2.1.3 Advance Notice. The Contractor shall provide a minimum 14 calendar days’ notice prior to starting any of the onsite remove and replace/install activities described below.

2.2 Remove Existing Feeds:

2.2.1 Remove existing feeds HSQ3-q1-HCQ10 and HSQ-q2-HCQ10 between HSQ3 and MH#12.

These feeds are each comprised of 6 x 400 MCM conductors run in 4-inch Rigid Metal Conduit

(RMC).

This feed is currently cut in MH #12.

2.2.2 Remove existing feed HSQ3-q1-HCQ9 between HSQ3 and HCQ9.1 in Mech II.

This feed is routed through MH #12, then into MH #13 before exiting in Mech II.

This feed is currently cut in MH #12.

This feed is comprised of 3 x 750 MCM and 1 x 1/0 conductor run inside 4-inch RMC.

2.2.3 It is expected that removal of these feeds will require disassembling the backside of GCQ3 to gain access for conductor pulling.

2.3 Repair Damaged Conduit:

A phase-to-phase fault which destroyed the HSQ3-q2-HCQ10 conductors also damaged the embedded conduit approximately 12 inches deep in the concrete. The Contractor shall be responsible for the following:

2.3.1 Conduit Repair Activities:

Replace existing fault damaged conduit with new conduit of the same size.

All concrete removal activities to take place from within the vault. No excavation of asphalt is allowed due to other water pipes and electrical conduits in the immediate vicinity of MH #12.

Ensure repair results in a seamless transition in wire pulling direction which does not have the capability to damage conductors during installation or throughout the conductor lifetime.

Reinstalled conduit must be grouted back into place with minimum 4000 PSI concrete grout.

Install new conduit with a bushing on the end terminating in the manhole space for abrasion resistance.

2.3.2 Submittal Requirements: The Contractor shall submit a written plan to the Government detailing techniques, materials, and tools planned to affect this repair. The Government will evaluate the proposal within seven calendar days and will respond with acceptance or non-acceptance of the plan in writing.

2.4 Install New Conductors:

The Contractor shall supply and install the following:

2.4.1 HSQ3-q1-HCQ9 Feeder:

2.4.1.1 Supply and install the entire length of this feeder, following existing conduit path.

2.4.1.2 Replace the entirety of the feeder in-kind – 3 x 750 MCM and 1 x 1/0.

Megger all conductors phase to ground and phase to phase at 1000V.

Replace any conductors that measure under 50 MΩ phase to phase or phase to ground.

Notify COR prior to testing.

Provide record of test results to the Government.

2.4.1.3 Estimated run length of 550 feet. CONTRACTOR TO VERIFY LENGTH.

2.4.1.4 One splice in MH #12 is allowable if field conditions warrant.

2.4.1.5 Conductors shall be insulated with THWN Insulation, 600V rating.

2.4.1.6 Copper conductors

2.4.2 HSQ3-q1-HCQ10 and HSQ3-q2-HCQ10 Feeders:

2.4.2.1 Hi-Pot (Megger) the conductors at 1000V between MH #12 and HCQ10. Record the results and submit to the Government. Submit a recommendation for what the best available conductors to use are based on the following test results:

Megger all conductors phase to ground (Separate parallel conductors)

Megger all conductors phase to phase (parallel conductors connected together are acceptable)

2.4.2.2 Supply and install a replacement to the original run between MH #12 and HSQ3 with 3 x 400 MCM conductors (1/2 size of the original feed)

Megger all conductors phase to ground and phase to phase at 1000V

Replace any conductors which measure under 50 MΩ phase to phase or phase to ground.

Notify COR before testing is to occur. Provide record of test results to the Government.

2.4.2.3 Only one splice is allowable in MH #12 for these feeders – remove enough of the remaining wire to ensure that there are no extraneous splices.

2.4.2.4 Estimated run length of each conductor run is 260 feet. CONTRACTOR TO VERIFY LENGTH

2.4.2.5 Conductors shall be insulated with THWN insulation, 600V rating

2.4.2.6 Copper Conductors

2.4.2.7 Insulate and wrap spare conductors for future use. Permanently mark both ends with a labels to determine which wires correspond to Megger readings taken in per 2.4.2.1.

2.4.3 OPTIONAL ITEM HSQ3-q1-HCQ10 and HSQ3-q2-HCQ10 Feeders:

The following describes optional work in addition to Section 2.4.2, which re-establishes full current-carrying capacity to the circuit. The quoter shall submit pricing for this optional item as a price increase over the work described in Section 2.4.2. The Government makes no guarantee, express or implied, that it will award or exercise this optional work.

2.4.3.1 Hi-Pot (Megger) the conductors at 1000V between MH #12 and HCQ10. Record the results and submit to the Government.

Megger all conductors phase to ground (Separate parallel conductors)

Megger all conductors phase to phase (parallel conductors connected together are acceptable)

2.4.3.2 Supply and install three additional replacement conductors between MH #12 and HSQ3 bringing the total to 6 x 400 MCM conductors for this circuit.

Once Installed, Megger all conductors phase to ground and phase to phase at 1000V. Joining parallel conductors of the same phase together for phase to phase measurements is acceptable.

Replace any conductors which measure under 50 MΩ phase to phase or phase to ground.

Notify COR before testing is to occur. Provide record of test results to the Government.

2.4.3.3 Only one splice is allowable in MH #12 for these feeders – remove enough of the remaining wire to ensure that there are no extraneous splices.

2.4.3.4 Estimated run length of each conductor run is 260 feet. CONTRACTOR TO VERIFY LENGTH

2.4.3.5 Conductors shall be insulated with THWN insulation, 600V rating

2.4.3.6 Copper Conductors

2.4.4 Splices:

Splices shall only occur within MH #12

A minimum of three feet of working space shall remain on either side of the installed splice.

Utilize an appropriate-sized manufacture’s UL listed long barrel compression system, including heat shrink insulation.

Splice kits shall be designed for use with copper conductors.

Conductors shall not be “ringed” or damaged in any way during insulation stripping process.

Installed system shall be watertight, designed and marketed for use in underground environments.
