AMENDMENT 0006
This is the final amendment for solicitation W912EE22R0002. Proposals are due 18 May 2022, NLT 10:00 AM, CST. ALL Projnet Questions and Answeres are included as an attachment.
PROJNET QUESTIONS AND ANSWERS
The purpose of this amendment is to incorporate all ProjNet Inquiries and the Government’s Response.
Inquiry: May we use 11x17 page sizes for larger tables and graphics and have them count as 1 page?
Government Response: See Section L.2 for page size limitations.
Inquiry: Graphics and drawings have no text size limitation, outside of that they are legible. Can information included in tables also have reduced font sizes?
Government Response: Information included in tables can be reduced only to the extent legibility is not lost.
Inquiry: May we denote those pages outside of the page limits with a different page numbering (such as lowercase Roman Numerals), so it is easier for the government to see what is within the page limits for each volume?
Government Response: Yes
Inquiry: The Key Personnel listed here are the PM and Foreman; however, in C.8.1 (and later in this same section), there is the additional Key Personnel of Industrial Electrician. Would the government please confirm the Key Personnel positions for which we need resumes in our proposal?
Government Response: The Project Manager, Industrial Electrician, and Foremen are Key Personnel for this requirement.
Inquiry: For the staffing plan, we are required to show number of hours by period. What does the government define a 'period' to be, and does this definition of 'period' apply to all other documents of the solicitation?
Government Response: Period as it pertains to the number of hours per period in the staffing plan is amonth. The word period is used throughout the solicitation to represent various time periods. It cannot be assumed that all refer to months.
Inquiry: Due to the 50-page limit for all four sub-factors of Volume I, we respectfully request that the staffing plan of subfactor2 be allowed on an 11x17 page that counts as 1 page, or be allowable outside the page limits, since it must cover an entire year. We also ask that the same request applies to the org chart in sub-factor 3.
Government Response: Graphics, drawings, and information included in tables can be reduced only to the extent legibility is not lost.
Inquiry: At the end of the Management Plan sub-factor is a requirement to "describe proposed equipment, the proposed methods of information exchange between all levels of the offeror's organization and between his or her employees." When we see the word equipment, our minds immediately jump to equipment we use to convey information—like computers and their related equipment, cell phones, and bulletin boards. We ask that the government elaborate on what types of equipment descriptions it wants for this requirement.
Government Response: The words "proposed equipment" will be deleted from this paragraph.
Inquiry: The government asks us to provide specific equipment descriptions in "Attachment 5 – Contractor Required Equipment", yet there are no blanks for providing information. Does the government want us to recreate Attachment 5 in a table format and then provide the specific information requested within the "Item of Equipment" description, or does the government have a different form they want us to fill out for this information?
Government Response: The information requested in Section L.3.1.D must be provided.
Inquiry: The fourth sentence describing sub-factor 4 appears to have been cut off: "In addition, for each item." Would the government supply any information missing from this requirement?
Government Response: This will be deleted.
Inquiry: The following is a listed requirement in this section: "All vehicles and major equipment proposed shall be in excellent condition, with an expected service life of five years or more; or replaced in accordance with proposed replacement plans and the associated costs included in the offeror's proposal." The current sub-factor 4 requirements don't detail what is wanted for a "proposed replacement plan". Would the government provide more specific direction of what we need to present in an equipment replacement plan?
Government Response: The Government cannot assist with proposal preparation.
Inquiry: When describing the depreciation system that has "all factors and cost elements incorporated", does the direction from L.3, page 121 that "technical volumes should not include any price information" still apply--in other words, how does the government intend us to describe a depreciation plan with all cost elements incorporated without having any pricing (i.e., costs) information included in the proposal?
Government Response: The depreciation system must be described under the Technical factor.
Actual costs proposed for this contract must be calculated and shown in the Price/Cost proposal.
Inquiry: We noticed that certain solicitation sections reference blank forms in Section J, when no blank forms are included (we noticed this in sections H.10.3.2 (page 60), H.23.3 (page 67), and L.3.1.D (page 124)). We respectfully ask that the government review the solicitation to see what blank forms are mentioned in the solicitation and provide these blank forms, including the "Acquisition/Utilization Arrangement" form required for the proposal.
Government Response: Form 358-R is deleted and replaced with the Corps Safety Manual (EM-385-1-1) for current requirements for the Accident Prevention Program (See url for Appendix A https://www.publications.usace.army.mil/portals/76/publications/engineermanuals/em_385-1- 1.pdf ). Also, Clause 52.236-13 Alt I is incorporated. Post-Application Documentation Form: "as shown in Section J of this contract is deleted" and replace with "in an acceptable format as determined by the COR." Acquisition Utilization form – Included as Attachment 7
Inquiry: Since a separate "Acquisition/Utilization Arrangement" form will be required for each prospective supplier of equipment, we respectfully ask that any "Acquisition/Utilization Arrangement" form submitted as part of this proposal effort be outside of the page limits and submitted within an Appendix to Volume I.
Government Response: The page limitation is not increased.
Inquiry: The first line of this requirement seems to have been cut off so that one or more lines of text are missing between "review that accurately..." and "...more than five (5) contracts".
Would the government please review this requirement and supply any missing text?
Government Response: Will be corrected in amendment 0002
Inquiry: We respectfully ask that the government confirm that we are not expected to upload signed copies of any Amendment SF30s, and that merely noting the Amendment number and release date on the SF33 is sufficient.
Government Response: Amendments may be acknowledged on the cover page of Standard Form 33.
Inquiry: The government specifies that the cost breakdown should "address each contract year separately in the format shown in section L.5.2." One of the 'Parts' listed in L.5.2 is Section K
(Part 8); yet, Section K is also listed in L.5.b.5 as a submission there. Would the government confirm that Section K/Part 8 should be located in the PDF file of Volume III, that the duplicated Section K/Part 8 listed in L.5.2 should not be included in the Excel file for Volume III, and that the fully completed Section K should only be included once in the printed copies of the Volume III binders in the order designated in L.5.b.5?
Government Response: Section K shall be included in Volume III.
Inquiry: The definition of "major subcontractor" for past performance is "those intended to perform a critical contract function, and/or whose annual subcontract revenue is expected to exceed ten percent (10 %) of the anticipated prime contract revenue", while in L.4 and M.5.1.ii, "major subcontractor" for past performance is "defined as a Subcontractor responsible for 25% of more of the performance required." Which of these definitions apply to our past performance examples as a major subcontractor?
Government Response: This will be corrected in the amendment. A major Subcontractor is defined as a Subcontractor responsible for 25% of more of the performance required.
Inquiry: Partway down the page, there is a paragraph that is obviously cut off ("... compatibility with the work...". Would the government please provide all missing information to this paragraph?
Government Response: Partway down the page, there is a paragraph that is obviously cut off ("... compatibility with the work...". Would the government please provide all missing information to this paragraph?
Inquiry: That paragraph will be deleted.
Government Response: The evaluation criteria for this factor mentions that we will be rated more favorably if we identify effective lines of communication, responsibility, and interfaces "between management/supervisory and technical staffs, Government personnel, and other support contractors and customers..." What other customers does the government want to see our communication/responsibility/interfacing lines with?
Inquiry: Under the "relevancy" category for past performance evaluation, projects must be at least 70% complete in order to be considered relevant. Does this same percentage hold true in determining project recency, or can we submit past performances less than 70% complete?
Government Response: Section M is unchanged.
Inquiry: May offerors receive a copy of the MS PowerPoint presentation shown during the site visit?
Government Response: Yes, a PDF version will be attached.
Inquiry: Offerors were provided a Greenwood site visit route map. May offerors receive similar maps for Marks and Yazoo City field offices?
Government Response: A map was created to assist offerors in navigating to field visit locations. No field visits were scheduled in the Marks and Yazoo City areas, so no map was created. There are general maps of the areas in the attached presentation.
Inquiry: Would the Government please provide the current CBA for this contract?
Government Response: Forthcoming amendment
Inquiry: Section L.3.1.D references an Acquisition/ Utilization Arrangement form located in Section J. However, no form is provided in Section J. Would the Government please provide or clarify if an alternative, such as a letter from the equipment vendor, is sufficient?
Government Response: See inquiry 9700661
Inquiry: Since the Gov is asking for printed volumes, please allow 11x17 for cost proposals to make it easier for Government reviewers and to significantly decrease the number of pages in the cost volume.
Government Response: See inquiry 9700625
Inquiry: If 11x17 pages are not allowed, as they are not mentions in the section the government referenced in the last question about page sizes, will landscaped 8.5x11 pages be acceptable for tables and graphics?
Government Response: See inquiry ID #9700625
Inquiry: The government references Attachment 6 for completing the Staffing Plan, yet Attachment 6 doesn't give the option to show a breakout of hours by month, a requirement described in this section. Does the government require us to follow the table format of Attachment 6 exactly as it appears, or may we modify it to provide more specific information, i.e., hours and personnel numbers by month?
Government Response: Attachment 6 is just an example of a staffing plan
Inquiry: In addition to blank forms not being present (which was asked in a previous question), there is at least one form that is also missing: Attachment J-0200000-06, the list of Government- Furnished Vehicles and Equipment. Would the government please review the PWS to ensure that all referenced information forms are also provided in Amendment 2, including Attachment J- 0200000-06?
Government Response: Attachment J-0200000-06 does not exist.
Inquiry: Attachment 7 Acquisition Form is not available/visible on SAM. Please advise.
Government Response: Amendment forthcoming.
Inquiry: Since the government is asking for accounting system audits for all team members, does the government also want DCAA/DCMA audited or negotiated indirect cost rates, Forward Pricing Rate Agreements, Forward Pricing Rate Recommendations, or other factors from every team member--or just the Prime?
Government Response: Please see L.5 number 3
Inquiry: Is the DCAA/DCMA rates information asked for in L.5.b.4 optional, meaning that offerors or their team members will not be penalized if there is no information submitted for this requirement?
Government Response: Provide any DCAA/DCMA audited or negotiated indirect cost rates, Forward Pricing Rate Agreements, Forward Pricing Rate Recommendations, or other factors.
Inquiry: For purposes of the cost proposal, is the Government classifying spreadsheets as tables and therefore exempt from the 12pt Times New Roman font requirement?
Government Response: See Inquiry ID: 9700640
Inquiry: Would the Government please clarify if position descriptions are considered resumes and exempt from page count?
Government Response: Position descriptions are not considered resumes
Inquiry: In section L.6.2 of the RFP it states that "Equipment costs shall consist of the Contractor's proposed costs for vehicles, mowers, tractors, computers, printers, office phones, cellular phones, office machines, furniture, office equipment, utility trailers, trimmers, and other equipment furnished by the Contractor per facility location." But attachment 3 has listed some of these items. Will the government please provide a clear list of what is Government Provided and what is not provided?
Government Response: Any equipment listed will not be guaranteed to be there for the duration, and we may add to the list at any time during the contract. It will only be a "snapshot" of what we have on hand at this time.
Inquiry: Item 0004 - Will this include complete floor maintenance? if yes, what is the approx.
square footage of all locations.
Government Response: The fixed price requirement for janitorial services only applies to the main building at the Greenwood Area Office, which is approximately 4,200 square feet. The scope of what's required for that service is detailed in the contract documents.
