About this file

This is a Performance Work Statement (PWS) section detailing excavation and backfill requirements for a federal construction project identified as W912EE26BA001, issued by the U.S. Army Corps of Engineers (USACE). The document specifies technical standards and execution procedures for earthwork activities at a waterway and bank stabilization project.

The specification requires contractors to excavate materials and prepare foundations for backfill in accordance with prescribed standards, utilizing earth obtained from required excavation that is free from organic matter, debris, frozen materials, and wood larger than one foot in length with cross-sectional area exceeding four square inches. Backfill placement must occur in layers with initial layers not exceeding six inches and subsequent layers not exceeding twelve inches in thickness, with each layer compacted to a density equal to adjoining undisturbed materials. Reference standards include ASTM D1556, D2167, D2487, D6938, and D698 for soil classification, density testing, and compaction characteristics. Contractors must submit representative soil samples for each material type to determine classification, maximum dry density, and optimum moisture content. Excavated materials in excess of backfill requirements may be disposed of through placement on adjacent levees, spreading in low-lying areas, or commercial disposal sources, with contractor notification to the Contracting Officer required at least seven days before removal. Foundation surfaces receiving backfill must be broken to a depth of six inches immediately prior to placement and maintained in a drained condition throughout construction.

1.2 SUBMITTALS

Government approval is required for all submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

SD-04 Samples

The Contractor shall take at least one representative sample of each type of material that will be used for backfill and embankment at each site to determine soil classification, the maximum dry density and optimum moisture content for each representative sample.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 Backfill

2.1.1.1 General

SECTION 31 23 03.00 09 Page 2

The backfill shall be constructed of earth obtained from the required excavation that is free from unsuitable and frozen materials as defined in paragraphs UNSUITABLE MATERIALS and FROZEN MATERIALS. suitable and obtained from required excavations and/or furnished by the Contractor from off-site sources at no additional cost to the Government . Excavation of materials for use in the construction of backfill shall be conducted so as to segregate materials of different character in accordance with suitability of placement in the various parts of the work as described and as shown.

2.1.1.2 Unsuitable Materials

Materials which are classified as unsuitable for backfill are defined as masses of organic matter, sticks, branches, roots, and other debris.

Isolated pieces of wood will not be considered objectionable in the backfill provided their length does not exceed 1 foot, their cross-sectional area is less than 4 square inches, and they are distributed throughout the fill. However, not more than one half of 1 percent (by volume) of wood smaller than objectionable size may be contained in each in-place cubic yard of the closure section. Pockets and/or zones of wood shall not be placed in the backfill.

2.1.1.3 Frozen Materials

Under no circumstances shall frozen earth, snow, or ice be placed in any required embankment.

PART 3 EXECUTION

3.1 EXCAVATION

3.1.1 General

Excavation shall consist of removal of material in preparing the foundation to the lines and grade shown on the drawings. Backfill shall be placed as specified in paragraph PLACEMENT, subparagraph BACKFILL.

Excavated materials shall be disposed of as specified in paragraph

DISPOSAL OF EXCAVATED MATERIALS.

3.1.2 Excavation For Stone

Where indicated on the drawings, the natural ground shall be excavated to provide for placement of stone. The finished grade shall conform to the prescribed grade within the limits of plus or minus 6 inches, and shall present a neat, smooth surface, free from all obstructions.

3.1.3 Disposal of Excavated Materials

Excavated materials in excess of that required for backfill shall be disposed of at the Contractors option, by placing on adjacent levees located behind top bank, spreading out evenly in low lying areas and sloped to drain, or hauled off to a commercial disposal source. If excess excavated material is placed on adjacent property, the Contractor shall obtain additional rights-of-way for such purposes, without cost to the Government and in accordance with Section 01 00 00.00 09 GENERAL CONTRACT REQUIRMENTS, paragraph RIGHTS-OF-WAY. Such material shall be placed as not to interfere with roads, drainage, project design, and in such a manner to eliminate the possibility of its entering into channels, ditches, or

SECTION 31 23 03.00 09 Page 3 streams. Material shall be compacted to a density at least equal to that of the adjoining undisturbed materials. Not less than 7 days before removing excess excavated materials, the Contractor shall notify, in writing, the Contracting Officer of all proposed disposal methods and /or the proposed commercial disposal source. The Contracting Officer has the right to approve or disapprove the disposal methods and/or the proposed commercial disposal source. No separate payment will be made for a commercial disposal source.

3.1.3.1 Disposal of Discarded Materials

Discarded material other than those which can be included in the solid waste category shall be disposed of as specified in paragraph EXCAVATION, subparagraph DISPOSAL OF EXCAVATED MATERIALS, above.

3.1.4 Stockpiling of Material

Stockpiles of materials temporarily stored for later use shall be located in approved areas. Stockpiled material shall have a maximum height not to exceed 10 feet, shall have end and side slopes not steeper than 1V on 2H.

The surfaces of all stockpiles shall be sloped to readily drain and sealed by compacting. Excavation from stockpiles shall be made so as to maintain drainage at all times. No stockpiled material shall be placed within 50 feet of top bank of channel excavation or structure excavation. Excavated materials used as backfill shall either be placed directly therein or stockpiled and subsequently used in the backfill.

3.2 FOUNDATION PREPARATION

Immediately prior to the placement of backfill the entire surface on or against which backfill is to be placed shall be thoroughly broken to a depth of 6 inches. If for any cause this broken surface or other surface that is to receive backfill becomes compacted in such a manner that a plane of seepage or weakness might be induced, it shall again be thoroughly broken before the depositing of material thereon, at no additional cost to the Government. The foundation receiving backfill and all partially completed backfill shall be kept thoroughly drained. No backfill shall be placed on any part of the foundation until such areas have been inspected and approved.

3.3 PLACEMENT

3.3.1 General

Backfill shall consist of the placement of material in channel side slopes and any other area where filling is required to obtain the lines and grades as shown on the drawings.

3.3.2 Backfill

Backfill shall consist of the refill of approved suitable material of material from required excavation. The materials shall be placed or spread in layers, the first layer not more than 6 inches in thickness and the succeeding layers not more than 12 inches in thickness prior to compaction. Each layer shall be compacted to a density at least equal to that of the adjoining undisturbed materials. Layers shall slope to provide satisfactory drainage during construction.
