SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

252.236-7001 CONTRACT DRAWINGS, MAPS, AND SPECIFICATIONS (AUG 2000)

(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.

(b) The Contractor shall--

(1) Check all drawings furnished immediately upon receipt;

(2) Compare all drawings and verify the figures before laying out the work;

(3) Promptly notify the Contracting Officer of any discrepancies;

(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and

(5) Reproduce and print contract drawings and specifications as needed.

(c) In general--

(1) Large-scale drawings shall govern small-scale drawings; and

(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.

(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:

Contract drawings created on CADD will be available in electronic form for use by the Contractor. No For Information Only drawings are available on CADD. The Contractor assumes all risks associated in using electronic CADD drawings. The contract drawings shall govern if there are any discrepancies between the electronic copy and the contract drawing. The Contractor shall promptly notify the Contracting Officer of any discrepancies. The Government will not be responsible to correct the electronic CADD drawing. If contract modifications are issued, the associated electronic CADD drawings will not be available to the Contractor. Electronic copies of CADD drawings are only available in Bentley MicroStation format. The Government will provide the files on CD ROM. If the Contractor requires different media, such as floppy disks, the Contractor shall be responsible for all conversions required for their use and associated conversion inaccuracies.

29 CFR 1910 Occupational Safety and Health Standards

1.2 SYSTEM DESCRIPTION

The Liquid process piping pipelines shall consist of the above ground pipe, fittings, assemblies, equipment and accessories for raising the main water header pipes, installing intermediate pipe sections, modifying piping, and installing vacuum degassing tanks for the hatchery's main water supply and vacuum degassing system.

1.2.1 Above Grade Piping Systems

Piping systems shall be suitable for design conditions, considering the piping both with and without internal pressure, and installation factors such as insulation, support spans, and ambient temperatures. Consideration shall be given to all operating and service conditions both internal and external to the piping systems.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

When used, a designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

Submit this submittal on the same 4025R transmittal with the following detail drawing submittals from Section 43 11 00.10 28 Regenerative Blowers/Vacuum Pumps and 40 18 00.00 28 Vacuum Sytstems Process Piping.

One set of drawings showing the requested elements will satisify the requirement for all 3 submittals.

For non-GFP materials submit manufacturer's catalog data for the following items:

1.4 QUALIFICATIONS PROCESS PIPING

1.4.1 Contractor

Submit a statement certifying that the Contractor has the specified experience. Contractor shall have successfully completed at least 3 projects of the same scope and size or larger within the last 6 years.

Contractor shall demonstrate specific experience in regard to the system installation to be performed.

1.5 Detailed Drawings

Submit detailed drawings including location of components, layout and anchorage of equipment and appurtenances, equipment relationship to other parts of the work, clearances for maintenance and operation of the liquid process pipng and subsystems refered to in this specification. Drawings shall be to the approved scale.

1.6 DELIVERY, STORAGE, AND HANDLING

Materials delivered and placed in storage shall be stored with protection from the weather, excessive humidity variation, excessive temperature variation, dirt, dust and/or other contaminants. Proper protection and care of material before, during and after installation is the Contractor's

SECTION 40 05 13.00 28 Page 5 responsibility. Any material found to be damaged shall be replaced at the Contractor's expense. During installation, piping shall be capped to keep out dirt and other foreign matter. A material safety data sheet in conformance with 29 CFR 1910 Section 1200(g) shall accompany each chemical delivered for use in pipe installation. At a minimum, this includes all solvents, solvent cements, glues and other materials that may contain hazardous compounds. Handling shall be in accordance with ASTM F402.

Storage facilities shall be classified and marked in accordance with NFPA 704. Materials shall be stored with protection from puncture, dirt, grease, moisture, mechanical abrasions, excessive heat, ultraviolet (UV) radiation damage, or other damage. Pipe and fittings shall be handled and stored in accordance with the manufacturer's recommendation. Plastic pipe shall be packed, packaged and marked in accordance with ASTM D3892.

PART 2 PRODUCTS

2.1 PROHIBITED MATERIALS

The toxicity of the following materials presents a lethal hazard to fish and shall be prohibited from use in any part of the equipment or piping that comes in contact with the process water for fish:

Zinc, Copper, Brass, Bronze, Lead, Cadmium, Mercury, Asbestos, Petroleum Lubricants, Coal Tar Products, Asphaltic Compounds, Phenolic Compounds, Organohalogens (not polymerized), or known Carcinogens, Mutagens, or Teratogens.

Galvanized materials shall not be used in, above, or around water sources that will come in contact with fish.

2.2 LOCATION OF EXISTING PIPING

Locations of existing piping shown should be considered approximate.

Contractor is responsible for determining exact location of existing piping in the field.

2.3 PIPING SYSTEM

2.3.1 Existing 24" Header Pipes

Existing 24" header pipes conforms to ASTM A53/A53M and are cement mortar lined per AWWA C205.

2.3.1.1 Existing Pipe Spouts

Existing 24" header pipes have a pipe spout connected to their end. Each pipe spout consists of a 24" class 25 blind flange, a 12" steel pipe, approximately seven (7) feet in length, with a down spout, and a 12" butterfly valve.

2.3.2 24" Header Pipe

Header pipe material shall be 24" black steel, schedule 20, pipe conforming to ASTM A53/A53M.

The Government will supply the following quanities of 24" header pipe:

The Contractor is required to supply any additional 24" header pipe for construction of 3 (three) Intermediate 24" Header Pipes and 3 (three) 24" Header Pipe Extensions described below. After construction all excess 24" header pipe shall become property of the contractor.

2.3.2.1 Intermediate 24" Header Pipes

Each Intermediate 24" Header Pipe sections consists of cut to length piece of 24" black steel pipe as shown on drawing M-301.

2.3.2.2 24" Header Pipe Extensions

Each header pipe extension consists of 24" black steel pipe, approximately twenty five (25) feet in length, one (1) 24" RF class 150 slip on weld flange on west end and one (1) 24" RF class 25 slip on weld flange on the east end, six (6) fittings consisting of 12" long radius elbows, 12" pipe nipples, and 12" RF class 150 slip on weld flanges as indicated on drawing M-501. Contractor shall provide all hardware and gaskets associated with installing header pipe extensions.

2.3.3 12" Pipe Elbows

12" pipe elbows shall be in accordance with ASME B16.9. The Government will provide eighteen (18) 12" pipe elbows. The Contractor is required to supply any additional 12" pipe elbows for construction of the 24" Header Pipe Extensions desciribed above and shown on drawings M-301 and M-501.

2.3.4 Mechanical Couplings

The Government will provide six (6) Victaulic, style 233, flexible mechanical couplings that shall be used to connect the intermediate header pipe sections to the existing header pipe as shown on drawing M-301.

Mechanical couplings are flexible type with joint restraint and limit ring for steel pipe. Restraint is provided by a welded ring on the each end of the connecting pipes and sealed with Nitrile or neoprene O-ring seals.

Maximum operating pressure is 150 psi, maximum allowable deflection is two

(2) degrees, and maximum permissible end loading is 67858 lbf. Mechanical couplings satisfy the requirements set forth by AWWA C227.

2.3.5 Pipe Flanges

The Government will provide thirty eight (38) 12" RF class 150 slip on weld flanges. The Contractor is required to supply any additional flanges for the flange types below.

2.3.5.1 24" Flanges

24" raised face class 150 slip on weld flanges are to be used on the 24" Header Pipe Extensions as shown on drawings M-301 and M-501. Flanges shall be forged steel and dimensioned in accordance with ASME B16.5.

2.3.5.2 12" Flanges

12" raised face class 150 slip on weld flanges are to be used on the on the existing header pipe elbows and new header extension pipe elbows as shown

SECTION 40 05 13.00 28 Page 7 g4edddca Line on drawings M-301 and M-501. Flanges shall be forged steel and dimensioned in accordance with ASME B16.5.

2.3.6 Butterfly Valves

The Government will provide forty two (42) manual operated 12" butterfly valves to be used on the existing header pipe and the header pipe extension as shown on drawing M-301. Butterfly valves are threaded lug style that matches class 150 style flange with twelve (12) 7/8 inch bolt holes.

Valves have integral neoprene gasket for connecting to flanges. Valve body is cast iron with a 316 stainless steel disc/stem.

2.3.7 Hardware

The contractor shall provide fasteners and other hardware required for assembly unless otherwise specified. When bolting header sections together flange bolts shall be alloy-steel ASTM A193/A193M Grade B7 hex head bolts and ASTM A194/A194M Grade 2H hex head nuts. When mating flange on 12" butterfly valves or equipment is cast iron, ASTM A193/A193M Grade B8 Class 1 or Grade B7, ASTM A307 Grade B8, or SAE J429 Grade 2 bolts shall be used.

2.3.7.1 Gaskets

Gaskets shall meet the requirements of ASME B16.5. Nonmetallic gaskets shall conform to ASME B16.21 and be a maximum 0.125 inch thick chloroprene rubber, durometer hardness No.80, 1,500 psi minimum tensile strength, 125 percent minimum elongation, flat ring type for use with raised face flanges and full face type for use with flat face flanges.

2.4 VACUUM DEGASSING TANKS

The Government will provide forty two (42) vacuum degassing tanks. Vacuum degassing tanks consists of 0.1875 inch thick 5052 aluminum plate rolled to a 38 inch diameter tank that is eight (8) feet long and seam welded. The bottom of the vacuum degassing tank is open ended. The top plate of the vacuum degasser is 0.25 inch thick 6061 Aluminum and has an 11 inch hole in the center with 3 alignment grooved edges for placement of a diffuser. A 12 inch diameter neck piece that is 6 inches long connects the top plate to the 6061 aluminum 150# welded RF that is 0.5 inch thick. There are three

(3) 1 inch welded couplers on the tank. One on the top plate for degassing and two on the side, one on the upper end for placement of a vacuum gauge and one near the middle for placement of a valve.

2.4.1 Vacuum Degassing Tank Diffusors

The Government will provide forty two (42) vacuum degassing tank diffusors. Diffusors consist of an 10.5 inch aluminum cone with vanes mounted to a 11.75 inch diameter ring.

2.4.2 Vacuum Gauges

The Government will provide forty three (43) vacuum gauges for installation on the vacuum degassing tanks and vacuum header. Contractor shall provide necessary materials/fittings to install vacuum gauges. Vacuum gauges shall be installed on the upper side coupling of the vacuum degassing tanks and oriented to be read horizontally on the outboard side of the tank as shown on drawing M-301.

2.4.3 Ball Valves, Vacuum Degassing Tanks

The Contractor shall provide forty two (42) 1 inch ball valves for use on the vacuum degassing tanks as shown on drawing M-301. Contractor shall also provide necessary materials/fittings to install ball valves. Ball valves must conform to MSS SP-72. Valves shall be pressure rated for not less than 175 psi at 200 degrees F; and certified suitable for leaktight service under a vacuum of 2 millimeters of mercury absolute. Valves shall be screwed-end-connection type constructed of Class A copper alloy. Balls and stems of valves must be manufacturer's standard Class A copper alloy with 900 Brinell hard chrome-plating finish or Class C corrosion-resistant steel alloy with hard chrome-plating. Valves must be suitable for flow from either direction and sealed tightly in either direction. Valves must have full pipe size flow areas. Valves with ball seats kept in place by spring washers are not acceptable. Seats and seals must be filled tetrafluoroethylene or manufacturer's standard material for the specified service.

2.4.4 Tank Straps

The Contractor shall furnish and install polyester webbed tie-down straps for use with the spreader bars as shown in the contract drawings. The straps shall be 2" to 4" wide, weather resistant, UV-protected, be dark color if possible otherwise yellow is acceptable, be tightened by turnbuckle or ratchet, and have both ends be capable of being mated together. Where possible, the strap shall not be spliced using two straps.

2.4.5 Band Pads

The band pads used between the 3" wide bands and the vacuum tanks shall be rubber and conform to ASTM D2240, 50 Shore A Durometer.

2.5 MISCELLANEOUS PIPING COMPONENTS

2.5.1 Vacuum Degassing Tank Fittings

Fittings for the 1" ball valves, vacuum gauges, and flexible tubing may be UV resistent PVC or mild or low alloy steel to minimize possible galvanic corrosion. If PVC fittings are used paint fittings with a plastic bonding paint such as Krylon paint for plastic or other suitable equivalent;

otherwise paint fittings in accordance with Section 09 97 02.00 28 Paniting: Hydraulic Steel Structures.

2.5.2 Air Relief Valves

Provide air release valve at the end of all six (6) 24" headers pipes as shown on drawing M-301. Air valves will have intergral check valve or a check valve installed on the air release line to prevent air from being pulled into the 24" headers.

PART 3 EXECUTION

3.1 EXAMINATION

After becoming familiar with all details of the work, verify all dimensions in the field, and advise the Contracting Officer of any discrepancy before performing the work.

3.2 PREPARATION

3.2.1 Protection

Pipe and equipment openings shall be closed with caps or plugs during installation. Equipment shall be protected from dirt, water, and chemical or mechanical damage.

3.2.2 System Preparation

3.2.2.1 Pipe and Fittings

Pipe and fittings shall be inspected before exposed piping is installed.

Clean the ends of pipes thoroughly, remove foreign matter and dirt from inside of pipes, and keep piping clean during and after laying.

3.2.2.2 Damaged Coatings

Repair damaged coating areas in the field with material equal to the original coating. Do not install damaged piping materials.

3.2.2.3 Field Fabrication

Notify the Contracting Officer at least 1 weeks prior to the field fabrication of pipe or fittings and at least 3 days prior to the start of any surface preparation or coating application work. Field welding shall be performed in accordance with Section 40 05 13.00 28.96 WELDING PROCESS PIPING. Welding electrodes shall be provided in accordance with Table 3.1 of AWS D1.1/D1.1M as required for the applicable base metals and welding process. Fabrication of fittings shall be performed in accordance with the manufacturer's instructions.

3.3 PIPE FLANGES

Pipe flanges shall be set level, plumb, and aligned. Flanged fittings shall be installed true and perpendicular to the axis of the pipe. The bolt holes shall be concentric to the centerline of the pipe. See paragraph "Installation of Header Extensions" below for alignment of 24" RF class 25 & 150 weld flanges. For the 12" RF class 150 weld flanges align in accordance with ASME B16.5; so that pairs of bolt holes straddle the connecting 12" elbow's centerline for proper alignment of the vacuum degasser tanks.

3.4 PIPE TAP CONNECTIONS

Taps to pipe barrels are unacceptable. Taps to steel piping shall be made only with a welded threadolet connection.

3.5 EXTERNAL CORROSION PROTECTION

See SECTION 09 97 02.00 28 PAINTING: HYDRAULIC STRUCTURES for protection requirements.

3.6 EQUIPMENT TO BE REMOVED

3.6.1 Remove Packed Columns

The Contractor shall remove twenty four (24) of the existing packed columns and media as shown on drawings MD-101 and MD-301. The packed columns and

SECTION 40 05 13.00 28 Page 10 media shall become property of the Contractor and shall be disposed of in a legal manner. Packed column media consists of plastic 3.5 inch pall rings that are randomly packed inside the packed columns.

3.6.2 Removal of Pipe Spouts

The Contractor shall remove three (3) of the pipe spouts as described in section "Existing Pipe Spouts" of this specification. In additon to removing the pipe spouts, the class 25 flange on the existing 24" header shall be removed. The pipe spouts and class 25 flanges shall be retained and stored on site until such time as to reinstall the pipe spouts and flanges on the 24" Header Pipe Extensions. Hardware and existing seals shall become property of the Contractor and shall be disposed of in a legal manner.

3.6.3 Removal of Header Pipe Ball Valves

The Contractor shall remove three (3) 2 inch ball valves (flow meter hot tap valves) on the existing header pipes, as shown on drawing MD-101. Ball valves shall be removed proir to modifications of existing header pipes and retained and stored on site for later reinstallation. The Contractor shall provide measures to ensure that threads on the ball valves and pipe nipple connections are protected from damage during construciton.

3.7 RAISE EXISTING HEADERS

The Contractor shall raise three (3) of the existing 24" header pipes on the north bank of the hatchery's main aeration chamber by 3.25 feet as shown on drawing M-301. The existing 24" header pipes shall be cut on their vertical run of pipe at the existing weld seam closest to the ground. The existing 24" head shall also be cut 2 feet from the existing ball valves and 24" class 150 flanges installed as shown on drawings M-30, MD101, and MD102. The 24" header pipes shall be cut straight and flush and any burrs removed from ends and cement mortar lining repairs be made according to paragraph "Cement Mortar Line Repair" as described below.

3.7.1 Installation of Intermediate Header Pipe Section

3.7.1.1 Section Length

The Contractor shall cut the 24" header pipe stock to length needed to create three (3) intermediate 24" header pipe sections to raise the existing 24" header pipes. Cuts shall be straight and flush and any burrs removed from ends.

3.7.1.2 Cement Mortar Line

3.7.1.2.1 Intermediate Header Pipe Lining

The Contractor shall cement mortar line the three (3) intermediate 24" header pipe sections by hand in accordance with AWWA C602.

3.7.1.2.2 Cement Mortar Line Repair

The Contractor shall repair the cement mortar lining by hand, up to six (6) inches on both sides of the cut, on the existing 24" header pipes in accordance with AWWA C602.

3.7.1.3 Installation of Mechanical Couplings

The Contractor shall use the GFP mechanical couplings to install the intermediate 24" header pipe section. The restraint rings shall be welded to both the existing 24" header pipe and the intermediate 24" header pipe on top and on bottom, and the mechanical couplings installed as per manufacturer's recommendations.

3.8 INSTALLATION OF HEADER EXTENSIONS

The Contractor shall install three (3) 24" Header Pipe Extensions as shown on drawing M-301, The Contractor shall use 24" RF class 150 weld flanges to weld flanges on the ends of the 24" header pipe extensions. The Contractor shall ensure that the 24" header pipe extensions line up with the existing 24" header pipe so that the elbows on the 24" header pipe extensions are level and in the same orientation as the existing 24" header pipe elbows. For welding of flanges see section 40 05 13.00 28.96 Welding Process Piping.

3.8.1 Re-installation of Pipe Spouts

Once the 24" header pipe extensions are installed, the contractor shall re-install the pipe spouts and class 25 flanges onto the 24" header pipe extensions that were removed from the existing 24" header pipes. The Contractor shall use new gasket seals and hardware.

3.9 BUTTERFLY VALVE INSTALLATION

Butterfly vValves shall be bolted to the 12" steel flanges from the top and vacuum degassing tanks shall be bolted to the bottom of the valves as shown on drawing M-301. Use seperate bolts for top and bottom bolting ensuring that bolts have a minimum effective thread engagement length of 0.5 inch and do not interfere with each other. Valve handles shall be installed onto the body of the valves. Flanged faces shall be cleaned prior to installing valve with bolts, and then the bolts shall be tightened progressively and uniformly. Threaded ends shall have the threads cleaned by wire brushing or swabbing prior to installation.

3.9.1 Valve Locations

Valves shall be located in accordance with the contract drawings as shown on drawing M-301. Valves shall be located and oriented to permit easy access to the valve handle, and to avoid interferences.

3.9.2 Valve Orientation

The operator of GFP manual valves shall be oriented toward the outboard side of the vacuum degassing tanks. Ensure that the valve operator does not interfere with the flexible vacuum tubbing when operated.

3.10 AIR RELEASE, DRAINS AND SAMPLE PORTS

Air release vents shall be located, and vented, such that a hazardous atmosphere will not be created upon operation.

3.11 PAINTING LIQUID PROCESS PIPE

Color and coating requirements for exposed piping shall be in accordance with Section 09 97 02.00 28 Painting: Hydraulic Structures. The Contractor

SECTION 40 05 13.00 28 Page 12 shall paint liquid process piping to include: intermediate pipe sections, existing 24" header pipes to be raised, outter surface of 24" header pipe extensions, fittings, elbows, flanges, hardware, mechanical couplings to include restraint rings, and existing pipe spouts."

3.12 INSTALLATION OF VACUUM DEGASSING TANKS

The Contractor shall install vacuum degassing tanks as shown on drawing M-301. Tanks shall be installed so that 1 inch couplings on the side and top of tank are oriented outboard and all tanks positioned uniformly in an identical pattern.

3.12.1 Intall Vacuum Degassing Tank Diffusors

The Contractor shall insert GFP vacuum degassing tank diffusors into vacuum degassing tanks prior to installation of tanks. Disffusors are to inserted into the the top of the degassing tanks so that the diffusor's connecting rods line up with the slots in the top plate of the tank and the diffusor ring rest on the lip inside the neck.

3.12.2 Install Vacuum Gauges

The Contractor shall install GFP vacuum gauges on each of the vacuum degassing tanks. Vacuum gauges shall be installed on the upper side coupling and shall be oriented to face outboard and be read horizontally.

3.12.3 Install Ball Valves

The Contractor shall install 1 inch ball valves on each of the vacuum degassing tank's lower side coupling. The valves shall be oriented vertically and the handle facing outboard.

3.12.4 Install Tank Strap

The tank straps shall be installed to a snug fit against the vacuum tanks.

There shall be no contact between the metal from the straps and the metal tanks.

3.12.5 Band Pads

The band pads shall be glued/taped to the side of the canisters using a product capable of affixing the two materials together. The temperature range for this shall be -20 degrees fahrenheit (F) to 100 degrees F.

3.13 BALL VALVE REINSTALLATION

The Contractor shall reinstall three (3) 2 inch ball valves as shown on drawing M-101. Reinstallation of ball valves shall be done after existing header pipes have been raised and extended, and vacuum system and vacuum degassing tanks installed.

3.14 FIELD QUALITY CONTROL

3.14.1 Hydrostatic Tests

3.14.1.1 Exposed Piping

Hydrostatic testing shall be conducted in accordance with ASME B31.3.

Piping systems shall be tested under normal service conditions to

SECTION 40 05 13.00 28 Page 13 demonstrate compliance. The test pressure shall not be less than 1.5 times the design pressure. Water shall be used as the hydrostatic test fluid.

Provide clean test water of such quality to prevent corrosion of the piping system materials. Air release vents shall be opened at all high points of the piping system in order to purge air pockets while the piping system is filling.

a. For rigid piping hydrostatic testing, the maximum test pressure shall be calculated according to ASME B31.3, but shall not exceed the yield strength of the piping system. The maximum velocity during filling shall be 0.25 fps applied over full area of pipe. Test all parts of the piping system. The hydrostatic test pressure shall be maintained continuously for 30 minutes minimum and for such additional time as necessary to conduct examinations for leakage. All joints and connections shall be examined for leakage. The piping system, exclusive of possible localized instances at pump or valve packing, shall show no visual evidence of leaking. Correct visible leakage and retest. Unless otherwise directed by the Contracting Officer, the piping system shall be emptied of water after leaks are repaired.

b. For metallic piping with a non-metallic liner hydrostatic testing, the maximum test pressure shall be calculated according to ASME B31.3, but shall not exceed 1.5 times the maximum pressure rating of the lowest rated component in the piping system. The maximum velocity during filling shall be 0.25 fps applied over full area of pipe. The system shall be initially pressurized to 50 percent of the normal service conditions and inspected. Any leaks shall be repaired by the Contractor. The system shall then be pressurized to the test pressure. Small amounts of water shall be added as required on a hourly basis for a maximum of 3 hours in order to maintain the test pressure. After 4 hours, the test pressure shall be lowered by 10.2 psi. If the hydrostatic pressure remains steady for 1 hour, then no leakage is indicated. Inspect for leaks, repair and retest if necessary. The piping system shall be allowed to relax for 8 hours before retesting.

3.14.1.2 Time for Making Test

Tests for above ground pressure piping shall be conducted after the piping has been completely installed, including all supports, hangers, and anchors, and inspected for proper installation.

3.14.2 Pipe Leakage Tests

Unless approved by the Contracting Officer, leakage testing shall be conducted after the pressure tests have been satisfactorily completed. The duration of each leakage test shall be at least 2 hours, and during the test the piping shall be subjected to not less than the pressure required by ASME B31.3. Leakage is defined as the quantity of the test liquid, water, that is supplied to the piping system, or any valved or approved section thereof, in order to maintain pressure within 5 psi of the specified leakage test pressure after the piping has been filled with the test liquid and all air is expelled. No piping installation will be accepted if leakage exceeds the allowable leakage determined by the following formula:

N = number of joints in the length of piping tested D = nominal pipe diameter, inches P = average test pressure during the test, psig.

Should any test disclose leakage greater than that allowed, the leaks shall be located and repaired until the leakage is within the specified allowance, without additional cost.

3.14.3 Valve Testing

Submit copies of all field test reports within 24 hours of the completion of the test. Valves may either be tested while testing pipelines, or as a separate step. It shall be demonstrated that valves open and close smoothly with operating pressure on one side and atmospheric pressure on the other, and in both directions for two-way valve applications.

3.15 FINAL CLEANING

3.15.1 Interim Cleaning

Prevent the accumulation of weld rod, weld spatter, pipe cuttings and filings, gravel, cleaning rags, and other foreign material within piping sections during fabrication. The piping shall be examined to assure removal of these and other foreign objects prior to assembly and installation.

3.15.2 Flushing

Following assembly and testing, and prior to final acceptance, piping systems shall be flushed with water to remove accumulated construction debris and other foreign matter. The piping shall be flushed until all foreign matter is removed from the pipeline. Provide all hoses, temporary pipes, and other items as required to properly dispose of flushing water without damage to adjacent properties. The minimum flushing velocity shall be 2.5 fps. For large diameter pipe where it is impractical to flush the pipe at the minimum flushing velocity, the pipeline shall be cleaned in-place from the inside by brushing and sweeping, then flushing the pipeline at a lower velocity. Cone strainers shall be installed in the flushing connections of attached equipment and left in place until cleaning is completed. Accumulated debris shall be removed through drains, or by removing spools or valves.
