Q&A 4.18.18 Paragraph 1.2.7 AT Level I Training (page 52 of 106). This paragraph provides two options for completing AT Level 1 Training, either through the use of (a) an on-line training course or

(b) training to be provided by the RA ATO in presentation form.

a. Is it the intent of the Corps of Engineers to provide this training to contractor employees by the RA ATO in presentation form?

b. During our review of the PWS, we have been unable to access the training site https://jko.jten.mil/courses/atl1/launch.html from our computer systems outfitted with either Windows 7 or Windows 10 using Microsoft Internet Explorer or Microsoft Edge browsers. If it is the intent of the government that the contractor complete AT Level I training using the listed website:

i. Which computer operating systems and internet browsers are supported by the jko.jten.mil website?

ii. What browser security settings are required to access the site?

Required OPSEC Training (page 53 of 106). Is it the intent of the government that this training requirement shall be provided to contractor employees by the RA OPSEC Officer in presentation form?

It is not the District’s intent to tell the contractor how they must complete the training (either AT Level I or OPSEC Level I). We can provide the training if desired, but there will be scheduling and coordination conducted in order to do this. I did find out that cutting and pasting into the address bar didn’t get me to the site but the active link in the AT/OPSEC sheet did. The link provided should work. If it doesn’t, I included a screen shot and an attachment to aid in browser settings.

Paragraph C-1.8.4 Pest Management. This paragraph states that the contractor “will comply with the Corps of Engineers Pest Management Implementation Instructions which is provided in Appendix A.” However, it appears than Appendix A is not included in the solicitation package. Will the government please include Appendix A with the solicitation package?

Paragraph C-5.1 Current Conditions. This paragraph lists the current conditions as of 15 October 2018.

Shouldn’t this read that the conditions listed are current as of 15 October 2017?

Five – One Acre Food Plots. This item states that the five food plots located throughout the property “have been established, but have been since overgrown with weeds.”.

However, haven’t these five food plots been maintained, planted and fertilized for the past few years and are not, in fact, overgrown with weeds?

Contractor is correct they have been well maintained over the past few years, this language was left over from the last time the contract was advertised.

Paragraph C-5.2 Vegetation Management. This paragraph states that “Applications the base year, option year 2, and option year 4 should be a mixture of broadleaf killer and grass killer. Applications during option year 1 and option year 3 should be Glyphosate”.

However, the Bid Schedule only requires the contractor to use broadleaf/grass killer (base, option year 2 and option year 4) or Glyphosate (option year 1 and option year

3) for work performed under CLINs x001, Paved Roads/Trails and CLINs x002, Paved Parking Areas.

a. Should the contractor interpret Paragraph C-5.2 to indicate that the requirement to use broadleaf and grass killers during certain contract years and Glyphosate during other contract years only applies to work performed on the Paved Roads/Trails (CLINs x001) and Paved Parking Areas (CLINs x002)?

b. Should the contractor assume that work performed under CLINs x003 through x018 may be accomplished using herbicides deemed most effective for the task being performed, in keeping with the restrictions and requirements outlined in the IPMP?

If CLINS do not specify a chemical then the only requirement is that it is in keeping with the restrictions and requirements outlined in the IPMP. Additional CLINs are needed and have been identified throughout this document and will hopefully clear up this question.

Paragraph C-5.2.1 Pesticide Application – Total Control. The final item under this section lists

“Christmas Tree Piles”. However, we do not see a corresponding line item in the Bid Schedule. Will the Bid Schedule be adjusted to allow the contractor to bill the government for this work requirement?

Paragraph C-5.2.2 Broadleaf Boom Spray. Paragraph C-5.2.2 calls for 30 acres of broadleaf boom spray work. However, the Bid Schedule, CLINs 0007, 1007, 2007, 3007 and 4007 allow for the invoicing of 10 acres of broadleaf boom spray work. Should the contractor interpret this to mean that there is a potential area of 30 acres in which broadleaf boom spray work may occur, but the contractor will only perform 10 acres of broadleaf boom spray work per year within this area?

Paragraph C-5.2.2 Broadleaf Spot Spray. Paragraph C-5.2.2 calls for 5 acres of broadleaf boom spray work.

However, the Bid Schedule, CLINs 0008, 1008, 2008, 3008 and 4008 allow for the invoicing of 2 acres of broadleaf boom spray work. Should the contractor interpret this to mean that there is a potential area of 5 acres in which broadleaf spot spray work may occur, but the contractor will only perform 2 acres of broadleaf spot spray work per year within this area?

Paragraph C-5.2.2 Outside Levee Slope. Is it the government’s intent that work described under “Outside

Levee Slope” be invoiced under CLINs x015 and x016?

Paragraph C-5.2.3 Plantings – Alfalfa Food Plot. In order to produce a successful crop, alfalfa should be planted early in the Spring. Given the timeframe in which this Contract is likely to be awarded, would the government consider planting the alfalfa food plot into another food crop for the Base Year with the intent of replanting it in alfalfa early Spring 2019?

The Government would consider alternative planting for the alfalfa food plot to any of the other crops in the contract given the timing of the base year.

Paragraph C-5.2.3 Plantings – Native Pollinator Mix. The PWS states that one food plot will be planted with a “native pollinator mix”. Please define the specifications for the "native pollinator mix", including the common name (variety) of each seed included in the mix, and the number of pounds of pure live seed (PLS) per acre for each seed variety.

Acceptable species in no greater than 20% PLS per variety can include:

Paragraph C-5.2.3 Appendix B. The PWS states that the contractor should refer to Appendix B for the locations of all five food plots. We are unable to find an Appendix B in the solicitation package. However, we assume that Appendix B should be the map at the end of the solicitation package. Would that assumption be correct?

Paragraph C-5.2.3 Plantings - Broadcast Seeding. This paragraph states that the contractor shall broadcast seed twenty acres during the fall throughout the Project Area, consisting of a "dryland native grass seed mix." Please define the specifications for the "dryland native grass seed mix", including the common name (variety) of each seed included in the mix, and the number of pounds of pure live seed (PLS) per acre for each seed variety.

Paragraph C-5.2.3 Plantings – Broadcast Seeding. The dryland native grass seed mix mentioned in this paragraph includes Needle and Thread Grass (Stipa Comata) as part of the seed mix.

Since this particular seed is extremely expensive and difficult to obtain, DeRuwe, Inc.

would recommend substituting Bottlebrush Squirreltail (Elymus elymoides) or a similar product in order to make the seeding effort more economical. Would the government consider making changes to the composition of the “dryland native grass seed mix”?

Government would prefer Needle and Thread Grass unless it becomes unavailable.

Paragraph C-5.2.3 Dryland Grass Seeding Acreage. Paragraph C-5.2.3 calls for 20 acres of broadcast seeding during the fall using a dryland native grass seed mix. However, the Bid Schedule, CLINs 0010, 1010, 2010, 3010 and 4010 allow for the invoicing of 10 acres of dryland native grass seeding.

a. Which standard is the contractor required to follow, the Bid Schedule (10 acres) or the Performance Work Statement (20 acres)?

Paragraph C-5.2.4 Mowing. The first task lists as the “Unit” “20 Acres of Mowing Grassland”. However, the Bid Schedule shows a total of 10 acres of Mowing for each Contract Year (2 AC under CLIN x011, 3 AC under CLIN x014AA, and 5 AC under CLIN x014AB).

Should the contractor interpret this to mean that there is a potential area of 20 acres in which mowing may occur, but the contractor will only perform 10 acres of mowing per year within this area?

Paragraph C-5.2.4 Flail Mowing. The second task in the section covers 1 acre of mowing with a flail mower of Christmas tree piles, blackberries, or high-density brush areas. We do not see a corresponding item in the Bid Schedule to cover this work requirement. Does the government intend to add a CLIN to the Bid Schedule for invoicing this work or is this work item intended to be billed under the “Mowing” CLINs in the Bid Schedule (x011, x014AA or x014AB)?

Paragraph C-5.2.5 Biological Control. This section of the PWS covers the release of various bio-control agents to treat Puncture Vines, Poison Hemlock, and Yellow Star-thistle. However, we do not see a corresponding item in the Bid Schedule to cover this work requirement. Does the government intend to add a CLIN to the Bid Schedule for invoicing this work?

Paragraph C-5.2.6 Cut and Paint False Indigo, Tree of Heaven, Japanese Knotweed. The PWS indicates that the contractor will cut and paint pesticide on the stems of 2 acres of False Indigo plants, 1 acres of Tree of Heaven, and 2 acres of Japanese Knotweed. However, CLIN x012 of the Bid Schedule only provides for 0.5 acres of False Indigo cutting/removal per year.

a. Should the contractor interpret this to mean that there is a potential area of 5 acres of False Indigo Bush, Tree of Heaven and Japanese Knotweed, but the contractor will only perform 0.5 acres of cutting/painting/removal per year within this area?

Paragraph C-5.2.9 Aquatic Pesticide Application. This section of the PWS covers the treatment of aquatic broadleaf weeds, Reed Canary Grass, and Eurasian Mill Foil in the Project Area. This work requirement is very specialized and requires the use of aquatic herbicides which are far more expensive than the terrestrial broadleaf herbicides used for other work requirements outlined in the solicitation. We do not see a corresponding item in the Bid Schedule to cover this work requirement. Does the government intend to add a CLIN to the Bid Schedule for invoicing this work?

Page 106 of 106 Project Area Map. It does not appear that the map provided by the Corps of Engineers includes the southern end of the Project Area. Will the government please provide a complete map of the Project Area?
