About this file

This is a Sources Sought/Market Research Capabilities Questionnaire issued by the U.S. Army Corps of Engineers to identify industry capabilities and acquisition strategies for a design-build construction project at Fort Lee, Virginia. The Government seeks to assess potential contractor qualifications, small-business participation opportunities, construction phasing, supply-chain risks, and scope packaging for anticipated improvements to access control points at Shop Gate and Adams Gate.

The project involves design and installation of Active Vehicle Barrier Control Systems (AVBCS) and guard booths with associated civil/site work, reinforced concrete, drainage, utilities, electrical power, communications, security-system integration, paving, traffic-control measures, testing, commissioning, endurance testing, training, and closeout documentation. Potential options may include work at additional gates and related improvements such as passive vehicle barriers, identification-check infrastructure, and electrical-service enhancements. The procurement is classified under PSC Z2LB (Repair or Alteration of Highways, Roads, Streets, Bridges, and Associated Infrastructure/Barriers) with NAICS code 237310. The small-business size standard is $45 million in average annual gross receipts. Responses must be submitted in PDF or DOCX format by 9:00 AM CST on November 18, 2026. The questionnaire requests company identification, socioeconomic classifications, geographical presence in Virginia, military installation experience, technical capabilities in barrier systems and subsystem integration, relevant past performance on similar projects within five to seven years, workforce qualifications including OSHA 30-hour and USACE safety training, and bonding capacity. Points of contact are Tamikah Dubose Freeman, Contracting Officer, and Lisa Wince, Contract Specialist, both at U.S. Army Corps of Engineers. This notice is issued for planning and market-research purposes only and does not constitute a solicitation, commitment to award, or request for pricing.
