2.0 SCOPE

The successful bidder shall supply the fuel oil storage tanks in accordance with the specifications below and the shipment and delivery instructions. All furnished items shall be new and not refurbished and conform in strength, quality of materials, workmanship and sound engineering standards. Diesel tanks shall be installed by government personnel.

3.0 PRE-AWARD SUBMITTALS

The following submittals must be submitted along with the tank quotation to determine technical acceptance.

3.1 Shop Drawings

3.1.1 Tank Construction Shop Drawing – Paragraphs 4.0 and 5.0

3.2 Product Data

3.2.1 Tank Protective Coating – Paragraph 7.0

4.0 DIESEL TANK

The successful bidder shall provide two (2) factory-assembled single wall steel marine diesel fuel oil storage tanks.

Tank assembly shall be in accordance with Committee of Federal Register 46 CFR 58.50-10 and be designed and manufactured for a horizontal cylindrical installation. Storage tank shall be factory-welded, steel type that conforms to 46 CFR 58.50-10. Tank shall be fitted with vertical baffle plates for strength or for control of excessive surge. In general, baffle plates installed at intervals not exceeding 30 inches will be considered as meeting this requirement.

Baffle plates shall be of the same material and not less than the minimum thickness required in the tank walls and shall be connected to the tank walls by welding or brazing. Limber holes at the bottom and air holes at the top of all baffle plates shall be provided. Tank assembly shall be mounted on the tank manufacturer's standard saddles that elevates the tank assembly above the underlying steel deck a minimum of 4 inches. A grounding lug shall be integrated into the support saddle. Tank assembly shall have lifting lugs that allow for tank relocation. Tank capacity shall be approximately 500 gallons.

Note that the Standard for Safety for Steel Aboveground Tanks for Flammable and Combustible liquids, UL-142, does not apply to tanks in use for mobile applications as is the case for these tanks.

5.0 TANK PIPING PENETRATIONS

Tank penetrations shall be weld-in-place type, sealed to ensure that liquid will not escape from the sump in the event that the liquid level within the tank rises above the pipe penetration. Provide weld-in-place double tapered National Pipe Thread (NPT) couplings for each tank piping connection.

Note that the Standard for Safety for Steel Aboveground Tanks for Flammable and Combustible liquids, UL-142, does not apply to tanks in use for mobile applications as is the case for these tanks. The general location and size of required penetrations are shown on the attached drawing. A 4” vent is not required nor desired for this application.

6.0 TESTING

Upon completion of fabrication and prior to painting, the diesel tanks shall be tested to 5 psi with no leakage or permanent deformation allowed.

7.0 TANK PROTECTIVE COATING

Tank exterior shall be painted with a galvanizing paint or other suitable coating to protect the outside of the steel tank. Paint shall be applied according to paint manufacturer’s recommendations. The tank interior shall not be galvanized or otherwise coated.

8.0 NAMEPLATE

The nameplate shall contain the following information at a minimum: the manufacturer's name, contract number, component type or style, model or serial number, and capacity or size. Nameplate construction material shall be anodized aluminum or stainless steel. Install nameplate in a prominent location with permanent adhesive.

Minimum size of nameplates shall be one by 2.5 inches. Lettering shall be the normal block style with a minimum 6 mm 0.125 inch height. Accurately align all lettering on nameplates.

9.0 WARRANTY

All items shall be covered by a minimum 1-year warranty on all parts, labor, and workmanship from factory defects.

10.0 SUBMITTALS

Descriptive materials (brochures, illustrations, drawings, data sheets, etc) for “brand name” bids shall include a complete list of features, to include accessories and options, in order to verify the bid meets the specified technical requirements. These submittals shall be provided at the time of bid.

For consideration of “or equal” bids descriptive materials must be submitted which will allow the Contracting Officer to determine, without discussion with the bidder, whether the products being offered meet all of the required specifications. Submittals shall include, but not be limited to, copies of manufactures catalog cut sheet, specification sheets, and warranty.

11.0 AS-BUILT DRAWING

11.1 Five (5) complete hardcopies and one (1) electronic copy of the drawing package shall be provided.

252.204-7011 ALTERNATIVE LINE-ITEM STRUCTURE (SEP 2011)

(a) Line items are the basic structural elements in a solicitation or contract that provide for the organization of contract requirements to facilitate pricing, delivery, inspection, acceptance and payment. Line items are organized into contract line items, subline items, and exhibit line items. Separate line items should be established to account for separate pricing, identification (see section 211.274 of the Defense Federal Acquisition Regulation Supplement), deliveries, or funding. The Government recognizes that the line item structure in this solicitation may not conform to every offeror's practices. Failure to correct these issues can result in difficulties in accounting for deliveries and processing payments. Therefore, offerors are invited to propose an alternative line item structure for items on which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract structure is economically and administratively advantageous to the Government and the Contractor.

(b) If an alternative line item structure is proposed, the structure must be consistent with subpart 204.71 of the Defense Federal Acquisition Regulation Supplement and PGI 204.71. A sample solicitation line-item structure and a corresponding offer of a proposed alternative line-item structure follow.
