BELOW-THE-HOOK LIFTING DEVICE CERTIFICATIONS
PART 1 GENERAL
1.1 DESCRIPTION OF WORK
This Section covers the mechanical work to bring below-the-hook (BTH) lifting devices up to current codes meeting ASME and EM 385-1-1 requirements by undergoing but not limited to inspections, load testing, repairs, painting, labeling, and certifications. Contractor-submitted information shall be sufficiently detailed to load test the BTH devices as outlined in this specification and shall provide all details required to reproduce the load testing of the devices at a future date, if required.
The Contractor shall transport the lifting devices to a designated off-site facility to perform all BTH lifting device work described herein.
1.2 REFERENCES
The publications listed below form a part of this specification to the extent indicated by the reference. The publications are referred to in the text by basic definition only. The Contractor is responsible for complying with the current edition and all changes posted on the web as of the effective date of this solicitation.

1.3 SAFETY
Whenever the Contractor is at McNary Lock and Dam (McNary) the Contractor shall comply with Safety and Health Requirements Manual EM 385-1-1 .
1.4 PRE-WORK MEETING
A teleconference pre-work meeting will be conducted after Notice of Award. The Contractor shall contact the Contracting Officer to establish
SECTION 41 01 20.76 26 Page 2 an agreed upon date and time of the teleconference. The purpose of the meeting is to discuss and develop mutual understandings relative to the scope of work and schedule. Each of the following items shall be emailed to the Contracting Officer one (1) week prior to this meeting:
a. Project Schedule, include in the project schedule the following items:
1. Proposed date for BTH device familiarization at McNary.
2. Proposed date to pickup lifting devices from McNary.
3. Proposed dates of all In-Shop Lifting Device Testing.
4. Proposed date to deliver lifting devices back to McNary that meets the contractual requirements.
b. A List of vehicles and license plate numbers to be used for transporting the lifting devices.
1.5 LOADING AND UNLOADING OF LIFTING DEVICES
The lifting devices are currently stored in the McNary Turbine Storage Warehouse that is located on the south (Oregon) side of the McNary dam.
The lifting Devices shall be returned to the same warehouse no later than the agreed upon date with the Contracting Officer.
Government responsibility:
The Government will load and unload the lifting devices on/from the Contractor's transporting vehicle(s) while at the project site only, or other site(s) as designated by the Government.
Contractor responsibility:
a. The Contractor shall supply their own transportation methods, provide proper dunnage and equipment for safely securing and protecting the lifting devices during transportation.
b. Provide means for loading and unloading of the lifting devices at the Contractor’s designated off-site facility.
c. Provide protection from weather elements during transportation by use of tarps or other types of waterproof material.
d. The Contractor shall deliver the assembled BTH lifting devices and components back to McNary for final inspections; take care to protect the newly painted surfaces of all lifting devices with proper dunnage and protective material.
1.6 SECURITY
The Project site is a secured area and access onto the Project premises is restricted. Security measures affect all the Contractor's vehicle, personnel, and equipment. The Contractor shall reference Section 01 14 00.90 28 for security measures and requirements.
1.7 QUALIFIED PERSON
The Qualified Person shall meet ASME B30.20 and OSHA 1910 definitions and requirements for a Qualified Person. The Qualified Person shall be an actively Registered Professional Mechanical or Structural Engineer .

1.8 GOVERNMENT QUALITY ASSURANCE (QASP)
a. The Government will monitor the Contractor's performance under this contract using quality assurance procedures developed by the Government. Typical procedures might include random sampling, checklists, customer complaints, and observations.
b. The Government reserves the right to inspect and test all services called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government will perform inspections and tests in a manner that will not unduly delay the work.
c. If any of the services do not conform to contract requirements, the Government will request the Contractor to perform the services again, where appropriate, in conformance with contract requirements, at no increase in contract cost. When the defects in services cannot be corrected by re-performance, the Government may (1) require the Contractor to take necessary action to ensure future performance conforms to contract requirements and (2) reduce the contract price to reflect the reduced value of the services performed.
d. If the Contractor fails to promptly re-perform the services or to take the necessary action to ensure future performance in conformity with contract requirements, the Government may by contract, or otherwise (1) perform the services and charge to the Contractor any cost incurred by the Government that is directly related to the performance of such service or (2) terminate the contract in whole or in part.
1.9 SUBMITTALS
a. Each submittal shall be sent in PDF file format that contains a table of contents with functional working bookmarks.
b. Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following submittals within the timeframe specified in the respective paragraphs that define the requirements of each submittal. 1.10 DATA AND CAPACITIES
1.10.1 Definitions
Rated capacity of a device is defined as the maximum allowable lifted load for which the device is designated.
Test load of a device is defined as 125% of the rated capacity.
1.10.2 Data and Test Loads

1.11 DESIGN CRITERIA
1.11.1 Grease
The Contractor shall provide grease for lubrication for mechanical operating parts. BTH devices shall be lubricated with grease where applicable so the devices are ready for use. Grease shall be compatible with other greases currently in use at the Project.
1.12 BTH DEVICE PAINT
All BTH lifting devices shall be painted in accordance with section
09 90 00.01 26 , PAINTS AND COATINGS.
1.13 LEAD BASED PAINT
The paint on all existing BTH lifting devices is assumed original and is from an era when lead based paint was used. Lead based paint should be expected on the BTH lifting devices. Work where lead based paint is expected shall be performed in accordance with all federal, state, or local regulations. Contractor who removes hazardous paint shall be SSPC QP 2 certified. All materials, whether hazardous or non-hazardous shall also be disposed in accordance with all federal, state, or local laws, provisions, and regulations.
1.14 LIFTING DEVICE NDE INSPECTIONS
All BTH lifting devices and their components shall undergo Non-Destructive Examination (NDE) inspections in accordance with section 05 05 23.13 10 , NON-DESTRUCTIVE EXAMINATION (NDE) OF BTH DEVICES.

1.15 UNACCEPTABLE WELDS
Unacceptable welds on an existing BTH lifting device must be repaired in accordance with section 05 05 23.20 26 WELDING and AWS D1.1/D1.1M . Weld Repair Plans for all BTH lifting devices that require weld repairs shall be approved by the Government in writing prior to commencing with weld repairs. The weld repairs shall have a repeated NDE after completion and shall be done before the 125% load testing of the BTH lifting device.
PART 2 PRODUCTS
2.1 NAMEPLATE AND WORKING LOAD LIMIT MARKINGS
Provide new nameplates, safety labels, working load limit markings, and corrosion-resistant fastener hardware for all BTH lifting devices. All nameplates and safety labels shall be constructed of corrosion-resistant metal plate. The corrosion-resistant plates shall be a minimum of one-eighth inch (0.125 inch) thick. Submit to the Government product data for Nameplates & Safety Labels . Install new, corrosion-resistant metal plates to the lifting devices with corrosion-resisting steel fasteners.
For lifting devices that don't allow the inclusion of all or any markings, a nameplate and safety label tags shall be affixed to the devices with the use of wire rope lanyards. The use of vinyl or plastic for plate or stickers for logos, lettering or labels are not acceptable and will be rejected by the Government. Submit for Government review and approval nameplate and safety label concept design drawings including but not limited to the proposed nameplate and safety label, its overall size with dimensions, plate type and thickness, wording, colors used, character sizes, and install locations on the lifting devices. All nameplates and safety labels shall be clearly and easily legible from a minimum of five
(5) feet and shall not have a character size less than one quarter of an inch (0.25 inch).
2.1.1 Nameplate For BTH Lifting Devices
Provide new nameplates for each lifting device in conformance with ASME B30.20 , including but not limited to:
(1) Contractor's name and address.
(2) Name of lifting device.
(3) Load test date in month/year format.
(4) Rated capacity of lifting device to the nearest tenth of a ton.
(5) Statement that device was tested to 125% of rated capacity.
(6) Weight of the lifting device.
(7) ASME BTH-1 Design Category (A or B).
(8) ASME BTH-1 Service Class 0.
(9) Contractor serial number.
The Contractor shall verify the actual needed quantity of provided nameplates for each lifting device.
2.1.2 Safety Label For Lifting Devices
Provide new safety labels in conformance with ASME B30.20 paragraph 20-1.2.1 "Marking", subparagraph (d) "Product Safety Labels" including but not limited to the appropriate signal word, according to ANSI Z535.4 (4.14), to bring the label to the attention of the operator, and cautionary language to provide danger, warning, or caution notice to operators and others against:

(1) Exceeding the working load limit.
(2) Operating a damaged or malfunctioning lifting device.
(3) A device with missing parts.
(4) Lifting people.
(5) Lifting suspended loads over people.
(6) Leaving suspended loads unattended.
(7) Removing or obscuring warning labels.
(8) Operating without having read and understood the operating manual.
(9) Stay clear of a suspended load.
(10) Lifting loads higher than necessary.
(11) Making alterations to the lifting device.
The Contractor shall verify the actual needed quantity of provided safety labels for each lifting device.
2.1.3 Working Load Limit Markings
Provide stenciled lifting device working load limit markings, to the nearest tenth of a ton, on both sides of the lifting devices in accordance with the requirements of ASME B30.20 . Characters on lifting devices shall be easily legible from the assembly bay when lifting device is at its highest elevation. Submit the working load limit markings for approval, including but not limited to documentation of the measured weight of the existing devices and the size and proposed locations of the stenciling.
Vinyl letter for working load limit markings is not permitted and will be rejected by the Government.
PART 3 EXECUTI ON
3.1 GENERAL
The Contractor shall take the lifting devices to a designated off-site facility to perform all work. Inspect, paint, load test and mark all lifting devices in accordance with these specifications.
3.2 LIFTING DEVICE FAMILIARIZATION
The Contractor shall coordinate with the Contracting Officer to establish an agreed upon date to become familiar with all eight (8) BTH lifting devices at McNary prior to the Contractor taking possession of the lifting devices. Before performing any BTH lifting device work, become familiar with all details, functions, and abilities of all BTH lifting devices and their components. The Contractor shall verify all BTH lifting devices appear to function properly within reason without attaching the lifting devices to their intended components. Immediately raise any concerns about the lifting devices' condition and operability to the Contracting Officer Representative and submit a Prepossession Lifting Device Report to the Government in writing for review and comments prior to any lifting device leaving the powerhouse. The Prepossession Lifting Device Report shall include the current condition of all devices, note malfunctions if applicable, and if the devices appear to function and operate as intended.
3.3 LIFTING DEVICE MATERIAL IDENTIFICATION
For lifting devices slated for certification as a part of this specification that do not have associated reference drawings that indicate material type, field-verify material type by approved test methodologies such as hardness testing or material sampling. Material sampling is only
SECTION 41 01 20.76 26 Page 8 allowed upon Government written approval and shall only be considered if a hardness testing method is not a viable option. The Contractor shall furnish a written explanation if a hardness testing method to identify a material type is not viable. Submit for approval a Lifting Device Material Identification Testing Plan with information including but not limited to:
a. The proposed location on the lifting device where material samples will be taken or where testing is to be performed.
b. The proposed size of the material sample to be taken from the lifting device, or the size of the area where testing is to be performed.
c. The proposed methodology by which the material or device will be analyzed in order to determine the type of material that was used to construct the lifting device.
d. Calculations demonstrating that the location and size of the material sample or test area will not adversely affect the performance of the lifting device. For example, calculations demonstrating that the removal of a small amount of material from a specific location will not result in stress concentrations that will require the device to be derated.
Once the material type has been properly determined, submit a Material Identification Report with information including but not limited to the results of the material testing. Clearly indicate the material type for all lifting devices in the report.
3.4 LIFTING DEVICE NDE INSPECTIONS
All BTH lifting devices and their components shall undergo NDE inspections in accordance with section 05 05 23.13 10 , NON-DESTRUCTIVE EXAMINATION
(NDE) OF BTH DEVICES.
3.5 UNACCEPTABLE WELDS
Unacceptable welds shall be repaired in accordance with section 05 05 23.20 26 WELDING and AWS D1.1/D1.1M . The Weld Repair Plans for all BTH lifting devices that require weld repair shall be approved by the Government in writing prior to commencing with weld repairs. The weld repairs shall have an NDE after completion and before the 125% load testing of the BTH lifting device.
3.6 IN-SHOP LIFTING DEVICE TESTING
3.6.1 In-Shop 125% Load Test
a. The Contractor's BTH lifting device load test procedure shall be in accordance with ASME B30.20 and EM 385-1-1 codes and standards. The Lifting Device Test Procedure shall be submitted as one document for review and approval to the USACE COR prior to performing the tests as stated herein. Arrange the procedure so that the information is organized in an orderly fashion with separated and labeled sections for each lifting device and appropriately titled

Use the same naming convention for other submittals where applicable for consistency. Incorporate a table of contents with functional working bookmarks into the file. The load test procedures shall fully describe the testing methods and equipment used, test setup detailing how the lifting devices are subjected to the applied testing loads, including diagrams pictorially showing where and how the test loads are attached to the lifting devices and how the lifting devices are supported during testing, and type of test loads applied with a full description (i.e. dimensions if solid material such as concrete or steel weights, or complete description if using hydraulics or other means). The load test procedures shall include enough detail that allows replicating the tests if necessary. Ensure that the loads are applied to the lifting devices in the same load paths as for normal operations, for example, the lifting device shall be subjected to shear, tension, and bending in the same areas as during normal use.
The load test procedures shall also include certificates of calibration for the instruments, tools, and equipment that will be used to verify the applied test loads, and shall be under the direction of a qualified person.
b. The Contractor shall test all BTH lifting devices per the Government approved load test procedure. All lifting device load tests are subject to Government witness. The USACE COR shall be notified thirty (30) calendar days prior to load test the lifting devices and be notified a minimum of three (3) business days of any load test schedule change.
c. Contractor shall verify that all moving parts on all BTH lifting devices are free to move prior to load testing and have not become seized after load testing, this verification shall be included in the load test procedures. If a component has become seized after load testing, the Contractor shall notify the Government and include the findings in the load test reports.
d. Submit to the USACE COR for review and approval a clear and concise Lifting Device Test Report for each BTH lifting device and its components within ten (10) business days of completing the testing.
The report shall include, and not be limited to, the approved procedure, photos of the lifting device holding the 125% load, close-up photos of load path elements after the test, and the condition of components that are movable. Furnish images and descriptions of any found deformations, cracks, or other defects that could deem any weld or part rejectable, the resulting conclusion, and any lessons learned. The Submitted Lifting Device Test Report shall combine the lifting devices into a signal organized file. Arrange the Lifting Device Test Report so that the information is organized in an orderly fashion with separated and labeled sections for each lifting device. Incorporate a table of contents with functional working bookmarks into the Lifting Device Test Report file.
3.6.2 Weighing of Lifting Devices
The weighing of all the lifting devices shall be completed before

Submit to the Government for review and approval a Lifting Device Weighing Procedure for all lifting devices along with Weighing Equipment Calibration Certificates . Separately weigh all the lifting devices with their respective accessories (i.e. pins, shafts, links, hooks, eye bars, and hardware) according to approved plan with properly calibrated equipment and submit a consolidated Lifting Device Weight Report . The report shall include, but is not limited to, the approved lifting device weighing procedure, approved calibration certificate(s), type of equipment used and their serial number(s), photos of tared values and of the BTH devices and their measured weight, and recorded weights of all BTH lifting devices. Arrange the report so that each lifting device reported weight and pictures are organized in an orderly fashion with labeled sections for each lifting device. Submit the Lifting Device Weight Report to the Government for review and approval.
3.7 REASSEMBLY AND FINAL INSPECTION
a. Reassemble all BTH lifting devices after paint has cured to the paint manufacture's recommendations. Verify all moving lifting device components are free to move after assembly per its original design and are lubricated as needed. The reassembly of all BTH devices shall be completed prior to delivery to McNary.
b. The final inspection will be witnessed by the Government. The Contractor shall coordinate with the USACE COR thirty (30) calendar days in advance for final inspections of all the BTH lifting devices.
A three (3) business day notice shall be given to the Government if schedule changes occur. Final inspections of all the BTH lifting devices and components are to occur at the dam project site during the same week and all lifting devices shall be inspected within 48 hours of the first delivered lifting device.
c. Submit to the Government for review and approval a final inspection report .
3.8 CLOSEOUT SUBMITTALS
The Contractor shall submit to the Government, but is not limited to, the Final Approved Reports as part of the Lifting Devices O&M Manual. The Contractor shall verify that all final approved documents have no open comments and are complete according to this specification.
3.8.1 Lifting Devices O&M Manual (HC)
All combined O&M Manual documents shall be complete and finalized with no outstanding comments. Update any document if there are outstanding comments. Two copies of the Lifting Device O&M Manual shall be submitted to the Government in a bound three ring binder and as an electronic PDF copy that contains a table of contents with functional working bookmarks.
Label the binder on the cover and spine with the Contract's name, Contract number, date, name and location of the Project, and title it "McNary Lifting Devices O&M Manual" with a subtitle of "Below-The-Hook Lifting Device Certifications". Binder dimensions shall not exceed 3 inches in width or 11.75 inches in height, and shall not have any protruding clasps, hooks, or other hardware. Loose-leaf ring binders and spiral bound manuals are not acceptable and will be rejected by the Government. The electronic PDF version shall be submitted on a disc with a label marked with the Contract's name, Contract number, date, name and location of project, and title it "McNary Lifting Devices O&M Manual" with a subtitle of

"Below-The-Hook Lifting Device Certifications". Alternately, the electronic PDF version may be submitted by utilizing a secured data transfer website that is approved by the Government in lieu of a disc; a hard copy is still required.
It is desirable that the composition of the O&M manual should reflect the structure of the submittals, using the same titles if practical. Submit a Lifting Device O&M Manual that consolidates and includes, but not be limited to:
(1) Contractor's contact information.
(2) General description of lifting devices and their operation.
(3) Lubrication points and recommended frequency of lubrication.
(4) Type of lubrication provided.
(5) All complete lifting device weight reports.
(6) All complete load test reports.
(7) All complete NDE reports arranged in order as performed.
(8) Any weld repair reports.
(9) Painting system data and instructions.
(10) Final inspection report.
