Indicate the technical experience gained from this project:
If an offeror wishes to be credited with the experience of a key subcontractor or supplier (i.e., a firm is not the prime contractor) a letter of commitment (LOC) signed by the key subcontractor and the prime contractor must be submitted. The LOC must be submitted even if the firm is in some way related to the Prime Contractor, (for example, the key subcontractor is a subsidiary of the prime.) If an offeror submits projects demonstrating experience by a key subcontractor, a subsidiary, or a supplier, as opposed to the prime, the Offeror MUST submit a signed LOC from the contractor who performed and completed the work. If a letter of commitment is not submitted, the experience will not be considered. Include the LOC as part of Volume 1. Offerors are cautioned that FAR clause 52.219-14, Limitations on Subcontracting, will apply to the resulting contract and subcontracting business relationships do not relieve the prime contractor of the requirement to comply with the clause.
