SCOPE
• Pilots that routinely traverse the Mississippi River have contacted the Army Corps of Engineers over concerns about the tight bend at Togo Island. The tightness of the bend paired with high flow velocities has led to navigation issues, especially during low water events.
• To resolve these issues, four bendway weirs are being placed in the middle of the bend. They will tie into the revetment currently armoring the right descending bank and extending to the end at the left descending bank sandbar at a 1V:5H slope.
• This will increase the navigable width of the bend by promoting scour along the sand bar in the left descending bank.

Phase II
SCOPE CONT.
• Anticipating placing stone in depths between 100 to 140 ft, depending on river stages
• Due to the challenging nature of placing stone in such depths, acceptable construction tolerances have been defined as follow:
• The “minimum” weir must have a 20 ft crown, 1V:1.5H side slopes, and 1 ft below the design grade.
• The “maximum” weir can have a 30 ft crown, 1V:1.5H side slopes, and 1 ft below the design grade OR have a 20 ft crown, 1V:1.5H side slopes, and 3 ft above the design grade.
• Any section that is between the “maximum” and “minimum” section is acceptable.

Phase II: 325,200 tons
SURVEYS
• The project design is based on August 2022 surveys. Site conditions are expected to have changed since the surveys were taken.
• All required surveys shall be conducted using multibeam technology.
• Initial Surveys:
The Contractor shall survey the river, bank to bank, starting at river mile 415 and ending at river mile 413. The Contractor shall provide volumes and quantity estimates for each weir to the contracting officer representative no later than 7 days before work commences on each work phase. The survey shall be taken no more than 14 days before work commences on each work phase unless otherwise approved by the COR.
Forthcoming amendment to revise survey requirements with this language.
SURVEYS CONT.
• Compliance Surveys:
Survey profiles and cross-sections shall be taken and plotted of the completed stone placement daily or as directed by the Government Quality Assurance Representative.
• Monitor Surveys:
Once stone placement has begun, additional monitor surveys shall be taken of the next or subsequent weir if stone placement of the next or subsequent site begins more than 14 days after the initial surveys in paragraph "INITIAL SURVEYS".
• Final Surveys:
Final surveys will function as the As-Builts for this project. The Contractor shall survey the river, bank to bank, starting at river mile 415 and ending at river mile 413. The Contractor shall provide survey profiles and cross-sections no later than 7 days of completion of each site and submitted for approval.
Forthcoming amendment to revise survey requirements this language.
ORDER OF WORK
SECTIONS 01 00 00.00 09 – 1.8 & 35 31 25 – 3.4
1. The bendway weirs shall be completed to full grade and section by placing stone in lifts. The first lift
(Phase I) shall be placed to -40 LWRP (EL. 0 ft), and the second lift (Phase II) shall be to the final design grade to -20 LWRP (EL. 20 ft).
2. Each lift shall be carried the entire length specified, and low areas and gaps shall be brought to the desired elevation before proceeding with the next lift.
ORDER AND ACCEPTANCE OF WORK
ACCEPTANCE OF COMPLETED WORK
SECTION 01 00 00.00 09 – 1.32
1.Work shall be accepted upon satisfactory completion of each bendway weir based on final surveys at the completion of each phase as defined by the plans and specifications.
ORDER AND ACCEPTANCE OF WORK CONT.
a.Multiple NTPs b.Production Rate
c. Navigation Traffic and Interagency Coordination d.Proposal Submission Requirements
CONSTRUCTION BRANCH REMARKS
• First NTP will be issued immediately after verification of bonds for the Contractor to begin production/procurement of stone.
• Commencement of work on site requires coordination between the Government and the
Contractor to mitigate navigation impacts during the peak harvest season of September 1 to
November 30.
• Second NTP will be mutually agreed upon between the Government and the Contractor based on the contractor’s accepted plan to mitigate impact to navigation. The second NTP will be issued no later than 1 December.
MULTIPLE NOTICE TO PROCEEDS (NTP)
• Contract duration is based on an average rate of 15,000 tons of stone placement per calendar day with additional 10 calendar days for mobilization and 10 calendar days for final cleanup.
• This production rate is based on the tonnage the Government expects a contractor to reasonably place at the site as well as lessen the overall time impact to navigation traffic.
Multiple weirs may be worked concurrently to meet this production rate.
PRODUCTION RATE
See Section 01 00 00.00 09 paragraphs 1.25 and 1.26
• River closures shall be between the hours of 6:00 AM and 6:00 PM.
• Queued tows shall be cleared during the 12-hour non-work period each day.
• When the queue is estimated to be more than 12 hours to clear, the KO may direct the Contractor’s operations be placed on standby until the queue is cleared. The standby time will be paid in accordance with the measurement and payment terms of the standby bid item for each hour of scheduled work delayed by this action. This is to accommodate river traffic only and is exclusive of other suspension of work considerations.
• The Contractor shall submit a River Traffic Management Plan describing in detail all phases of the Contractor’s proposed method of passing traffic at the site during construction operations.
NAVIGATION TRAFFIC AND INTERAGENCY COORDINATION
See Section 01 00 00.00 09 paragraphs 1.25 and 1.26
• The Contractor shall provide an approved Contact Pilot while construction operations are ongoing at the site. The Contact Pilot shall monitor, control, and direct traffic to facilitate the safe, timely, and optimum passage of river traffic.
• When the river is closed by the U.S. Coast Guard (USCG) at the project site, the Contact Pilot will be responsible for controlling, passing, or stopping river traffic.
• The Contact Pilot shall inform the QC to suspend operations if conditions are such that passage of traffic is found to be unsafe.
• At the end of each day’s operations, the Contact Pilot shall decide when it is safe for river traffic to resume as well as the priority for passing of river traffic. The Contact Pilot shall be responsible for issuing a “Security Broadcast” if river conditions warrant giving conditions and procedures for navigating this reach of river.
• The Contractor shall work with the USACE to communicate with the towing industry concerning delays to navigation.
NAVIGATION TRAFFIC AND INTERAGENCY COORDINATION CONT.
• Award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government based on the following evaluation factors.
Factor 1: Technical – Construction Approach Factor 2: Technical – Project Management Plan Factor 3: Past Performance Factor 4: Smal Business Participation Factor 5: Price
• Factors 1 and 2 will be evaluated based on the quality of the Offeror’s technical solution and risk associated with the technical approach.
• Factor 3 will be evaluated on the recency, relevancy, and the Government’s confidence based on the Offeror’s past performance.
• Factor 4 will be evaluated whether the proposal meets or does not meet the small business objectives.
• Factor 5 will be evaluated in accordance with firm fixed-price evaluation and overall price proposal evaluation.
