About this file

This addendum to an abstract of offers concerns three bids received by the U.S. Army Corps of Engineers for its McNary Trash Rack Fabrication solicitation. While the bids from Transco Industries, Hydro Partners Joint Venture, and Pacific Federal Construction were timestamped before the 10:00 AM deadline, they were delayed in delivery to the agency due to a central processing center network service degradation. After consulting with its legal counsel, the contracting officer determined to accept the bids as they did not displace the apparent low bidder announced at the opening. The companies were also given a 90-day acceptance period. In addition, the names of Northwest Steel Fabrication, Hydro Partners Joint Venture, and Pacific Federal Construction were too long to fully capture in the bid abstract form.

SUBJECT: ADDENDUM TO STANDARD FORM 1409 ABSTRACT OF OFFERS

On 15 May 2023, the day of bid opening, the US Army Corps of Engineers (USACE) experienced a Central Processing Center Network Service Degradation resulting in delayed delivery of external emails. Three bids, from Transco Industries, Hydro Partners Joint Venture, and Pacific Federal Construction were time stamped before the 10 AM deadline for receipt of bids but were not received until hours later. The Contracting Officer, in consultation with the USACE Walla Walla District (NWW) Office of Counsel, determined that the government would accept the bids. None of the bids displaced the apparent low bidder announced at the bid opening.

All companies agreed to a 90-day acceptance time.

The names of the following offerors were too long for the box on the SF 1409:

Northwest Steel Fabrication Hydro Partners Joint Venture Pacific Federal Construction
