About this file

This document is an Industry Day announcement for the Arkabutla Dam Modification project by the U.S. Army Corps of Engineers, Vicksburg District. The solicitation is classified under NAICS code 237990 for Other Heavy and Civil Engineering Construction, with contract number W912EE25S0017. The document presents 12 technical questions for potential contractors to address, focusing on construction capabilities, project approach, and technical challenges related to dam modification work.

Key technical areas of inquiry include the contractor's experience with similar projects, self-performance versus subcontracting plans, potential construction challenges, cofferdam construction approaches, intake structure modifications, concrete placement strategies, and steel liner versus formed concrete considerations. The project requires approximately 20,000 cubic yards of concrete and involves complex engineering tasks such as control tower excavation, outlet works replacement, embankment work, and transitioning from a tri-furcated intake structure to a single conduit. The Army Corps is seeking detailed input on project feasibility, potential optimization strategies, and anticipated challenges from interested industry participants.

W912EE25S0017 Industry Day – Arkabutla Dam Modification NAICS – 237990 – Other Heavy and Civil Engineering Construction

TECHNICAL QUESTIONS:

1. Describe similar construction projects and experience you have that demonstrates your capabilities to successfully perform the work required in this contract.

2. What features of work would you self-perform and what features of work would you subcontract out?

3. Do you see any issue the period of performance required to complete the work? Do you think multi-shift work will be required?

4. Do you foresee any equipment or access limitations in performing the cofferdam construction?

Replacing outlet works? Embankment work?

5. Construction of the upstream cofferdam for the control tower excavation is one of the first critical path elements required for completion. A staged cofferdam construction approach is shown in the plans to allow work on the main cofferdam to proceed in the event of high water. Do you have any concerns, alternatives, or optimizations for this approach?

6. Do you have constructability concerns in forming a transition from a tri-furcated intake structure to a single conduit. See main announcement Figures 4 and 5 for additional intake tower and conduit figures.

7. What are the advantages or disadvantages for using the steel liner vs formed concrete for the conduit?

8. With a project of this size and scope would you have any interest in an early contractor involvement type of acquisition?

9. This project will need approximately 20,000 cubic yards of concrete. Are there advantages to an on-site batch plant vs hauling concrete to the site?

10. What is the availability and lead times for steel fabrication for gates and steel liner of the size required for this project?

11. How would you look to optimize the sequence of work for the project?

12. What do you foresee as the biggest challenges for completing this project?
