QUESTIONS AND ANSWERS
Q: Can you clarify the submission method?
A: In Accordandce with Information to Offerors:
To ensure receipt of your quote, please send to the attention of Ruth Johnson at:
Email: ruth.a.johnson@usace.army.mil
Q: Is there a budget range in place for this project?
A: This is a commercial requirement, therefore that information is not available.
Q: As you requested in the solicitation that the final video to be in .mov are you intending to run this video from a Mac or are you running in Quicktime from a PC?
A: The .mov format should be able to be used in both Mac and PC windows. This requried format is due to it being a fairly standard video format that can be used in many different systems.
Q: Any preferences on display equipment specs beyond 70” touch screen display?
A: There is no preference with the equipment as long as it is from a reputable company.
Q: Can you provide us with a copy/link to the current video that is in use?
A: https://youtu.be/hKoKS_uAK-s Please do not re-post this link. This link is for offerors only.
Q: Please describe the age and makeup of your target audience. Is it primarily school groups and families?
A: Yes the primary audience is school groups age 8-14 and families visiting the visitor center
Q: The amount of content in the script outline suggests a longer film than the specified 5-7 minute range. Should we budget for the 5-7 minute range or our estimate of the final run time based on the script outline?
A: Final runtime will be 5-7 minutes
Q: What kinds of scenes do you imagine may require animation (see page 6 of the RFP, section 2.5.1)?
A: The current video has animation to show how the juvenile fish swim up the fish screens and through the juvenile bypass system.
Q: What opportunities are there to film salmon underwater at the McNary Dam?
A: None. NOAA Fisheries has in the past called underwater filming harassing to the fish and is not allowed, applies to the endangered species at McNary Dam.
Q: Are captions the only accessibility item that is required for this piece? Do you also want audio description?
A: Closed captions is the only accessibility item and we do not specify audio descriptions.
Q: What functions does your staff need to control via the touchscreen?
A: The staff need to know how the system functions so that if any problems arise any staff member will be able to trouble shoot the system.
W912EF-16-Q-0094
Q: We understand that no physical installation of the touchscreen or playback unit by our team is required – please confirm.
A: Confirmed.
Q: The RFP does not call for any speakers or amps – will you be using your existing system? If so, is it 5.1 surround or stereo?
A: The current system being used is a Onkyo audio video control amplifier. The speakers run on stereo sound and the Corps will be responsible for getting the correct cables to connect the screen to the system. The system can use either a 1/4 or 1/8 inch jack or RCA audio connections.
Q: Is it the Government’s expectation that all filming will be accomplished at McNary?
A: No
Q: If the answer to 2. above is “No,” what other locations should the vendor be prepared to film at? What is the nature of the filming that will be done at other locations?
A: The vendor has the freedom to figure out where filming will need to take place to best accomplish shooting for the approved script.
Q: How much time should the vendor allow to film the interviews mentioned in the Performance Work Statement?
Can they be scheduled all on the same day or on consecutive days?
A: The time need for the interview will depend on what is needed for the video and what interviews the vendor would like. The Corps will try to accommodate as much as possible filming of the interviews.
Q: Are there any opportunities to film additional b-roll footage? For example, it would be beneficial to get footage related to salmon management (juvenile fish facilities, hatcheries, fish ladders, spillway weirs, etc.).
A: Yes there are opportunities to get additional b-roll footage on site but the footage will be retained by the Corps when the video is completed(see Section 2.8 Product Ownership, 2.8.1 The U.S. Army Corps of Engineers will retain exclusive ownership of all video footage or products produced on Corps owned property, under this contract)
