during the summer recreation season, as well as microcystin analysis of samples collected by Corps’ personnel from 3 beaches at Coralville Reservoir.

E. Laboratory analysis of Iowa River/Coralville Reservoir water samples collected by Corps of Engineers’ (COE) personnel.

F. Reporting of monitoring data using the Excel program.

G. Interpretation of monitoring results and preparation of weekly, monthly, and annual summary reports for all Des Moines River and associated reservoirs sites.

3. The scope of work for each option year is identical to the base year, with the exception that one year is added to the sample collection and report due dates listed in each successive option year.

4. Services from the contractor will be requested by means of task orders and payment will only be made for actual work performed.

II. Water Quality Monitoring of Saylorville, Red Rock and Coralville Reservoirs

1. General.

A. This Scope of Work is for the services of the contractor to conduct a water quality monitoring study of the Des Moines River, including Saylorville and Red Rock Reservoirs. In addition, the contractor shall collect and analyze fish tissue samples from the Iowa River/Coralville Reservoir system and perform laboratory analyses on samples collected from the Iowa River/Coralville Reservoir by Corps of Engineers’ personnel. The collection of water samples will extend from September 2017 through August 2018. All reporting and data compilation requirements for the base year of the contract will be completed by 3 months following the base period of performance, or November 30, 2018.

B. Reporting of the field data will be made in summary form each week samples are collected. Reports that include field and laboratory analysis results will be submitted for each month. At the conclusion of each sampling year, a final report will be submitted that contains all field and laboratory data collected during the year.

Violations of state water quality standards will be noted in ALL reports.

C. In order to facilitate data management, all analytical results will be provided to the Corps in an Excel spreadsheet format that is compatible with DASLER (Data Management and Analysis System for Lakes, Estuaries, and Rivers) and U.S. EPA’s WQX framework. The final spreadsheet format will be defined and agreed to by the Corps and selected contractor.

D. Major subheadings to this Scope of Work call for the contractor to: collect and analyze water samples from the Des Moines River/ Saylorville and Red Rock Reservoirs;

monitor beach bacteria at Saylorville and Red Rock Reservoir; collect and analyze fish tissue samples from all three reservoirs and both rivers; analyze water samples collected from the Iowa River/Coralville Reservoir by Corps of Engineers’ personnel; and collect and/or analyze water samples from all three reservoirs and associated beaches for the cyanotoxin microcystin.

E. The principal investigator shall be available to attend and participate in at least one meeting or one-day seminar per reservoir with Federal, state, and/or local groups at the request of the Corps of Engineers at a mutually satisfactory date and location, to discuss the water quality monitoring program.

F. The contractor will be paid only for actual work performed.

2. Project Objectives. Monitoring of water quality is the major objective of this project. It necessary to investigate factors that have an influence on water quality including chemical, physical, and biological factors. The three major aspects of the study to be considered are:

A. Determination of the physical, chemical, and biological characteristics of the waters of the Des Moines River and Iowa River above, within, and below the impoundments.

There are no significant point sources of pollution affecting Saylorville and Coralville Reservoirs, as opposed to Red Rock Reservoir, which is influenced by the Raccoon River and waste sources from the City of Des Moines.

B. Determination of the composition of, and fluctuations in, bacteria populations within the reservoirs and adjacent stretches of the Des Moines and Iowa Rivers, to include both E.
