INSTRUCTIONS TO OFFERORS
This is a request for quote for Habitat Management Services in accordance with the Performance Work Statement for the U.S. Army Corps of Engineers, Walla Walla District, at Lower Granite Natural Resources, Clarkston, Washington.
Registration at www.sam.gov is required. Failure to register in the SAM database will make an offeror ineligible for award. Effective 29 April 2018, the notarized letter process is now mandatory on all CURRENT registrants at SAM who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required in order for the GSA Federal Service Desk (FSD) to activate the entity's registration. Both Federal Assistance entities and all non-Federal entities must mail the original, signed copy of the notarized letter to the Federal Service Desk.
Failure to do so within 30 days of activation may result in the registration no longer being active. Mail the completed, signed, notarized letter to:

ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
Submission of Price Quote – Offeror shall submit 1 copy of the following:
1. Signed and dated Standard Form 1449 (Solicitation/Contract/Order for Commercial Items)
2. Signed and dated Standard Form 30, if applicable, for any Amendments to the Solicitation
3. Completed schedule (pricing information) for all contract line item numbers
4. Completed Clause 52.212-3 and Alt I, “Offeror Representations and Certifications—Commercial Items” as noted above.
PRICES QUOTED MUST BE VALID FOR 30 DAYS. Solicitation shall result in a firm-fixed-price contract.
All pricing shall include shipping FOB destination (include shipping cost in price).
BUSINESS HOURS: The standard business hours for the Walla Walla District, Corps of Engineers are Monday through Friday from 8:00 a.m. to 4:00 p.m., excluding federal holidays.
BASIS FOR AWARD
The Government will award one contract resulting from this solicitation in accordance with FAR 13.106 to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price.
The government does not intend to have discussions with offerors so please ensure that all information required in the Technical Specifications is provided with your quote.

SECTION C-1 GENERAL INFORMATION
C-1.1. STATEMENT OF WORK
Under the Lower Snake River Fish and Wildlife Compensation Plan (Comp Plan), US Army Corps of Engineers (Corps) managed federal lands on the lower Snake River, along with other lands purchased and leased in adjacent areas of southeast Washington would be developed and managed for terrestrial wildlife habitat [habitat management units (HMU)]. Presently, the Corps manages 84 HMUs encompassing over 50,000 acres (ac) from Lake Wallula on the lower Columbia River through the Snake River/Clearwater River confluence in Lewiston, ID.
Management of HMUs is split between the Clarkston, Washington, and Tri-Rivers, Burbank, Washington, Natural Resources Management (NRM) teams. The Clarkston NRM team is responsible for HMUs upriver from and including Lyon’s Ferry on the west bank of the Palouse River. The Tri-Rivers NRM team manages HMUs downriver of Lyon’s Ferry including those on the lower Columbia River in Lake Wallula.
The geographic range of items under this Statement of Work encompasses approximately 100 river miles and 18,000 acres of land managed by the Corps Clarkston NRM team. Work shall include, but is not limited to the following.
1. Planting and irrigating wildlife food plots
2. Establishing and maintaining shrub and tree plots
3. Removing invasive tree species such as Tree-of-Heaven and Russian olive
4. Removing invasive Himalayan Blackberry and False Indigo shrubs
5. Installing new information kiosks
6. Placement of boulders for parking areas and trail boundaries
7. Removal of waterfowl hunting blinds
8. Fence repair/maintenance
9. Cleaning vault toilets
10. Removing and disposing of litter
11. Erecting and maintaining goose nesting tubs, brush pile structures, and gallinaceous guzzlers
12. Chemical and biological control of invasive and noxious weeds
13. Use of Geographical Information Systems to document weed and pest control activities
14. Operation and maintenance of irrigation systems
15. Custom mowing/swathing and agricultural bailing
There are two broad categories of HMUs; 1) intensively managed, and 2) maintained. There are 9 intensively managed HMUs with active irrigation systems, maintained tree and shrub plots, and irrigated pastures. Three (3) of these HMUs are in Idaho while the remaining 6 are in Washington. Managed HMUs comprise remote shoreline corridors and large, rugged, upland tracts. Where accessible, gallinaceous guzzlers and brush piles are installed in managed HMUs, as well as tree and shrub plantings in appropriate locations. Noxious weed control is a priority among all HMUs.
The Offeror should be aware that a number of HMUs are accessible only by boat to include 2 intensively managed HMUs (see Section C.7.9 for facilities inventory).
Some Government-Furnished-Property will be available to the Contractor (see Section C-3).
The Contractor must provide personnel, materials, supplies, parts, tools, equipment, vehicles, vessels, GPS/GIS software/hardware and other items and services necessary to monitor, operate, maintain, and treat public facilities and lands. This includes public-use facilities, operational facilities and equipment as defined in this PWS on lands and waters of the Snake, Clearwater, Palouse, and Tucannon Rivers within Lake Granite, Lake Bryan, and the upper portion of Lake West (upstream of the Joso Bridge).
This contract is a fixed-price, performance-based, service contract, where desired outcomes are defined and inspected while Contractor methods are generally not constrained or directed.
The Contractor has the responsibility of acquiring parts for irrigation and other equipment repairs, systems, or facilities as described herein, for routine maintenance. Labor for the repairs is the responsibility of the Contractor. If equivalent repair parts are obsolete or otherwise not available, the Contractor will notify the contracting officer and an acceptable replacement alternative will be established. See C-2.24 for definition of repair incident.
C-1.2. CONTRACTOR PERSONNEL
C-1.2.1. Contract Manager. The Contractor shall designate an on-site Contract Manager and Alternate to be responsible for overseeing work performance. The name, contact/cell phone number, fax number, and email address of these persons must be designated in writing to the Contracting Officer’s Representative (COR) at the pre-work meeting.
C-1.2.1.1. The Contract Manager and Alternate shall have full authority to act for the Contractor on all matters relating to daily operation of this contract.
C-1.2.1.2. The Contract Manager or Alternate shall be available during normal duty hours and is expected to provide a call back requirement within the same day.
C-1.2.1.3. The Contract Manager and Alternate shall be able to fluently read, write, speak and understand English.
C-1.2.2. Contractor Personnel. To minimize risk, the Contractor shall not employ persons for work on this contract if the COR considers such person a risk to the health, safety, security or well-being of the public or Government employees or mission of the Government.
C-1.2.2.1. Contractor personnel and regular sub-contractors shall present a neat appearance and be easily recognized as Contractor employees by way of a uniform, firm logo, or other method of identification. Within 30 days of contract award, the Contractor shall provide employees (except management and clerical) appropriate work attire for the work activities/tasks, to include steel toed footwear (2014 EM 385-1-1) and other safety gear, clothing, material, personal protection, etc. All Contractor vehicles and vessels shall be readily identified with either permanent or magnetic signs that state the Company’s name.
C-1.2.2.2. The Contractor must ensure all employees have valid professional certifications and valid driver’s licenses before starting work under this contract, to comply with applicable local, state and federal regulations and laws. All employees of the Contractor or Subcontractors shall be 18 years of age or older. Documentation will be made available at the pre-work meeting, within 30 days of a new hire, and/or upon COR request.
C-1.2.2.3. Training. The Contractor must ensure that all employees and sub-contractors have current safety training and necessary certificates, such as State Boat Operators Card/Certificate, ATV operators certificated as required by local, state and Federal laws. The Contractor must apply risk management strategies to ensure personnel safety, and must comply with safety requirements articulated in current EM 385-1-1, the US Army Corps of Engineers Safety
