SECTION 00 10 00 - SOLICITATION

The required response date/time has changed from 31-Jul-2023 02:00 PM to 11-Aug-2023 02:00 PM.

The following have been modified:

ATTENTION TO BIDDERS

1. Responsibility Criteria IAW FAR Subpart 9.1: To ensure award is made to the responsible bidder, a determination of responsibility will be conducted. As part of this responsibility determination, the Contracting Officer will utilize the guidance contained in FAR Subpart 9.1, Responsible Prospective Contractors. In accordance with FAR 9.104-1, to be determined responsible, a prospective contractor must:

(a) Have adequate financial resources to perform the contract, or the ability to obtain them (see form below);

(b) Be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments;

(c) Have a satisfactory performance record, similar in scope and magnitude of that stated in the contract requirements;

(d) Have a satisfactory record of integrity and business ethics;

(e) Have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them;

(f) Have the necessary production, construction, and technical equipment and facilities, or the ability to obtain them; and

(g) Be otherwise qualified and eligible to receive an award under applicable laws and regulations.

2. ATTENTION: Definitive Responsibility Criteria (DRC): In addition to examining the criteria in FAR

9.104-1 as listed above, the Contracting Officer will also examine whether the low bidder can meet the requirements of the definitive responsibility criteria mentioned in section 1) below. THIS INFORMATION WILL BE REQUESTED AFTER BID OPENING. The apparent low bidder will be required to meet the following experience requirements:

Definitive Responsibility Criteria (DRC):

1) Provide a minimum of (2) projects completed* within the last (6) years** that include experience in electrical industrial installation and commissioning similar to the scope and complexity required in the solicitation. ***

a) Offerors shall submit the following:

i) Completed equipment upgrade of 5kVA-5000kVA power distribution system that collectively include the following:

(1) Medium voltage (1kV-69kV) and low voltage (below 1kV) switchgear/switchboard, low voltage motor control center, panelboards and motors.

(2) Medium voltage oil filled/dry type transformer installation.

(3) Medium voltage (2.4kV-35kV) conductors and conduits/trays.

(4) Low voltage (Below 1kV) conductors and conduits/trays.

ii) Completed equipment upgrade of 24VDC, 480/120VAC industrial control systems that collectively include the following:

(1) Fiber & Ethernet Industrial network

(2) Instrumentation, Programmable Logic Controller (PLC) & Human-Machine Interface (HMI)

(3) Variable frequency drive (VFD) motion control

(4) Close-circuit television (CCTV) system

FOR THE DRC ABOVE:

* All project examples must include documentation that show a minimum of 75% complete in order to be considered.

** Define “6 years” as 6 years from the date solicitation is posted.

*** If submitting experience of a subcontractor, a letter of commitment must be included for their experience to be considered.

2) The Contracting Officer will verify the submitted projects meet the definitive responsibility criteria as part of the responsibility determination.

3) Along with the Definitive Responsibility Criteria above, the apparent low bidder will be required to provide the following information for the Government’s use in the determination of Bidder(s) responsibility (See 1

(a) above).

a) Current Balance Sheet and latest Profit and Loss Statement prepared from the most recent fiscal/calendar year and certified by an officer of the company.

b) The name of your banking institution, telephone number and the name of the individual to contact for a line-of-credit reference. (If you are the apparent low bidder, please contact your bank reference to let him/her know our office will be calling for financial information.)

SECTION 00 72 00 - GENERAL CONDITIONS

The following have been modified:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)

The Contractor shall be required to (a) Commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than the dates listed below.

(1) The Contractor shall complete all work for the McNary Navigation Lock Power and Controls Upgrade by not later than June 18, 2025.

(2) Onsite construction at McNary Dam may begin any time after the contractor receives Notice to Proceed (NTP), all preconstruction contract requirements are completed, and all required preconstruction submittals are approved, subject to restrictions outlined below. See SECTION 01 14 00.10 28 PROJECT SITE RESTRICTIONS for additional information and restrictions related to work windows listed below.

(3) Pre-Outage Work Window .

a. The Pre-Outage Work Window will start after NTP and end January 14, 2024

b. Navigation Lock Feeders: Work can be done and one feeder taken out of service if the other feeder to the navigation lock remains in-service to operate the lock.

c. The following equipment shall remain in-service (outage is not permissible unless approved for short outages by the Government): Bascule Bridge, Miter Gates, Upstream & Downstream Control Stands, and Bridge Control Stand.

d. The navigation lock shall remain in-service unless approved for short outages by the Government.

(4) Navigation Lock Outage 1 Work Window.

a. The Navigation Lock Outage 1 Work Window will start 6:30 am on January 15, 2024, and end 5:00 pm on March 29, 2024.

b. The following items may be taken out of service starting 6:30 am on January 15, 2024:

Upstream Control Stand and Upstream Gate, Bascule Bridge and Bridge Control Stand.

c. The following items may be taken out of service once the Downstream Miter Gate has been jacked-up (see item j below): Tainter valves, Downstream Miter Gate, Navigation Lock Feeders and Downstream Control Stand.

d. The Bascule Bridge shall remain in the lowered position the entire duration of this outage.

e. Power shall be provided to the Drainage and Unwatering Pumps and Derrick Cranes the entire duration of this outage.

f. Power and Controls shall be restored to the Navigation Lock Downstream Gate not later than

March 14, 2024.

g. Dry testing and commissioning may commence on any permanent equipment once the

Navigation Lock Downstream Gate and power and controls are restored to operate both gates. Testing and commissioning is not required on any temporary installed equipment or systems.

h. Wet testing and commissioning may commence on any permanent equipment once dry testing and commissioning is completed and the Government has watered up the navigation lock. Testing and commissioning is not required on any temporary installed equipment or systems.

i. At the completion of the outage, the navigation lock and any other item or system taken out of service must be fully operational.

j. The Contractor shall include in their schedule the following Government and McNary Navigation Lock Downstream Gate Gudgeon Anchor Replacement Contractor activities and durations:

i. Starting on day one of the outage, 4 workdays are needed by the Government to unwater the navigation lock.

ii. After the navigation lock is unwatered, 3 workdays are required for the Gudgeon Anchor Replacement Contractor to take measurement and adjust and jack-up the downstream gate.

iii. The Gudgeon Anchor Replacement Contractor shall unjack the Navigation Lock Downstream Gate before March 14, 2024. Two workdays will be required to unjack the gate.

iv. Three (3) workdays are needed by the Government to water up the navigation lock after the completing of dry testing and before wet testing can commence. It is anticipated that this will take place starting March 24, 2024.

(5) Post-Navigation Lock Outage Work Window 1:

a. The Post-Navigation Outage Window will start 6:30 am on March 30, 2024 and ends 5:00 pm on February 21, 2025.

b. Tainter Valves: Work can be done and the valves taken out of service provided at least one drain valve and one fill valve remain in-service to operate the lock. Do not exceed 4 weeks of outage for each valve.

c. Install MCCs (LCQ 1 through 4)

d. Navigation Lock Feeders: Work can be done and one feeder taken out of service if the other feeder to the navigation lock remains in-service to operate the lock.

e. The following equipment shall remain in-service (outage is not permissible unless approved for short outages by the Government): Bascule Bridge, Miter Gates, Upstream & Downstream Control Stands, and Bridge Control Stand.

f. The navigation lock shall remain in-service unless approved for short outages by the Government.

g. Both Navigation Lock Derrick Cranes will be replaced during this period.

(6) Navigation Lock Outage 2 Work Window.

a. The Navigation Lock Outage 2 Work Window will start 6:30 am on February 22, 2025 and ends 11:59 pm on March 29, 2025.

b. The following items may be taken out of service starting 6:30 am on February 22, 2025:

Upstream Control Stand and Upstream Gate, Bascule Bridge and Bridge Control Stand.

c. The following items may be taken out of service once the Downstream Miter Gate has been jacked-up: Tainter valves, Downstream Miter Gate, Navigation Lock Feeders and Downstream Control Stand.

d. The Bascule Bridge shall remain in the lowered position the entire duration of this outage.

e. Power shall be provided to the Unwatering Pumps and Derrick Crane the entire duration of this outage.

f. Power and Controls shall be restored to the Navigation Lock Downstream Gate not later than March 14, 2025.

g. Dry testing and commissioning may commence once the Navigation Lock Downstream Gate and power and controls are restored to operate both gates.

h. Wet testing and commissioning may commence once dry testing and commissioning is completed and the Government has watered up the navigation lock.

i. At the completion of the outage, the navigation lock must be fully operational and all testing and commissioning completed.

k. The Contractor shall include in their schedule the following Government and McNary Navigation Lock activities and durations:

i. Starting on day one of the outage, 4 workdays are needed by the Government to unwater the navigation lock.

ii. Three (3) workdays are needed by the Government to water up the navigation lock after the completing of dry testing and before wet testing can commence. It is anticipated that this will take place starting March 24, 2025.

(7) Post-Navigation Lock Outage Work Window 2:

a. The Post-Navigation Lock Outage Window will start 6:30 am on March 26, 2025 and end 5:00 pm on June 18, 2025.

b. Complete all remaining work.

c. The Navigation Lock will remain in service during this work window

(8)The Contractor shall complete final cleanup and demobilization by not later than 15 calendar days after completion of work in (1) above.

(9) The Contractor shall complete the final, approved submission of the following by not later than 30 calendar days after completion of work in (1) above. See SECTION 01 78 00.00 28 CLOSEOUT SUBMITTALS and 01 78 23.00 28 OPERATION AND MAINTENANCE DATA for additional information:

a. O&M manuals.

b. As-Built drawings.

c. Shop Drawings.
