About this file

This asbestos inspection report documents testing conducted at six buildings owned by the U.S. Army Corps of Engineers Engineering Research and Development Center in Vicksburg, Mississippi. Samples were collected from the buildings and tested, with eight materials testing positive for asbestos. These included white joint compound on HVAC ducts, various colors of floor tile and mastic, and sprayed fireproofing. Recommendations include encapsulating or abating flooring materials, noting joint compound in maintenance plans, and encapsulating and monitoring fireproofing. The report provides the inspection results to inform an upcoming federal contract opportunity to replace the roof on Building 6000, as issued by the Department of the Army Corps of Engineers Engineering District Vicksburg. The solicitation was posted on October 7, 2022 and involves engineering and construction services at the specified buildings.

Adam:

You have requested our services for an asbestos inspection for the property mentioned above. We visited the above mentioned site on April

13th 2021 to inspect for ACM (asbestos containing material). In all, we collected 49 samples and had them analyzed by an accredited laboratory. Of the analyzed samples, 8 homogeneous samples tested positive for asbestos by way of phase light microscopy. This conclusion is based upon the

Environmental Protection Agency (EPA) definition of an ACM material as a material composed of “…greater than 1% asbestos.”

The following page contains a chain of custody with a list of samples that were taken as suspect ACBM:

List of identified ACM materials white compound on HVAC duct seam

12x12 green floor tile and black mastic (found in various locations throughout buildings)

Black mastic found in building 6008 (also, other various locations from previous removals of flooring)

9x9 floor tile and black mastic found throughout bldg. 6000

Black mastic underneath newer 12x12 floor tile and yellow mastic in building 6000.

Spray on fire proofing in building 6000.

Recommendations

All the flooring (and flooring mastic) that tested positive throughout buildings was in overall good condition. The VCT flooring is a category I/ non-friable asbestos containing material, which poses a minimal concern as far as fiber release. This material can be abated or encapsulated.

The white joint compound found on the HVAC ducts is a friable material in small quantities. This should be noted in a maintenance plan, for anyone that could potentially be in contact with this material during possible repairs.

The fire proofing material in bldg. 6000 is a friable material and should be encapsulated and routinely monitored. This material appeared to be in good condition and most of it was encapsulated by way of a drop ceiling.

If any of these materials are to be disturbed during a renovation or demolition, a ten-day notification should be submitted to the state and a certified asbestos contractor needs to be hired to safely abate (remove) these materials. Have a third-party consultant to perform oversight supervision to monitor the air quality and performance throughout the abatement of these materials.

Should you have any questions or concerns please contact me.

Thanks for the opportunity to serve you.
