DWORSHAK MEGGER RELAY TEST SET

Amended 11-20-2017

Changes in red text

1.0 SCOPE OF WORK

The Contractor shall furnish and deliver a protective relay test set for performing functional and I/O testing of digital and electromechanical protective relays installed at Dworshak Project. This maintenance and testing supports the requirements of the North American Electric Reliability Corporation and the Western Electricity Coordinating Council.

2.0 GENERAL

All hardware shall be of the latest revision having the latest firmware updates and shall be in new and unused condition.

3.0 TECHNICAL SPECIFICATIONS

The protective relay test set shall be a Megger Relay Test Set, Model SMRT46, P/N SMRT46D-30P2F0A3S0 (3-Channel), including test leads, capable of functional testing of both electromechanical and digital, generation, transmission, and distribution relays in a single compact unit. It shall be capable of being operated manually without a connected computer, or automatically via computer software. The relay test set shall meet the following salient requirements:

3.1 Arbitrary Adjustment: All output amplitudes and phase angles shall be independently adjustable and capable of being simultaneously displayed on the display interface. All output amplitudes, phase angles and frequencies can be set “off-line”, without live voltages appearing on the output terminals.

3.2 Multi-Phase Adjustment: The AC output amplitudes, phase angles and frequencies shall be capable of being controlled in a multi-phase fashion to simulate load conditions and phase-to-phase and 3-phase faults in power systems. The amplitude and phase angle of multiple outputs shall be adjustable by numeric keypad entry or continuous dial adjustment of a single parameter only.

3.3 State Sequencing: The test system shall be capable of being programmed to change its output settings in different discrete states in a pre-determined sequence or dynamic sequence depending on device under test response.

3.4 Waveform Playback: The test system shall be capable of playback of analog and digital signals from IEEE COMTRADE format files for transient testing and reproduction of recorded disturbances from digital fault recorders or protective relays. COMTRADE files shall be accepted directly by the test system.

3.5 Timer: Timer shall be provided to allow measurement of operating times. The timer shall be programmable to start or stop on a given input transition or output state transition with a range of between .0001 to 99999.9 seconds, or .01 to 99999.9 cycles, and an accuracy of ±0.001%.

3.6 Ramping: Each voltage and current channel amplitude and phase angle can be smoothly and independently ramped in order to automatically determine relay element pickup levels. Each frequency source can be ramped in order to determine frequency element pickup levels or to test frequency rate of change relays.

3.7 Relay Test Modes: The test system shall provide test modes for testing certain types of protection relays such as differential and synchronizing, in an efficient manner. These test modes should automatically configure the test instrument settings to typical required values, provide self-explanatory help instructions, provide test connection information, and display protection relay measured quantities directly in numerical and/or graphical form.

3.8 Automatic Control: All of the capabilities shall be accessible and controllable via the computer communications interfaces for operation by automated PC software. A computer shall NOT be necessary for accessing any of these same capabilities. Windows based PC software for the automatic testing of protection relays shall be provided.

3.9 Handheld Controller (STVI): The test set shall include a touch panel, such as the Megger STVI, such that a PC is not required for operating the test set. The control interface shall allow for manual control of all test set capabilities, contain non-volatile data storage for test results, and have a USB port for transferring test results to a PC. The controller shall be powered through the connection to the test set, using Power-Over-Ethernet or similar method.

3.10 Preferences & Defaults: The settings for each output state shall default to balanced 3-phase output, with a user selectable default line-line voltage and current. The default phase rotation and frequency for all output states shall also be selectable.

3.11 Output Capability: Test set shall have 6 output current channels, with three convertible between current and voltage. Outputs shall be open circuit, overload, and over temperature protected. Output frequency shall be independently variable from DC to 1 kHz; phase angle shall be selectable between 0.00 and 359.99 degrees for each output.

3.11.1 Voltage Output. Each of the three voltage outputs shall be capable of outputting up to 300V AC at 150VA continuous.

3.11.2 Current Output. A minimum of three of the current output channels shall output up to 30A continuously per channel. Current channels shall be capable of being paralleled to output 90A continuous.

3.11.3 Contact/Binary Outputs. A minimum of 2 isolated dry contact output channels shall be provided.

These outputs shall be rated for a minimum of 8A at 300VAC and 0.4A at 300VDC.

3.11.4 Battery Simulator. Relay test set shall contain a variable DC voltage output of 5 to 250 VDC for powering the relay during tests.

3.12 Input Capability:

3.12.1 Power Supply. System shall accept power from a nominal 120V 60Hz source.

3.12.2 Contact/Binary Inputs. At least 2 independently isolated binary input channels shall be provided for monitoring and timing relay contact operation. Input channels shall accept voltages of 125VDC.

3.12.3 PC Communications Interface. Communications interface between PC and test set shall be USB or Ethernet.

3.13 Unit Enclosure: The test set shall be enclosed in a rugged portable enclosure with a carrying handle and removable lid.

3.14 Software: AVTS Basic and STVI PC software capable of controlling the test set from a PC, saving test reports into a database, and exporting test results to Microsoft Word, shall be supplied with the test set.

4.0 SUBMITTAL REQUIREMENTS

4.1 The Contractor shall provide at least one complete operations and maintenance manuals, in hardcopy or electronic format, or both, for the unit, which covers setup, configuration, installation, maintenance, and warranty information.

4.2 The Contractor shall provide the Certificate of Calibration for the unit provided.

5.0 WARRANTY

The relay test set and components shall be covered minimally by a standard twelve (12) month manufacturer warranty from defects in material and workmanship.

6.0 SHIPMENT AND DELIVERY

All items shall be delivered FOB Destination to Dworshak Project on within eight weeks of contract award. The Contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Dworshak Project. Deliveries are only accepted during normal Dworshak Project business hours, Monday–Thursday 6:30AM–5:00PM, excluding federal holidays.

All shipments shall be delivered to:

USACE Dworshak Project Attn: Contract Performance Specialist 1428 Northfork Drive Ahsahka, ID 83520 Ph. (208) 476-1296 Fax (208) 476-1227
