SINGLE BRAND DETERMINATION
Far Subpart 13.106-1(b)
CONTRACTING AGENCY: The U.S. Army Corps of Engineers, Walla Walla District (CENWW-CT) 201 North 3rd, Walla Walla, WA 99362.
DESCRIPTION OF THE ACTION: This action is for a new firm-fixed price, commercial brand name requirement for procurement of the following: One “EATON” brand switchboard, Pow-R-Line C model, and other necessary components.
The estimated value of this procurement is .
DESCRIPTION OF THE SERVICES/SUPPLIES: The U.S. Army Corps of Engineers, Ice Harbor Lock and Dam has a requirement for the design of new battery switchboard and its components (circuit breakers, metering devices, DC shunts) which require the purchase of the new switchboard described above.
AUTHORITY CITED:
a. FAR 13.106-1 (b), Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
REASON FOR AUTHORITY CITED:
a. BACKGROUND: U.S. Army Corps of Engineers Ice Harbor Dam has a requirement to replace the existing battery disconnect switch with a new switchboard. The new EATON battery switchboard will be designed and manufactured to be installed between the existing DC switchboards, producing one DC switchboard instead of one separate battery switchboard and two separate DC switchboards. The new EATON battery switchboard will feed the existing DC switchboards that are currently connected to a battery disconnect switch.
a. JUSTIFICATION: Ice Harbor project is replacing a battery disconnect switch that has a lower fault current rating then the available fault current from the Station Service Battery. The disconnect switch is being replaced with a new DC battery switchboard. The design of the new EATON battery switchboard will allow the new battery switchboard to be installed and integrated with the existing EATON DC switchboards. This installation will produce one complete DC switchboard instead of one separate battery switchboard and two separate DC switchboards, resulting in significant savings. Additionally, using the same devices will reduce the need to store additional spare components in the warehouse.
b. IMPACT: Choosing a different brand of switchboard prevents the new panel from being integrated with the existing EATON switchboards to produce one complete switchboard. To obtain one DC switchboard will require one battery disconnect switch and the two existing DC switchboards be replaced with one integrated DC switchboard. With the cost of one DC switchboard being approximately $20,000, the replacement of one battery switchboard and two DC switchboards would cost approximately $60,000.
