The amendment incorporates an updated Scope of Work (SOW) for the overhaul of four Caterpillar C32 marine generator set engines at the Mat Sinking Unit in Vicksburg, Mississippi. Work must be completed by July 31, 2026, at 2577 Haining Road, Vicksburg, MS 39183. The contractor must perform inframe overhauls on four gensets: two on Mooring Barge 7403 requiring top end overhauls with rear main seal replacement (Serial numbers G2M00081 and G2M00082), and two on Matboat 4801 requiring major overhauls (Serial numbers G2M00292 and G2M00293). All work must follow Caterpillar C32 maintenance manual specifications, use OEM or Caterpillar-reconditioned parts with minimum one-year factory warranties, and be performed by Caterpillar-certified technicians. Load bank testing is required for all four gensets upon completion.
The SOW includes detailed parts lists for each overhaul type and specifies inspection and replacement requirements for components including fuel injectors, cylinder heads, turbochargers, seals, gaskets, and filtration systems. Contractor personnel will access the vessels at Vicksburg harbor USACE property and may utilize USACE crane assistance for moving parts into engine rooms. Payment is issued only upon completion of work, with invoices sent to CEFC-B4invoices@usace.army.mil and Nathanael.j.jabour@usace.army.mil. Comprehensive security requirements apply to all contract personnel, including DoD/Army security training completion within 30 days of award, E-Verify employment eligibility verification, physical access control compliance, suspicious activity reporting training, and pre-approval for any non-U.S. citizens. The contracting officer is Dustin G. Cannada, with contracting inquiries directed to Judy Huell at judy.m.huell@usace.army.mil or 601-631-5829.
