Paragraph C-5.2 Brush Pile Maintenance. The PWS indicates that the Contractor shall be responsible for maintaining up to ten (10) COR-designated brush piles annually. However, a review of the CLINs for each Contract Year show a total quantity of seven (7) Brush Pile Maintenance/Refurbishment tasks in the Contract each year:
xxx1AS – 5 EA (Lower Granite), xxx2AT – 1 EA (Lake Bryan) and xxx3AS– 1 EA (Lake West).
Would the government please either adjust the description in PWS Paragraph C-5.2 or the quantities awarded in the Bid Schedule so that there is no discrepancy between these two items?
The language states UP TO 10 brush piles. The fact that there are currently only 7 does not matter. There is no error, therefore no correction is needed.
Paragraph C-5.3 Litter Removal. This paragraph indicates that there is one (1) vault toilet in Lake Bryan Pool.
Should this item not reflect two (2) vault toilets in Lake Bryan Pool: one at Central Ferry West and one at Rice Bar

Yes. There are 2 vault toilets in Lake Bryan. The solicitation should be corrected to reflect this.

Paragraph C-5.3 Litter Removal. As you are well aware, there have been a number of incidents in which large quantities of automotive debris (tires, waste oil, etc.), household items (appliances, furniture, etc.), or construction debris (cement blocks, brick, scrap wood, etc.) have been illegally dumped at various Habitat Management Units in the Lewiston/Clarkston area.
A. Is there a point beyond which the Corps of Engineers will take responsibility for the removal of “illegally dumped” debris in the HMUs, or should the Contractor bid this item with the understanding that all dumped items will be the responsibility of the Contractor to remove, regardless of quantity or composition?
I believe that the contractor is responsible for removing ALL debris (with the exception of hazardous waste). If there is a special circumstance, such as a vehicle, we will assist.
B. Who will be responsible for the proper removal/disposal of hazardous wastes?
In the event of suspected hazardous waste, notify the COR. The COR will then contact ECC for guidance.
Paragraph C-5.4 Food Plots. There is a discrepancy between the acreages provided in PWS Paragraph C-5.4, the food plot acres outlined in PWS Paragraph C-7.4.2 “Food Plots and Acreages” and the acreage listed in the Bid Schedule.

Will the government please update the Bid Schedule, PWS Paragraph C-5.4, and/or PWS Paragraph C-7.4.2 to resolve the discrepancies in the food plot acreage shown for Lower Granite Pool, Lake Bryan Pool, and Lake West Pool?
I have added up all the acreages from the food plot planting scheme. LGR = 4.22 AC, LGO = 71.26 AC, LMA = 11.93 AC
PWS and Bid Schedule updated accordingly. I made a statement down in Section C-7.4.2 that the accurate total acreage per pool is provided in Section C-5.4.
Paragraph C-5.6 Fields. There is an apparent discrepancy between the quantities listed in PWS Paragraph C-5.6 and the quantities listed in the Bid Schedule. In particular:
Lake Bryan Pool: PWS Paragraph C-5.7 states that the contractor will mow/hay 40 acres and seed 20 acres annually. The Bid Schedule list a total quantity of 66.41 Acres. Should not the Bid Schedule be adjusted to reflect a total of 60 acres under CLINs xxx2AJ each year?
Mowing / haying acres do not necessarily coincide with seeding. The 40 AC and 20 AC should remain separate.
Upon review of the mowing/seeding description in the PWS, it was not clear to me how I set the bid schedule relative to the task description. I adjusted the quantities as suggested since they matched the PWS for Lake West and Lake Granite.
Lake West Pool: PWS Paragraph C-5.7 states that the contractor will mow/hay 10 acres and seed 10 acres annually. The Bid Schedule list a total quantity of 10 Acres. Should not the Bid Schedule be adjusted to reflect a total of 20 acres under CLINs xxx3AH each year?
See above note. The 10 and 10 should remain separate.
Paragraph C-5.7 Non-Security Fence Maintenance.
A. Lower Granite Pool: PWS Paragraph C-5.7 states that the contractor may repair/replace 300 linear feet of fence each year. However, CLIN xxx1AU lists a quantity of 1200 linear feet. Please adjust either Paragraph C-5.7 or the Bid Schedule, as appropriate, so there is no discrepancy between these two items.
1200 is correct. PWS updated.
B. Lake West Pool: PWS Paragraph C-5.7 states that the contractor may repair/replace 1,200 linear feet of fence each year. However, CLIN xxx3AU lists a quantity of 300 linear feet. Please adjust either Paragraph C-5.7 or the Bid Schedule, as appropriate, so there is no discrepancy between these two items.
300 is correct. PWS updated.
C. PWS Paragraph C-5.7 states that “all fence breaks shall be repaired within three working days after the break is reported to the Contractor.” However, PWS Paragraph C-7.7, Performance Requirements Summary, states simply that “fence panels and gates are to be repaired within 3 days of notification by COR”. Will the government please update the Performance Requirement in Paragraph C-7.7 to indicate that fence panels and gates shall be repaired within 3 working days of notification by the COR?
Yes. Both statements should read "3 WORKING days." PWS has been updated accordingly.
D. Some of the existing boundary fence does not meet current Corps of Engineers specifications. Should a repair be required of a fence which does not meet the specifications listed in Drawing LSG-1-0-1-467.pdf, Fence and Farm Gate Details, shall the Contractor repair that fence section so that it is similar to the surrounding fence (which does not conform to government standards), or should the fence section be repaired to meet the standards outlined in Drawing LSG-1-0-1-467.pdf?
Simple fence repairs may reflect current design of the fence in place. More extensive repairs involving multiple panels should conform to the government standard. This has been clarified in Section C-5.7 of the
PWS.
Paragraph C-5.8 Wildlife Tree and Shrub Purchase, Planting, and Protection. There is no mention in Paragraph C-5.8 of the need for tree cages for the newly planted trees and shrubs. Furthermore, Paragraph C-7.6.3.1 only indicates that no cages will be placed around Coyote Willows and Mackenzie Willows, while Paragraph C-7.6.3.2 indicates that 4 ft. diameter tree cages shall be placed around the Ponderosa Pines.
A. Is it the government’s desire that newly planted trees and/or shrubs will be fitted with tree cages at the time of planting?
B. If it is the government’s intent that tree cages be used, should PWS Paragraph C-5.8 include language similar to the following:
“All plantings will require site preparation, purchasing of plant materials (C-7.6), and temporary (5 years) protection (from herbivore damage to branches, bark, roots, etc. causing significant stress, stunting of growth, or mortality) for Shrubs and Evergreen trees and permanent protection (from herbivore damage) for deciduous trees.”
C. Are there specifications governing tree cages which should be used on this Contract, especially with regard to cage height, diameter, and/or wire mesh size?
The Contractor may propose tree protection material and specs.
D. Shall tree cages be provided by the government, or will the Contractor be responsible for furnishing tree cages which meet the government’s specifications?
The government will not furnish this material unless otherwise stated in the revised PWS.
E. Is there a requirement to provide/install weed mats around the base of newly planted trees and shrubs?
Looking back on our current contract PWS, the tree protection info was included in the Comp Plan planting section that was removed for this new base contract revision.
If I recall correctly, our logic was that the contractor can bid however they want given we have survival AQLs and this is only a 12-month performance period. If it fails, the contractor must replant regardless of why.
Because we are not sure if we removed it intentionally or accidentally, I added the protection language back into the PWS in Section C-5.8.
Paragraph C-5.10 Goose Nesting Structures. Paragraph C-5.10 states that all goose nest maintenance shall be completed by 1 March each year. Due to the fact that the Bid Opening for this Solicitation is currently scheduled for 18 February 2020, and due to the fact that a resultant contract is not likely to be immediately awarded, will the government allow a variance for the Base Year of the Contract so that Goose Nesting Structure maintenance may be undertaken in 2020 shortly after contract award?
Yes. A variance for the base year should be granted. However, if the geese have already started nesting activities, then this action will be canceled for the base year.
Paragraph C-5.11 Irrigation Systems. Paragraph C-5.11.1 states that the irrigation systems will be operated from 1 May through 14 October each year. PWS Paragraph C-5.11.6 indicates that winterization shall be completed by 14 October of each year. Finally, the Performance Requirements Summary in PWS Paragraph C-7.7 indicates that the irrigation season shall be between 1 May and 1 October each year. Is it reasonable for the Contractor to derive from this information that the government’s intent is for the irrigation systems throughout the Project Area to be operated between 1May and 1 October each year with the intent that all winterization of those systems shall be completed no later than 14 October each year?
Yes this is reasonable. Operation from 1 May to 1 October. Winterization to be completed by 14 October.
Paragraph C-5.11.4.7 Irrigation Repairs Small. This item indicates that there may be 8 EA small irrigation repairs in Lower Granite Pool each year. However, the quantity under CLINxxx1AZ in the Bid Schedule shows 6 EA per year. Will the government please update the quantity awarded for “Irrigation Repair Small” for Lower Granite Pool to 8 EA so that it matches the quantity listed in the PWS?
My latest bid schedule and PWS version both show 8, which is what it should be.
Paragraph C-5.12 Tree Removal. The paragraph indicates that the “Contractor shall be responsible for removal of invasive trees (i.e. Russian Olive and Tree-of-heaven) and brush (blackberry and false indigo) from designated areas by mechanical means”. However, removal of an acre of trees (Russian Olive or Tree-of-heaven) requires a significant number of machine hours to accomplish, while brush removal requires relatively few machine hours per acre.
The contract contains a set number of acres for Mechanical Tree Removal (CLINs xxx1AE, xxx2AE and xxx3AE), but no similar line item covering the removal of brush. Would the government consider adding a Mechanical Brush Removal line item for each pool to cover the removal of Blackberries and/or False Indigo Bush, especially since brush removal should be charged at a significantly lower rate per acre due to the number of machine hours required for completion of this work requirement?
This acreage is included in the "mechanical weed treatment" acres listed in Section C-5.13 of the PWS.
Paragraph C-5.13 Weed Control. Total weed control acreage is listed in Paragraph C-5.13.1. Upon review, we understand that the acreage listed in the Bid Schedule under CLINs xxx1AC, xxx2AC and xxx3AC reflect the total of the aerial, boom spray, backpack spray, mechanic weed treatment and wheat planting items. Woody Vegetation Hand Removal is invoiced separately under CLINs xxx1AD, xxx2AD and xxx3AD.
However, there is a discrepancy between the quantities listed under Paragraph C-5.13.1 and the quantities awarded in the Bid Schedule. In particular:

The discrepancy between the bid schedule and PWS was simple rounding between hand calculating and spreadsheet math. I increased the CLINs by 1 acre in the bid schedule to patch the PWS.
The 807 acres listed in the PWS for Lake West was a copy/paste typo from carrying Lake Bryan text down.
This has been corrected to 745 which includes the 10 AC of woody veg hand removal.
Paragraph C-5.13.1 Woody VegetationHand Removal. This item is listed in the PWS and Bid Schedule, but no information is provided which would assist the Contractor in preparing a bid for this work requirement. Would the government please provide the following information regarding this work item:
A. What type of woody vegetation does the government intend to remove under CLINs xxx1AD, xxx2AD and xxx3AD?
Clarified as shrubs, vines and briers in the PWS Section C-5.13

The contractor can bid this line item as they feel appropriate, to include or exclude follow-up chemical applications, to meet the weed control AQL for preventing weed seed production as defined in Section C-7.7

Yes, the contractor has the flexibility to use any method applicable under the Corps Integrated Pest
Management Program (manual, chemical, mechanical, biological). This applies to items xxx1AC, xxx2AC, xxx3AC.
Woody vegetation hand removal only applies to items xxx1AD, xxx2AD, xxx3AD.
D. Is there a specific season or timeframe in which this work must be completed (such as a requirement that this work must be accomplished during low pool, for example)?
Work must be completed consistent with the timelines for weed control provided in the Corps Integrated Pest Management Program AND as appropriate to meet the AQL for preventing weed seed production per PWS Section C-7.7.
E. What is the performance standard for this work requirement?
The performance standard is preventing weed seed production per PWS Section C-7.7.
Paragraph C-5.13.5 Biological Controls. Paragraph C-5.13.5 states that 10 acres of biocontrol will be applied to weed infestations in each of the three pools each year (30 acres total per year). However, corresponding line items have not been added to the Bid Schedule to allow the Contractor to invoice for this work requirement.

The COR will determine what species are needed in a given year but species will typcially be limited to

C. What constitutes an “acre” of biological control? Is this defined as a specific number of biocontrol agents?
Is there another measure which will be used in determining how an “acre” of biological control should be calculated?
1 acre of biocontrol is defined as a minimum of 200 agents (critters). The price does not vary much. $75 -
$100 per release of 105-150 critters.
D. Can the government provide any guidance regarding the biological control agents which might be required under this Contract? Due to the wide variety of biocontrol agents available, and the widely varying costs associated with different biocontrol agents, narrowing the number of potential biocontrol agents down would be beneficial in establishing a fair and equitable price for this work requirement.
In the previous contract award, 1 acre of biocontrol is defined as a minimum of 200 agents (critters). We can limit ourselves to : Canada Thistle, Knapweed, Poison Hemlock, Dalmation Toadflax, Saint Johnswort, and Purple Loostrife. The price does not vary much. $75 - $100 per release of 105-150 critters. The COR will guide what to use and where.
Paragraph C-5.14 HMU Vault Toilets. This paragraph states that there are 3 Vault Toilets in Lake Bryan Pool. We are aware of two vault toilets, one at Central Ferry West and one at Rice Bar HMU.
Where is the third vault toilet for Lake Bryan Pool located?
If there is a third vault toilet in Lake Bryan Pool, will the government please update the Facility Inventory (C-7.9) accordingly?
Will the government please provide an update map of the affected HMU to show the location of the new vault toilet?
There are only 2 vault toilets in Goose Pool. Central and Rice. PWS updated to reflect this. Bid schedule was already correct.
Paragraph C-5.16 Boundary Inspection. This paragraph requires the Contractor to walk and inspect 10miles of fence in each pool each year and replace up to 50 signs per pool annually during the inspection process. Since a ten-mile section of boundary fence should have 177 signs (1 sign for every 300 linear feet), it is possible that more than 50 signs may need replacement in any ten-mile section of boundary fence. How does the government wish the contractor to proceed if a ten-mile section of fence requires the replacement of more than 50 signs? Should the contractor stop replacing signs once he has met the 50 sign per pool requirement for the year, or should the contractor contact the COR to determine how best to proceed so as to maximize the effectiveness of the annual fence inspection effort?
The contractor shall stop replacing signs at the 50 sign limit, then notify the COR that they have reached their limit. The COR will decide how to proceed from there. This may include no further action.
Undefined Section Additional Planting – Donated Plant Materials. The Bid Schedule contains CLINs xxx1AN, xxx2AN and xxx3AMwhich provide for the planting of donated plant materials. However, there is no information in the PWS regarding this work requirement.
A. Will the government please define the work requirements for this task in the PWS?
Added a description to the PWS Section C-5.8.2 Donated Plant Material that explains what is to be expected for this planting acreage.
B. Since this plant stock does not necessarily adhere to ANSI Z60.1-2004 and ANSI A300 standards, is there a performance standard (PWS C-7.7) which will apply to this work requirement?
No survival AQL for donated plants. Plant them in areas specified by the COR is the only requirement.
C. Is there a need to provide/install either tree cages or weed mats during the planting process for donated plant materials?
Tree protection using existing cage material that has been removed from former plantings. This is
Government-furnished. I clarified this in the PWS.
Undefined Section Aerial Grass Seeding. There is a requirement in the Solicitation to perform aerial grass seeding.
However, there is no information in the PWS regarding this work requirement.
A. Will the government please define the work requirements for this task in the PWS?

There is no AQL aside from drop the seed when and where defined by the COR.
