About this file
This document is an amendment to a federal solicitation requesting quotes for the supply and installation of new gantry crane drives. The U.S. Army Corps of Engineers, Vicksburg District is seeking to replace the existing drives for three drives on each of four gantry cranes onboard Matboat 4801, for a total of twelve new drives. The amendment extends the response deadline to March 15, 2021 at 4:00 PM Central Time, and schedules a second site visit for interested parties on March 12, 2021. It also attaches questions and answers from an online forum to provide additional details on motor specifications, equipment handling logistics, installation schedules, and COVID-19 safety protocols for site visits. Offerors are advised to inspect the site and develop their own installation plans and schedules accordingly. Award timing is not definitive but will be made as soon as possible after quote submission.

Q and A from ProjNet.org
Project: Supply and Installation of Gantry Crane Drives
Q1: We would like to know the Horse Power specifications for the hoist, trolley, and gantry motor drives.
A1: The AC motor that turns the DC generators is 100 horsepower.
Q2: Who is the manufacture of the specified crane system and who currently service the cranes and their
POC?
A2: American Monorail is the manufacturer. The USACE maintenance crew provides maintenance.
Q3: We would like to propose a new offer due date of March 12, 2021 at 4:00pm CST. Our company has a rigorous risk review process that must be passed in order to quote and it will not be possible to get past until after this due date. We also have several other questions.
A3: The due date is hereby extended to 15 March 2021 (previously extended to 12 March) at 4:00 pm CST.
Amendment 1 to W912EE21Q0021 is posted on the Contract Opportunities website.
Q4: We have concerns about how to safely get the new drive modules to the aisles in front of the existing drives cabinets. Will the barge be docked in such a way that a boom truck, Lull or such device could lift them to the platform without having equipment on the barge itself. We feel it could be unsafe to try and handle them up the existing ladders.
A4: The drives will be replaced while the Mat Sinking Unit is in the harbor. It will be docked and will provide a telehandler or crane as needed to lift. The Mat Sinking Unit has an overhead crane in the vessel that could lift the material.
Q5: What is the installation schedule?
A5: Please refer to Section G of Solicitation W912EE21Q0021 that states the delivery date of 11 June 2021.
USACE is not providing an installation schedule. Please also refer to Section H that lists proposal requirements including a project schedule and installation plan provided by the Offeror.
Q6: Will the cranes be upgraded one at a time, or will all 4 will be done at the same time?
A6: Please refer to Section H, page 10 of Solicitation W912EE21Q0021. The Offeror shall provide an
Installation and Commissioning Plan. USACE is able to accommodate simultaneous crane upgrades or one at a time.
Q7: What are the targeted outage dates and duration?
A7: The cranes will be down from the second week of March until the end of June. This is the reason for the requested install completion date of June 11.
Q8: It would be very crowded on the barge if we need multiple crews, and if the outage duration is short, we would need to go around the clock. Would the barge be in a lighted area for 24 hour working?
A8: The Mat Sinking Unit is able to provide 24-hour lighting and personnel to be present if necessary.
Q9: Will ACOE store shipped equipment and deliver it to drive cabinet area for ABB to install?
A9: Yes.
Q10: These are typically longer lead time special drives. When will an order be issued to the successful bidder? We need to determine if the timing can be met.
A10: The award will be made as soon as possible. A specific award date is not currently available.
SITE VISIT: A second site visit is scheduled for:
Friday 12 March 2021
9:00 AM Central Time

4:00 PM CT.
The site visit Point of Contact is Molly O’Keefe. Contact Ms. O’Keefe by email before the deadline above at molly.okeefe@usace.army.mil to confirm registration for up to two individuals per company. Offerors are encouraged to attend and inspect the site where the crane drives are to be supplied and installed to satisfy themselves regarding all general conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
NOTE: All site visit participants must wear a mask for the duration of the visit that covers the nose and mouth and that comports with all current guidance from the CDC. This is in accordance with Executive
Order 13991, "Protecting the Federal Workforce and Requiring Mask-Wearing," January 20, 2021.
NOTE: To participate in the site visit and enter the Mat Sinking Unit, a COVID-19 test will be required.
This test will be administered on site by a medical professional to all attendees prior to entering the unit.
Current Mat Sinking Unit policy requires all individuals who enter the unit to receive a negative COVID-
19 test. Should a test result come back positive, the test result recipient will not be allowed to enter the Mat
Sinking Unit.
Offerors shall not solicit advice or assistance from any Government employee pertaining to proposal preparation, scope, or content during the site visit.
