The Contractor shall furnish all necessary personnel, materials, supplies, accessories, and equipment, except as otherwise specified herein, to operate, maintain, repair, and inspect one (1) Government-owned Gulfstream G-IV/C-20H aircraft, and one (1) Government-owned hangar facility, located at the Vicksburg- Tallulah Regional Airport (TVR), Mound, Louisiana. The G-IV will be operated and maintained in accordance with applicable Federal Aviation Regulations (FAR) for the particular category and class of aircraft and these specifications. The G-IV currently operates under Subpart F of Federal Aviation Regulations Part 91.
C.2. Description of Flight Operations.
C.2.1. Base of Operations. The G-IV's home base is currently the Mississippi River Commission (MRC) hangar at the Vicksburg-Tallulah Regional Airport (TVR), at Mound, Louisiana. The Government owner and operator of the G-IV is the Mississippi Valley Division/Mississippi River Commission (MVD/MRC) of the U.S. Army Corps of Engineers.
C.2.2. Operations Manuals. The Contractor shall develop a "Flight Operations Manual", “Ground Operations Manual”, and a “Mishap Prevention Program” (including a “BASH Plan”, “MACA Plan”, and “Mishap Response Plan”), within 30 days of contract award. These Contractor developed manuals will follow all of the guidance in the Defense Contract Management Agency (DCMA) Instruction DCMA-INST-8210-1C-Change1 Contractor Flight and Ground Operations. The DCMA instructions that is current on the date of contract award will be used. The DCMA-INST-8210-1C is synonymous with Army Regulation AR95-20 Contractor Flight and Ground Operations.
Reference to DCMA-INST-8210-1C and AR95-20 may be used interchangeably as those titles reference the same document. All Contractor Flight and Ground procedures and processes required by the DCMA-INST-8210-1C will be covered in the written Contractor manuals. The specific required procedures are found in chapters 3, 4, 5, 6 and attachment 10, of the DCMA-INST-8210-1C. In addition to the DCMA-INST-8210-1C requirements, the Contractor shall develop a “RVSM Operations” and “OCONUS Operations” detailing procedures to be used when transiting OCONUS locations or flying in RVSM airspace. All of the written procedures required by the DCMA- 8210-1C and this paragraph will be submitted for written approval by the Government Flight Representative (GFR) within 30 days from contract award. Flight operations are prohibited until the GFR gives written approval of the submitted Operations Manuals. Any inconsistencies between the terms of this contract and the Operations Manuals will be resolved by the Contracting Officer, and a written determination furnished to the Contractor. The Operations Manuals and any subsequent revisions will be a part of this contract.
C.2.3. Annual Flight Hours. The G-IV is operated on an average of approximately 300 flight hours per year. The Government, however, does not guarantee any specific number of flight hours per year. It is estimated that 30 to 60 days during a one-year period are spent away from home base, requiring lodging, transportation and subsistence expense.
C.2.4. Geographical Area of Operations. The G-IV generally operates within the continental United States; with a majority of its flights confined to an eleven-state area in the Mississippi River valley of the United States.
Occasionally, missions are required outside the continental United States of America.
C.2.5. Government Furnished Facilities and Equipment. Office space for five (5) operating personnel is provided at the current hangar location. These specifications make available to the Contractor as Government-furnished Equipment (GFE), various spare parts, certain ground support equipment, towing tractors, ground power unit (GPU), bench power equipment, and general small office equipment. The government will also furnish two dedicated government laptops and one color duplexing printer, to be attached to a government provided internet connection, for accessing government and military websites and applications. The government will also provide a minimum of five desktop telephone handsets. These specific GFE items are listed on a property list that is attached to these specifications. The Contractor is responsible for maintaining accountability of all Government Equipment. This will be verified by an annual inventory check conducted by the COR.
C.2.6. Contractor Provided Equipment. The contractor shall be responsible for providing at least four (4) general purpose office laptops for use in general office work, maintenance work, and flight planning. The laptops must include either a built in Common Access Card (CAC) reader or have an external reader provided along with each laptop. The laptops will be connected to commercial internet service, provided under government furnished utilities, and not the government provided internet connection used to access government systems. The contractor will also provide at least two (2) color duplexing printers to be used for general office work, maintenance operations, and for flight planning. Supplies for the printers, such as ink cartridges, toner, etc. will be a reimbursable expense.
C.2.7. Airport Regulations. The Contractor shall comply with all TVR airport rules and regulations and shall maintain a current copy of such rules and regulations, and have them posted within the home base hangar.
C.2.8. Flight Crew Duty Time. The crew duty period begins one hour before an individual reports for work (either flight or administrative duties) and ends when the engines are stopped at the end of a mission or series of missions.
When flying support flights in dual-piloted aircraft with an operative autopilot installed and used, the maximum crew duty period may be 16 consecutive hours. The crew rest period is the nonworking period immediately preceding the crew duty period. This period will be a minimum of 12 hours with at least 8 hours allowed for uninterrupted sleep. Most daily trips will depart between 6-8 a.m. and return between 3-5 p.m.
C.2.9. Maintenance Crew Duty Time. The Contractor shall establish and manage a work schedule for the maintenance personnel which will provide a duty schedule in agreement with applicable labor law requirements.
The schedule will include time for performing the maintenance work described elsewhere, the pre-flight checkout of the aircraft, and the post-flight checkout as may be needed. Reimbursement to the Contractor for any maintenance work which would require overtime pay will be made only if approval of the Contracting Officer has been obtained prior to performance of the work. At least one crew member (mechanic or pilot) shall be at the home base hangar between the hours of 8:00 a.m. and 4:30 p.m. each day, Monday through Friday, unless prior approval has been obtained from the Contractor Officer or their designated representative.
C.2.10. Crew Response Time. The Contractor shall be prepared to respond to scheduled flights with a prior notice of 24 hours over normal business days. Additionally, the Contractor shall be able to implement a reserve “short call” program with a three hour call out for operations under contingency / emergency operations. The reserve short call program will follow the guidance, crew duty limitations, and crew rest requirements, found under FAR Part 117.
The Chief Pilot will normally coordinate with the Government Flight Representative to initiate these procedures in response to developing contingencies such as hurricanes, floods, and other natural disasters. The Contractor shall equip the flight crew with cellular telephones so that the Contracting Officer or their designated representative may contact the Chief Pilot or crew member on call at any time. The Contractor shall be responsible for the expense of these cellular telephones.
C.3. General Responsibilities.
C.3.1. It is the Contractor's direct responsibility to maintain the Government-furnished aircraft in an airworthy condition. All repairs, overhauls, and alterations to the aircraft must be made in accordance with the standards set forth in Federal Aviation Regulation Regulations, Part 43. This covers both materials and procedures. The manufacturer's maintenance instructions are considered Federal Aviation Administration (FAA) acceptable methods.
Compliance with Airworthiness Directives (ADs) is mandatory. The Contractor should also be aware that Federal Aviation Regulation 91.9 requires that an approved flight manual be available when operating the aircraft, and Federal Aviation Regulation 91.405 requires that defects found in the aircraft be repaired between required inspections.
C.3.2. The Contractor shall give precedence to any work that may be ordered under this contract, and to schedule work for others in such a manner as to accomplish the work ordered hereunder without undue delay. The contractor shall maintain the aircraft in such a manner that it is mission capable at least 85% of the time.
C.3.3. The Contractor shall follow all OSHA guidelines and standards while performing aircraft maintenance and / or working in the government furnished facility. The following areas will be inspected for compliance by a government contract safety specialist: Fall Protection, Hazard Material Handling and Storage, Machine Guarding, Ladder Safety, Personal Protective Equipment, Fire Safety and Prevention (including applicable NFPA standards), General House Keeping, Electrical Safety, Arc Flash Protection, Industrial Hygiene, Hearing Protection Program, Walking and Working Surfaces, Lock Out Tag Out Program, Confined Space Program, Hand Portable Power Tools, Powered Lifts and Hoists, Material Handling Equipment, Welding-Cutting-Brazing, Compressed Gas and Compressed Air Equipment, Emergency Evacuation Procedures, Emergency Eyewash Equipment, Emergency Medical Response, and Weather Safety and Response Planning.
C.4. Contractor Qualifications. The Contractor shall possess or have access to a Repair Station that has a current Repair Station Certificate issued by the FAA with an airframe rating applicable to the Gulfstream Model G-IV aircraft. This rating may be either a Class rating or a Limited Rating. However, the Repair Station must be actively engaged in the maintenance and repair of Gulfstream G-IV aircraft. A copy of the current Repair Station Certificate will be furnished by the Contractor with the Proposal and a copy of any revised Certificate issued by the FAA during the period of this contract will be furnished immediately to the Contracting Officer. If requested, the prospective Contractor will furnish documentation to the Contracting Officer which identifies the routine and frequent maintenance and repair of Model G-IVs currently being performed by the Repair Station which clearly establishes active engagement as distinguished from infrequent engagement. The Government retains the final approval authority for use of a particular repair facility.
C.5. Contractor Personnel.
