About this file
This is a Contracting Officer (KO) Brand-Name Justification document for a federal procurement action.
The U.S. Army Corps of Engineers, Vicksburg District Contracting Office is procuring one (1) Generac Industrial diesel engine-driven generator set with a turbocharged/aftercooled 6-cylinder 6.7L engine to replace aging equipment and maintain mission readiness at the Enid Lake Field Office. The contractor must provide all labor, tools, equipment, transportation, parts, materials, and incidentals necessary for purchase and installation within 18 weeks of contract award. Delivery will occur at Enid Lake Field Office, 264 County Road 39, Enid, MS 38927. The North American Industry Classification System Code is 335312 (Motor and Generator Manufacturing) with a small business size standard of 1,250 employees.
The justification for the brand-name restriction cites compatibility with existing Generac equipment inventory, proven durability under rigorous operational demands, quality and warranty considerations, and accessibility to local dealership services. Market research determined capability exists among Equipment Master BPA Holders. Two quotes were received but priced unreasonably above the Independent Government Estimate. The agency determined that soliciting this requirement as a 100% Small Business Set Aside on SAM.gov will maximize competition while meeting the brand requirement. The Technical POC (David Sparks) and Contracting Officer (Dustin G. Cannada) have certified and approved the justification in accordance with RFO 12.102(a).
