Section C - Descriptions and Specifications

STATEMENT OF WORK (SOW)

FOR

MOWING, TRIMMING, LITTER PICKUP, CLEANING, AND JANITORIAL SERVICES

1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, labor, equipment, fuel, transportation, tools, supplies, and supervision necessary to ensure that mowing, trimming, landscaping, litter pickup, cleaning, and janitorial services are performed at the U.S. Army Corps of Engineers facilities located along the J. Bennett Johnston Waterway in Louisiana.

1.1. LITTER PICK–UP SERVICES. The Contractor shall accomplish all litter pick-up services to meet the requirements of this SOW and the Service Delivery Summary (SDS). The minimum litter pick-up areas and frequencies are established in Attachment A, Estimated Workload Data, and Attachment C, Litter Pick-Up and Cleaning Services Schedule.

1.1.1. Litter Pick-Up. The Contractor shall inspect and provide necessary litter pick-up services on all grounds in public use areas, picnic shelters, playgrounds, picnic sites, access and circulation roads, road rights-of-way, playing fields, parking areas, planters, plant beds, shoreline areas (including those surfaced with riprap) used by the public for fishing, and earthen dams and keep these areas free of all trash, paper, cans, cigarette butts, bottles, wire, rope, string, dead animals, animal feces, fish, fallen limbs and trees not exceeding 6” in diameter, and all other foreign matter deposited thereon. Shorelines and riprap areas used by the public shall be kept free of foreign matter regardless of whether the litter is floating or beached, however retrieval of floating matter which requires the Contractor to enter the water is not a requirement of this contract. Roadways and parking areas rights-of-ways shall be cleaned to ensure that no litter shall be left in the rights-of-way. All public use areas, facilities, roadways, parking areas, roofs, and other public facilities shall be inspected for the presence of fallen trees and limbs not exceeding 6” in diameter and shall be removed by the Contractor. Any fallen trees and limbs exceeding 6” in diameter shall be reported to the Contracting Officer Representative (COR). All trash, litter, and solid waste shall be disposed of by the Contractor in accordance with Paragraph 1.1.2.

1.1.2. Trash, Litter and Solid Waste Disposal. The Contractor shall haul and dispose of all litter, trash, and solid waste which he/she has generated, removed or collected in the performance of this contract to an off-project location approved by the COR, and by the applicable State and/or local governmental agencies having jurisdiction over hauling and solid waste disposal. For the purposes of this contract, solid waste is defined as all solid materials, litter, trash or other debris, which is either generated or accumulated by the Contractor. All trash, litter, and other solid waste removed by the Contractor under the terms of this contract becomes the property of the Contractor at the time it is removed from its point of origin.

The point of origin is defined as the definitive point where the Contractor picks the solid waste material up, and not the general location of a facility, recreation area or a project. Additionally, the Contractor shall not store or accumulate any solid waste within the Corps of Engineers property boundaries.

1.1.3. Materials Hauling. All materials hauling conducted by the Contractor in the performance of work under this contract shall include the use of appropriate covers, binders, and nets to prevent any material, including solid waste, from falling or blowing out of the transporting vehicle. The placement of solid waste in tied plastic bags and subsequent hauling in uncovered trucks or trailers does not, by itself, satisfy this requirement. The Contractor shall be responsible for the recovery of all materials, which fall or blow out, regardless of the location. All hauling equipment and containers shall be sealed to prevent the leakage of liquids. All liquids, which accumulate in these vehicles and containers, shall be removed or disposed of by the Contractor.

1.2. CLEANING SERVICES. The Contractor shall accomplish all cleaning services to meet the requirements of this SOW and the SDS. The minimum cleaning areas and frequencies are established in Attachment A, Estimated Workload Data, and Attachment C, Litter Pick-Up and Cleaning Services Schedule.

1.2.1. Clean Drinking Fountains and Jug Filler Hydrants. All drinking fountain and jug filler hydrants identified in Attachment A shall be cleaned and disinfected. All porcelain and polished metal surfaces, including the orifices and drain, spigot, and exterior surfaces of the fountain or jug filler hydrant shall be cleaned. Drinking fountains and jug filler hydrants shall be free of streaks, stains, spots, smudges, scale, insects, insect nests, and other obvious soil.

1.2.2. Picnic Shelters. All picnic shelters identified in Attachment A and their associated picnic tables, grills, grill service tables, and floor surfaces shall be inspected and cleaned as necessary in accordance with Paragraph 1.1.1. Additionally, the Contractor shall remove all grease, grime, marks, dirt, smudges, scuffs, insects, insect nests, and other foreign matter from picnic shelters, picnic tables, grills, grill service tables, floor surfaces and interior and exterior walls to provide or maintain a clean, uniform appearance. All roofs, rafters, underside roof decking, exterior eaves, hand rails, ceilings, electrical conduits, light fixtures, and support posts shall be maintained free of all cobwebs, insect nests, dead insects, dust, stains, growths, and other foreign matter. Unnecessary wetting of these components during cleaning is not acceptable. Also, interior and exterior enclosed light fixture and lenses, inside and out, shall be maintained free of dead insects, stains, dirt, dust and other foreign matter. The Contractor shall also remove any standing water from the picnic shelter slab and related surfaces.

1.2.3. Grills. All grills identified in Attachment A shall be cleaned as necessary. All grills shall be maintained free of foreign matter and solid waste including ashes, un-burned material, litter, grease, food residue, growths, dirt, insects, insect nests, and other foreign matter. Light cooking oil shall be applied to the bars and grates after cleaning to help prevent rusting. The Contractor shall not use any cleaning agents that convey tastes or odors to food or are toxic for human consumption.

1.2.4. Picnic Tables and Grill Service Tables. The Contractor shall clean all picnic tables and grill services tables identified in Attachment A as necessary. The complete picnic table and grill service table (including top, undersides, legs, seats, and bases) shall be maintained free of dirt, gravel, dust, mud, trash, graffiti, insects, insect nests, spilled food and drinks, cooking material, stains, growths, bird droppings, grass, leaves and other foreign material. Spot removal procedure using cleaning compounds shall not result in damage to the surfaces of the items being cleaned. Also, graffiti removal, which requires sanding, resurfacing, and/or repainting, is not a requirement of this contract. However, inclusive in this contract is the maintenance of the bases and slabs to the picnic tables being free of soil, gravel, vegetative matter, or mud deposited thereon.

1.2.5. Exterior Trash Receptacles. Inspect all trash receptacles identified in Attachment A. Trash receptacles shall be maintained free of all foreign matter including dirt, gravel, dust, mud, trash, litter, graffiti, insects, insect nests, stains, growths, bird droppings, grass, leaves and other foreign matter. All trash receptacles shall be emptied and returned to their original location, if moved. Soiled, stained, missing or torn trash liners or inserts shall be replaced. Any trash receptacle that is soiled internally or externally shall be washed and disinfected. When nuisance insects such as flies, yellow jacket wasps, etc. are noticed the trash receptacle shall be sprayed with an insecticide approved by the COR. Insecticide shall be applied in accordance with manufacturer’s label instructions. The Contractor shall move trash receptacles, which are not permanently affixed, to higher ground when rising water levels threaten the area in which they are located and shall return them back to their proper position after water levels recede.

1.2.6. Playground, Playground Equipment, and Benches. Clean all playgrounds, playground equipment and benches identified in Attachment A as necessary.

Complete playground equipment and playground bench assemblies shall be cleaned so as to maintain the complete assemblies (including top, underside, legs, seats, and bases) free of dirt, gravel, tree sap, dust, mud, trash, graffiti, insects, insect nests, spilled food or drinks, stains, growths, bird droppings, grass, leaves, and any other foreign matter. Graffiti removal, which requires sanding, resurfacing, and/or repainting, is not a requirement of this contract. Playgrounds and playground impact zones shall be maintained free of all foreign matter including litter, trash, dead animals, animal feces, fish, vegetative growth and any other foreign matter. Herbicides may not be utilized in playground areas to control vegetative growth. The entire playground surface will be maintained so as to present a soft, smooth, and even surface.

The playground surface shall be raked evenly during each cleaning to present a clean, neat, uniform, and soft impact playing area.

1.2.7. Benches. Clean all benches as necessary. The complete bench assemblies (including top, underside, legs, seats, and bases) shall be cleaned so as to maintain free of dirt, gravel, dust, mud, trash, graffiti, insects, insect nests, spilled food or drinks, stains, growths, bird droppings, grass, leaves, vegetative growth and any other foreign matter. Graffiti removal, which requires sanding, resurfacing, and/or repainting, is not a requirement of this contract.

1.2.8. Pedestrian Walkways, Steps, and Related Sidewalks. Pick up litter and clean all pedestrian walkways, steps, and related sidewalks located within the recreation area as necessary. All parking areas, roadways, sidewalks, pedestrian walkways, and steps shall be kept free of all trash, litter, dirt, gravel, stains, spilled foods, growths, stains, leaves, grass, vegetative growth, graffiti, standing water (resulting only from cleaning operations and not rainfall), and all other foreign matter. Any foreign matter which is washed, swept, or otherwise deposited over the edge of pedestrian walkways, steps, and related sidewalks which accumulates on the surrounding grounds as a result of the cleaning and litter pick-up operations shall be removed by the Contractor. Graffiti removal, which requires sanding, resurfacing, and/or repainting, is not a requirement of this contract.

1.2.9. Silt Removal from Parking Areas. Some minor silt accumulation typically occurs after each rise and fall of the river. Occasionally after prolonged inundation the deposits can accumulate to the point that a backhoe or other machinery may need to be used in order to effectively remove the deposits. When deposits are heavy and hand tools and/or wash water cannot effectively remove them then the Contractor shall report such conditions immediately to the COR. Removal of deposits of this severity is not the responsibility of the Contractor. Mud and silt accumulations left from flooding or runoff that is deposited on any parking area shall be cleaned by the Contractor so that the underlying surface is completely visible.

1.2.10. Recreation Area Spring Preparation. The Contractor shall provide a schedule to the COR and once approved will provide spring preparation services of all areas and facilities prior to the first mowing of the year. The Contractor shall inspect and remove all leaves, pine straw, and limbs less than 6-inches in diameter, and other debris from all picnic shelters, picnic tables, sidewalks, roadways, parking areas and the roofs of all comfort stations and picnic shelters. Leaves and pine straw may be deposited on adjacent bare ground areas approved in advance by the COR. The Contractor in accordance with paragraph 1.1.2 shall dispose of all other trash, debris, and solid waste. Additionally as described in Attachment A, all picnic shelters, sidewalks, stairs, and comfort station floors shall be cleaned with a pressurized water system by the Contractor.

1.2.11. Water Supply. Inasmuch as water is essential to the cleaning services specified within this contract, the Contractor shall provide a portable, pressurized supply with a single tank capacity of not less than fifty (50) gallons to affect the cleaning of those facilities which do not have pressurized water available or when the pressurized water source is inoperative. Where pressurized water is available, the Contractor may utilize this supply for cleaning, provided that care is exercised to not be wasteful in its use.

1.3. BASIC COMFORT STATION CLEANING SERVICES. The Contractor shall accomplish all cleaning tasks to meet the requirements of this SOW and the SDS. For the purposes of this contract, a comfort station is considered to be a permanent structure, which provides, as a primary purpose, public toilet facilities.

Such facilities will be waterborne (supported by pressurized water). Prior to beginning cleaning of any part of a comfort station, i.e., men’s toilet and women’s toilet, the Contractor shall post a visible sign on or near the door indicating that the facility is temporarily closed for cleaning. Public inconvenience shall be minimized as much as possible. The minimum cleaning areas and frequencies are established in Attachment A, Estimated Workload Data, and Attachment C, Litter Pick-Up and Cleaning Services Schedule.

1.3.1. Ceilings, Rafters, Underside Roof Decking, Heating Units, Exterior Eaves, Exterior Walls, Electrical Conduits, and Light Fixtures. Remove all cobwebs, insects, insect nests, dust, and other loose material from rafters, the exposed underside of the roof decking, heating units, vents, exterior eaves, exterior walls, ceilings, electrical conduits, and light fixtures.

Subsequently, remove all stains, mold, mildew, and other material adhering to these items. Wetting of wooden and electrical components, excluding exterior walls, by hosing off, is not an acceptable procedure. Also, clean all light fixtures and lenses removing any dead insects from the interior of the light fixtures and lenses. When nuisance insects such as, yellow jacket wasps, etc.

are noticed they shall be sprayed with an insecticide approved by the COR.

Insecticide shall be applied in accordance with manufacturer’s label instructions.

1.3.2. Interior Walls, Partitions, Doors, Windows, Screens and Louvers.

Remove all cobwebs, insects, insect nests, and other foreign matter from interior walls, windows, partitions, doors, screens, and louvers. Completely clean and disinfect interior walls, partitions, doors, and windows. Remove all stains, growths, mildew, graffiti, and other material adhering to the interior walls, partitions, doors and windows. Graffiti removal, which requires sanding, re-surfacing, and/or painting, is not a requirement of this contract.

1.3.3. Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, hand-rails, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets.

1.3.4. Descale Toilet Bowls and Urinals. Descaling shall be performed monthly as a minimum and as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.

1.3.5. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris.

Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water.

Moveable items shall be tilted or moved to sweep and damp mop underneath.

Floors shall be mopped, scrubbed, etc., as necessary to maintain sanitary conditions and a clean, uniform appearance. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Trash receptacles and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.

1.3.6. Stock Restroom Supplies. Contractor shall ensure comfort stations are stocked sufficiently so that supplies including soap for the soap dispensers do not run out. No overstocking shall be allowed. If supplies run out prior to the next service date, Contractor shall refill within 24 hours of notification.

1.4. MOWING AND TRIMMING OPERATIONS. The Contractor shall accomplish all mowing, trimming and edging services in the areas as described in Attachment B, Description of Areas Requiring Mowing and Trimming Services to meet the requirements of this SOW and the SDS. Mowing operations will be limited to the period of March 1 – September 30. The mowing frequency and timing will be based on grass heights in each area. When the grass in any area reaches an average height of 4 inches the Contractor will begin mowing the area/s.

The Contractor shall cut each area so that grass heights after mowing average 2.5 inches. If grass heights in any area reach 5 inches the Contractor will no longer be in compliance with the requirements in this SOW. Historically this requirement would necessitate the mowing of the areas on an average frequency of approximately once every 10 days during the majority of the growing season. This requirement in summary provides that the Contractor must maintain the grass from 2 ½ - 5 inches in height at any and all areas to maintain compliance and must begin mowing operations at a height of 4 inches in any and all areas.

1.4.1. Mowing Procedures. Prior to beginning mowing and trimming operations the Contractor shall provide to the COR a written schedule of the areas that work is to be performed in and the dates and times in which it will occur.

Upon approval of the schedule by the COR the Contractor may begin the scheduled work. Mowing and trimming in a given area shall be conducted concurrently and grass will be trimmed to a uniform height to maintain an aesthetic appearance. Each area will be mowed, edged or trimmed as appropriate in its entirety. Any damp areas, rutting, rocks, mud, washes, dirt slides or other debris does not alleviate the Contractor of the requirement to cut the vegetation in any portion of an area. Also of special note is the requirement that the Contractor shall mow/trim the grass and vegetation, which grows adjacent to and along the edge of riprap areas and along the rivers edge. These areas will be cut to provide an aesthetic and uniform appearance where other mowed areas adjoin areas, which are covered with riprap and or adjoin the river. Grass found growing under and directly adjacent to guard railing and grass found growing through cracks in asphalt parking areas, sidewalks, expansion joints and other similar areas must also be cut or may be sprayed with herbicide with approval of the COR and in accordance with paragraph 1.4.8. Grass or vegetation growing in or through dirt or gravel parking areas and roads must also be cut or be sprayed with a herbicide with approval of the COR in accordance with paragraph 1.4.8.

1.4.2. Holidays, Weekends and Nights. The Contractor shall accomplish all mowing, trimming and edging operations during daylight periods only; no work may be performed during periods of darkness. Mowing and trimming operations may not be performed in the recreation areas on weekends or on the holidays of Memorial Day, Independence Day, and Labor Day regardless of the day of the week on which they fall. The Contractor will however be allowed to mow the areas at the Lock & Dam sites on weekdays and/or weekends. The Contractor and his/her employees shall at all time while working near the visitors, minimize any inconvenience to the public that may be using the areas where work is being performed.

1.4.3. Inspection of Areas. Prior to mowing in any area, the Contractor shall inspect the entire area to be mowed, and remove all objects, fallen limbs up to 6 inches in diameter regardless of their length, and litter which could be scattered or thrown by the mower during its operation. The Contractor shall not avoid the removal of any of this material by mowing around it. Should any litter or objects be inadvertently scattered by the mowing operations, the Contractor shall immediately retrieve and dispose of the material. All material collected by this operation shall be disposed of in accordance with paragraph 1.1.2.

1.4.4. Sod Damage. In conducting mowing operations, the Contractor shall not cause any rutting or sod damage. Should the Contractor encounter any soft or damp areas, the mowing procedure and/or the equipment used shall be adjusted to prevent any rutting or sod damage. However, the requirement to cut the grass in these soft or damp areas remains in effect.

1.4.5. Mowing Equipment. Mower blades shall be kept sharp at all times to help assure clean cutting and minimize grass foliage breakage and bruising as evidenced by the browning of the grass turf after mowing operations.

1.4.6. Mowing near Project Features. Mowing and trimming operations shall be conducted in a prudent manner to protect the grass sod, project features, equipment, buildings, trees, shrubbery, and ground cover, and also to insure the safety of all persons and equipment near the mowing operations. The Contractor shall not allow the alignment or facing of any mower discharge in the general direction of buildings, vehicles, or persons within the potential range of heavy objects, which might be thrown from the mower. Any damages to persons, public or private property that is caused by the Contractor in the performance of work under this contract is the sole responsibility of the Contractor as described in paragraph 5.6. and 5.7

1.4.7. Trimming Methods. The Contractor shall utilize trimming methods, i.e., the use of sickles, sling blades, mechanical trimmers, and edgers at all locations where the use of mowing equipment either risk damage to property or resources or otherwise pose a possible safety hazard to persons in the area.

Such locations include, but are not limited to the perimeters of buildings, picnic sites, trees, shrubs, ground cover, sidewalks, curbs, parking blocks, telephone poles, ditches, drains, and culvert headwalls. The Contractor shall not use mechanical trimmers around any shrub, ground cover, or tree: and he/she shall exercise special care in trimming around these items so as to avoid damage to the roots, bark, foliage, and vines. Trimming methods shall be employed within a three-foot perpendicular distance of the periphery of all items described herein. Any damage caused by the Contractor to vegetation or facilities is the responsibility of the Contractor as described in paragraph 5.6.

1.4.8. Herbicide Use. The Contractor may discretely apply herbicide, in lieu of trimming, around non-living objects with prior approval of the location, type and method of application by the COR as described in paragraph 1.6.1.

The Contractor shall provide all herbicide at his/her own expense. Prior to commencing any herbicide application, the Contractor shall submit copies of certifications and licenses indicating that all herbicide applicators proposed for use on the job are qualified and licensed in accordance with State of Louisiana and/or Federal requirements.

1.4.9. Mowing Deposits. In the event that any mowing or trimming operation results in the production of piles of clippings or other deposits of cut vegetation which, in the opinion of the COR, may result in damage to the grass sod if left in place, then the COR may direct the Contractor to remove and dispose of such piles or deposits. All clipping removal shall be performed at the expense of the Contractor.

1.4.10. Excluded Areas. The COR has the final decision as to the mowing of any area or a portion of any area. At the discretion of the COR he/she may choose not to mow or delay the mowing of any area and notify the Contractor of such a decision whereby that area shall not be cut by the Contractor until verbal permission has been received from the COR.

1.4.11. Edging Requirements. In conjunction with each mowing and trimming operation the Contractor shall with equipment designed specifically for the purpose, edge along the entire perimeter of all sidewalks and building slabs.

Edging will also be performed on all concrete surfaced areas such as driveways, picnic table slabs, utility table slabs, picnic shelters, and vacant concrete slabs.

1.4.12. Mowing and Edging Debris. Immediately upon completion of mowing, trimming and edging in any area, all grass clippings, dirt, debris from fire ant mounds, or other such waste that is displaced shall be removed from sidewalks, paved and other improved surfaces by sweeping or blowing.

1.4.13. Precipitous Slopes. The Contractor shall be aware of the hazard presented by steep and/or slippery slopes. In these areas conventional mowing methods and equipment may be dangerous due to overturning and sliding hazards.

Accordingly, the Contractor shall employ specialized mowing procedures to avoid the hazards in these areas. Also, the Contractor shall exercise extra caution under these circumstances so as to minimize the hazard and prevent damage to the sod.

1.4.14. Mowing Adjacent to Buildings. All mowing performed within 25 feet of comfort stations, fences or other permanent structures shall be performed by push-type motorized lawn mowers or belly type mowers.
