SCOPE OF WORK

SCOPE OF WORK

FOR

MULTI-SENSOR SEWER INSPECTION

BRANDON ROAD LOCK AND DAM

JOLIET FLOODWALL

24 JUNE 2016

1. GENERAL SCOPE

This Scope of Work (SOW) includes a description of the services required by the Government to inspect the sewer integral to the Joliet Floodwall in Joliet, IL. The locations to be inspected are presented in Appendix A. The locations are an approximately 10,400ft run of 78” x 102” arched sewer along the east Joliet Floodwall on the Des Plaines River and a 650ft stretch of 30” to 42” arched sewer along the western Joliet Floodwall. Appendix B presents available drawings from the original wall construction. Actual sewer dimensions may vary.

Figure 1. Vicinity map of sewer inspection in Joliet, IL.

The multi-sensor inspection shall gather video, laser, sonar, hydrogen sulfide (H2S) concentration, air temperature, water temperature, and dissolved oxygen (DO) concentration continuously for the length of the sewer. The sewer outfalls into the Des Plaines River below Brandon Road Dam and is submerged. Inspection equipment shall be able to operate in fully- and partially-surcharged pipe conditions.

Access to the sewer line is by manhole. Manholes are located and spaced as shown in Appendix A. The top of manhole may be up to 50ft above the sewer invert. At some locations, the manhole openings are elevated more than six feet above the adjacent ground. Additionally, some landside access is at the top of steep, heavily wooded slopes. Government right-of-way exists only for the wall itself and coordination with landowners would be required by the Contractor for land access. Access to the manholes may be made by floating plant.

The following manholes, as identified in Appendix A were inspected for access conditions. The Contractor may use any manhole required for access to the sewer and is not restricted to those identified below. Because the floodwall was built in stages and subsequently raised, manhole access conditions vary from location to location. It shall be the Contractor’s responsibility to ensure there is adequate space for equipment mobilization to the sewer. Photos of the manholes are presented in Appendix C.

Manhole 17112. There is a ladder for sewer access at this location. The distance between the ladder and the opposite side of the manhole opening is 1.5ft.

Manhole 17119. There is no ladder for sewer access. The limiting dimension for sewer access at this location is the 2.5ft diameter manhole opening.

Manhole 17129. There is a platform midway down the manhole riser to the sewer at this location. There is no ladder at this location. There is a second manhole lid at the platform with a dimension of 1.5ft which will limit equipment access.

Manhole 17133. There is a platform midway down the manhole riser to the sewer at this location. There is a ladder at this location. The ladder limits the opening for equipment access to about 1.3ft.

Manhole 19934. There is a ladder for sewer access at this location. The distance between the ladder and the opposite side of the manhole opening is 2.0ft.

Hydrographic survey results, showing only 3ft of water depth near Brandon Road Dam are presented in Appendix D. Photos taken during a recent Government concrete coring project are presented for reference in Appendix E. These photos are not representative of conditions along the entire length of the wall.

2. BACKGROUND

On its east side, the Joliet Floodwall extends from Brandon Road Lock and Dam upstream to W Jackson St, a distance of about two miles. On its west side, the wall in the area of interest extends between Spring St and Bridge St. The walls were constructed during the early 1930’s. The walls contain an integral arched sewer formed into the wall base. Construction drawings for the sewer are presented in Appendix B. As part of the Government’s maintenance responsibilities, a multi-sensor inspection of the sewer within the floodwall is required. The inspection goal is to provide a complete picture of the condition of the concrete sewer along its entire circumference and length.

Any section loss, cracks, or other defects are to be documented to allow the Government to target maintenance money at potentially damaged locations.

3. EQUIPMENT

The following equipment and sensors are required to perform the inspection work. The sewer is anticipated to be partially- to fully-surcharged. The inspection will continue regardless of pipe surcharge conditions. The multi-sensor inspection is to capture video, sonar, laser, H2S concentrations, air temperature, water temperature, and DO concentration, as appropriate for pipe surcharge conditions. Due to the differences in sewer sizes between the east and west sewers, more than one type of equipment may be used. Other than sizes of pipe the equipment is capable of inspecting, all other equipment requirements are to be the same.

3.1 Video

A CCTV system designed and constructed for pipe inspection is to be used. The camera shall be capable of panning 360 degrees and tilting at least 270 degrees. The camera shall capture video at a minimum 720p resolution. The camera shall have a light and be equipped with zoom capability. All video is to be captured in color. The camera shall be angled to include the complete soffit, forward view, and invert of the pipeline.

Digital pan and tilt shall be available in the post-processed video data play mode or within any still single image.

3.2 Sonar

The sonar system shall be designed for pipeline condition assessment by scanning of submerged and semi-submerged pipelines utilizing high resolution, short range sonar technology. These scans shall allow for accurate determinations of conditions below the fluid level in partially or fully surcharged pipelines. The system must be capable of producing a usable image, displaying detailed measurements relative to size, corrosion, debris build-up, and other conditions, as well as generating a report of findings.

The sonar scanning equipment shall be capable of directly measuring distances to objects and surfaces inside pipelines from 10ft wide and up to 10ft tall. The sonar shall take a 360 degree profile of the surcharged pipe surface at 1 slice per second. The Sonar Profile data shall be integrated with the laser and video data to provide a complete pipeline picture.

3.3 Laser

The laser profiler shall provide for pipeline condition assessment of the pipe walls above the fluid level. The laser profile data shall be combined with sonar data to create a complete, accurate, forward-facing three-dimensional model of the pipeline interior above and below the fluid level. The laser profiler shall take a 360 degree profile of the exposed pipe surface at 12 slices per second.

The laser scanning equipment shall be capable of directly measuring distances to objects and surfaces inside pipelines from 10ft wide and up to 10ft tall. The laser profiler measurements shall be accurate to 3mm at a distance of 3m. The profiler laser shall be Class 2 and certified eye-safe per the IEC 60825-1 standard.

3.4 Hydrogen Sulfide Concentration and Air Temperature

The H2S sensor shall operate in a temperature range of -50F (-10C) to 104F (+40C) at pressures that vary from atmospheric by +/- 10%. The sensor will perform in 15-90% non-condensing humidity with a 90% response time of less than sixty seconds. The Sensor Dynamic Range shall be from 0 ppm to 200 ppm with a maximum theoretical range from 0 ppm to 999.9 ppm. Sensor Measurement Resolution shall be 0.1 ppm.

The Sensor Measurement Accuracy shall be +/- 1.0 ppm at standard temperature and pressure.

3.5 Water Temperature

The water temperature sensor shall operate in a temperature range of 30F to 100F with an accuracy of +/- 2 degrees.

3.6 DO Concentration

The DO sensor may be of either the optical or electrochemical type. The sensor shall be capable of measuring concentrations ranging from 0 to 15mg/L with an accuracy of +/- 2% of the reading.

4. WORK PLAN

The Contractor will supply a work plan to the Contracting Officer (KO). The plan will describe the means and methods for mobilizing the inspection equipment to the sewer.

The plan is to also include a list of all equipment to be provided by the Contractor to perform the work as described. Work plan is also to address Contractor schedule, including proposed start date and the duration of the on-site portion of the inspection.

Manhole access to the sewer is from the top of a floodwall. Access to the manholes may be provided by floating plant. Note that there is significant siltation near Brandon Road Dam itself and water depth is approximately three feet. Available hydrographic survey data is available in Appendix D.

If a pipe blockage is encountered, the equipment is to be retrieved, and an inspection will be conducted from a downstream manhole in an upstream direction to document the extents of the blockage. Any considerations related to this upstream inspection should be included in the Work Plan.

If any difficulties related to height of manholes, operation of the inspection from floating plant, if used, or other site layout issues are anticipated, they should be noted in the Work Plan. Photos of concrete coring work along the floodwall from winter 2016 are included in Appendix E for reference only.

Work is adjacent to but outside the navigation channel, contractor operations are not to interfere with the navigation industry.

If requested, two parking spots can be provided at Brandon Road Lock and Dam for Contractor parking.

5. SITE PREPARATION AND CLEAN-UP

The Contractor shall be responsible for all site preparation and all site clean-up. When the work is complete, remove any trash, debris, or other material related to the inspection and restore the site to its original condition.

6. MAJOR WORK TASKS
