PROJECT SITE RESTRICTIONS

PART 1 GENERAL

1.1 REFERENCES

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only.

Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 PROJECT SECURITY

The Project site is a secured area and access onto the Project is restricted. The security measures affect all of the Contractor's vehicles and personnel. There will be delays when entering Projects due to locked gates, vehicle inspections, and personnel checks. Inspections and checks may include inspection of tool boxes, brief cases, lunch boxes, and other containers.

1.3.1 Vehicle Access

Project access roads on both sides of the dams are secured with locked gates. All vehicles that pass through the locked gates will be subject to being searched. No privately owned vehicles (POV's) will be allowed through locked gates. Only Contractor's work vehicles and equipment that are essential to the conduct of the work will be allowed in the work areas. All Contractor vehicles shall display suitable permanent or temporary identification.

1.3.2 Identification of Employees

Government Project personnel will provide the Contractor's personnel with identification badges as they arrive on site. Complete the Security Badge Form(attached to the end of this SECTION), submit the completed form to the Contracting Officer at least five (5) business days prior to the employee arrival to work on the Project site and upon issuance of official badges, shall be responsible for requiring each employee engaged on the work to display identification at all times. All prescribed identification shall immediately be delivered to the Quality Assurance Representative for cancellation upon the release of the employee or project completion. If required by the Contracting Officer, employees will be photographed by the Government. Employees who fail to submit to photographing will not be allowed on the project site.

Every Contractor employee (prime or subcontractor) shall have a hard hat meeting the requirements of EM 385-1-1 . Hardhats shall display the Prime Contractor name, subcontractor name, and the employee's name. Contractor employee hardhats shall not be white with red markings. It shall be the responsibility of the Project Superintendent to enforce this requirement.

1.3.3 Delivery of Equipment

Contractor is responsible for delivery and receipt of all materials and equipment. Government personnel will not be available to assist the Contractor in these activities. All Contractor access and delivery will be from the Washington side of the dam. Delivery vehicles will NOT be allowed to cross the river over the dam.

1.4 FACILITY OCCUPANCY CLOSURE

Streets, walks, and other facilities occupied and used by the Government shall not be closed or obstructed without written permission from the Contracting Officer.

1.5 WORK SCHEDULES

1.5.1 Contractor's Work Schedule

At the Pre-Work Meeting, furnish a schedule of number of working days per week, shifts per day, and hours per shift for contract work. Furnish notification of any change of schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site. This notification shall be provided a minimum of 48 hours prior to any schedule change to allow suitable scheduling of Government personnel and inspection. Exception to this requirement may be allowed in case of schedule change due to emergency conditions.

1.5.2 Government's Work Schedule

The maintenance crews at the dam work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. Crews and staff do not work on weekends and Federal holidays. If a Federal holiday falls on a Friday, the crews and staff do not work on the preceeding Thursday. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but is not available to assist the Contractor.

If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the date that support/assistance is needed. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.

1.6 FISH LADDER WORK RESTRICTIONS

1.6.1 General

a. See Contracting Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) for Fish Ladder access dates. The Government will initially unwater the fishway work areas. See paragraph DEWATERING FISH CHANNEL/LADDER below.

b. The Government will begin unwatering the Adult Fish Channel/Ladder on 1 November December 2016. Allow 4 Government Work Days to unwater the upper portion of the fish channel and complete Fish Salvage operations prior to Contractor accessing the work areas. Government will unwater the fish channel work area one time, only.

c. The Contractor will not be allowed in the fishway during Government unwatering, fish rescue, or rewatering operations.

Coordinate any anticipated Contractor work conducted near the fishway during these Government operations, with the COR a minimum of two weeks prior to anticipated work.

1.7 DEWATERING FISH CHANNEL/LADDER

a. The Government will initially unwater the fish ladder prior to Contractor access to the work areas. The Contractor shall be responsible to maintain the unwatered condition, furnish all materials and equipment, and perform all work for dewatering the Fish Ladder work areas once the Government has unwatered the ladder. Expect flow rates of up to 100 Gallons per Minute (GPM).

b. Use of sandbags for channeling and impounding water and pumps, both active and standby, for removing water from the work area shall be the Contractor's responsibility.

c. Dewatering consists of two parts. The Contractor is solely responsible for both parts once the ladder has been initially unwatered:

Part 1 - Prevent river water from entering the construction area and contaminating new construction (grout, etc.).

Part 2 - Prevent contaminated construction waste water from entering the river.

d. The Government will rewater the fishladder at the completion of work.

e. Notify the COR a minimum of two weeks prior to anticipated start of Contractor work.

1.7.1 Dewatering Plans

Submit dewatering plans for fish ladder areas, for handling construction waste water, and maintaining a dewatered fish ladder/work areas. Plans

shall include a step-by-step procedure for dewatering the work areas and a detailed listing of all materials and equipment required to perform the dewatering work. Dewatering plans shall conform with EM 385-1-1 and to the requirements specified herein. Detailed list shall include, but not be limited to, the following:

a. Dewatering pumps.

b. Methods of containing and capturing leakage water during construction.

c. Methods of dewatering.

d. Size of settling tanks (if needed).

e. Method of filtering water returned to the river.

f. Proposed access to all work areas for personnel and dewatering equipment.

g. Locations of individual pieces of equipment.

h. Other information requested by the Contracting Officer.

1.8 HANDLING CONSTRUCTION WASTE WATER/MATERIALS

All water associated with work on this project that accumulates within dewatered areas shall be removed from the work areas and stored in settling tanks. This is water associated with operations such as concrete removal, cutting, grinding, drilling, surface preparation of existing concrete, grouting, placing new concrete, water blasting new concrete surfaces, concrete curing water, etc. All water from the settling tanks shall pass through a geotextile filter material with maximum apparent opening size of 0.300 mm (#50 U.S. sieve) in accordance with ASTM D4751.

All solids captured in the settling tanks and in the filters shall be removed from the Project site and disposed of in a legal manner. The water shall be removed from the tanks and Project site and then disposed of in a legal manner. See Section 01 57 20.00 28 ENVIRONMENTAL PROTECTION for additional information related to wastewater disposal.

1.9 USE OF WALLA WALLA DISTRICT PARKS

Special consideration for the use of the Walla Walla District Camping Grounds will not be given to the Contractor if camping at these sites.

The Contractor's crew may not use Government parking lots near the McNary Lock and Dam for RV parking.

CONTRACTOR WORK, ACCESS AND STORAGE AREAS

PART 1 GENERAL

The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS. See Section 01 14 00.10 28 PROJECT SITE RESTRICTIONS for information related to the In-Water Work Window Restrictions, fishway dewatering, and Government work schedule.

1.1 REFERENCES

1.2 SUBMITTALS

1.3 CONTRACTOR'S STORAGE AND STAGING AREA

Storage and staging areas shall be at locations indicated or as otherwise approved. The storage and staging areas may be used for activities such as setup of an office trailer, parking of private vehicles, storage of materials and equipment, and for work activities. Security at the storage and staging site will be the Contractor's responsibility. Install temporary security fencing in a manner approved by the Contracting Officer. Security fencing may not be installed in a manner that damages existing facilities, such as punching post holes in existing pavement.

1.4 CRANE SERVICE

1.4.1 Government Crane Service

a. The Government gantry crane located on the upper portion of the fishway will be available to assist the Contractor, as specified.

Government crane service will consist of crane and operator. The

Contractor shall furnish riggers, and all rigging and appurtenances.

The crane can travel the full length of the fishway structure located in McNary reservoir. The crane has a weight limit of 2,000 pounds.

The Contractor shall submit request for crane service at least two Government work days in advance of need for service. See Section 01 14 00.10 28 PROJECT SITE RESTRICTIONS, paragraph "Government's Work Schedule".

b. The following restrictions apply to gantry crane support:

1. Government assistance is only available during the "Government's Work Schedule". Assistance is only available during daylight hours.

2. Government will lower Contractor equipment and materials into the fishway at the beginning of the Contract work, and remove equipment and materials at the end.

3. For additional Government support, coordinate with the COR a minimum of 1 Government work day prior to required support.

4. Government assistance will be limited to a maximum of 4 hours per week, with 1 consecutive time period per day.

5. Government Crane Service and/or assistance will not be available on the following dates:

i. 22 through 26 December 2016.

ii. 29 December 2016 through 2 January 2017.

1.4.2 Contractor Crane Service

The Contractor shall provide all other crane or hoist service necessary to perform contract work. Contractor must keep crane rails and fishway deck area clear, at all times, to allow travel of the gantry crane.

1.5 ACCESS TO WASHINGTON SHORE TAILRACE DECK AREA

1.5.1 Equipment Access

There is no direct equipment access to the Washington Shore Tailrace Deck area. All Contractor equipment must be lowered from the intake deck or moved by barge to the work area. Contractor is responsible for all equipment movement to the tailrace deck in this area. For equipment movement between the intake deck and Washington Shore Tailrace Deck that involves a crane, coordinate with the COR a minimum of 2 weeks prior to anticipated equipment movement.

1.5.2 Personnel Access

a. Existing North Non-overflow stairway is available for Project Staff and Contractor personnel use, only. Contractor must provide all other access to the work area. North Non-overflow Elevator is not for Contractor use.

b. During Navigation Lock operation, the Bascule bridge is raised and blocks stair access on the intake deck, as well as Contractor access between the North Shore and the intake deck. Anticipate 5-8 lockages per day, with the bridge raised for approximately 1/2 hour per lockage.

c. The Bascule Bridge will be lowered during the Extended Navigation Lock outage. See Contracting Clause 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984) for Extended Outage dates.

d. The Control Room will provide the Contractor approximately 1/2 hour notice prior to lockages. Expect lockages 7 days per week with significantly higher numbers of lockages the final two weeks before the Extended Navigation Lock outage begins, as shippers move shipments and return barges prior to the long outage.

1.6 INTERFERENCES ON THE POWERHOUSE INTAKE DECK

The fish diversion screens (ESBS's) located in the bulkhead (emergency gate) slots are submerged and in operation from late March until early December every year. When not in use, December through March, the screens are raised and dogged off at the intake deck. When raised and dogged the ESBS's extend approximately 15 feet above intake deck level. Each screen is approximately 23 feet wide and 4 feet in depth. A screen is in every emergency gate slot. During the operating season, March through December, individual screens will be raised when repairs are necessary then lowered after repairs are completed. When raised and dogged the screens will interfere with movement of construction equipment, especially cranes.

Handrails around the emergency slots are in place throughout the year.

1.7 TRAFFIC CONTROL AND PUBLIC ACCESS

Existing public roads and access roads shall be kept open to vehicle traffic at all times. Conduct Contractor work in such a manner as will obstruct and inconvenience traffic as little as possible. When necessary to operate on or cross existing highways or roads, furnish signs, lights, and/or other necessary safeguards to safely control and direct the flow of traffic. Obtain any and all required permits for such operations from the appropriate private or public authority at no additional cost to the Government.

1.7.1 Public Access Barriers

In areas where the public has access to the job site, construct temporary barriers around ongoing work with bright orange plastic fencing. The barrier shall be maintained until completion of the individual piece of work.

1.8 GOVERNMENT ROADWAYS AND DECK ACCESS RESTRICTIONS

a. The roadway across McNary dam is not available for use by the public. Public access across the Columbia River is over the interstate highway bridge located two miles downstream from the dam.

The roadway on the dam is not for use by the Contractor, except for access to a work site on the intake deck. The Powerhouse intake deck shall not be used for access to the work area.

b. Maintain at least one way traffic at all times on these roadways, except that temporary blockage of the roadway will be allowed for short durations of time. The Powerhouse operator must have access from the Powerhouse to the Navigation Lock at all times to perform lockages of river traffic. Lockages occur at any time of the day or night and an average of seven (7) lockages are performed daily. The

Bascule Bridge is closed to traffic during lockages.

c. Hauling of materials and transporting of personnel and equipment will be permitted on the Spillway Bridge and Navigation Lock Bridge and roadway only. Submit transport loading diagrams indicating wheel loads and axle configurations for transport vehicles to haul loads exceeding HS-20, in accordance with AASHTO LRFD Bridge Design Specifications. Approximate maximum load capacity on roadways over the dam is 1.2 times higher than HS-20 load. All transport vehicles exceeding HS-20 loads must have approved transport loading diagrams before accessing roadways over the dam.

d. Protect the various portions of the Project's structures from damage by traffic, prevent material from falling through the deck openings, and also keep the areas in use cleaned up and orderly at all times during use. Vehicle speeds, special precautions, and safety measures shall be as directed by the Contracting Officer.

1.8.1 Project Access for Navigation Lockages

The powerhouse operator must have access from the Powerhouse to the Navigation Lock at all times to perform lockages for river traffic.

Lockages occur at any time of the day or night and an average of seven (7) lockages are performed daily. The Bascule Bridge is closed to traffic during lockages. Access for a standard size utility vehicle (6 foot width minimum) from the powerhouse to the navigation lock, and each side of any roadway closure must be maintained at all times.

1.9 DUST CONTROL PLAN

Responsible during dust generating activities to prevent the dust from spreading. Submit a written Dust Control Plan for approval.

1.10 HAULING MATERIAL

No material shall be allowed to drop off vehicles while in transit. In order to prevent any material from dropping off the vehicle onto local roads, all vehicles that have entered the material loading site shall be washed off prior to leaving the site. Wash-off site shall be in an area that has been approved by the Contracting Officer.
