About this file

This is an Industry Questions & Answers (Q&A) document for solicitation W912DY26RA026, a Multiple Award Task Order Contract (MATOC) for Real Property Support Services Generation III issued by the U.S. Army Corps of Engineers, Huntsville Engineering and Support Center. The estimated contract value is $60 million.

The Q&A addresses 16 contractor inquiries regarding key personnel requirements, cybersecurity compliance, contract structure, and evaluation criteria. Key clarifications include: CMMC compliance levels (Level 1 Self, Level 2 Self, Level 2 C3PAO, or Level 3 DIBCAC) will be determined at the task order level rather than at contract award; contractors must submit one resume each for a Program Manager and Program Analyst, plus a minimum of two and maximum of four resumes for Technical Managers with real property systems of record experience (a single individual may serve multiple performance objective areas); the anticipated total ordering period is 60 months consisting of one 24-month base period and one 36-month optional period with no third option period; task order evaluation criteria will be provided at the individual task order solicitation stage to all MATOC awardees; both interim and final CPARS evaluations are acceptable for past performance; and the government will not define specific measurable criteria distinguishing "Acceptable" from "Unacceptable" key personnel ratings. The document also confirms that annual on-site delivery is not required unless specified in individual task order language, and that CUI banner tag levels and security clearance sufficiency will be determined at task order award.

RPSS III “Draft” Solicitation Industry Questions & Answers

W912DY26RA026

# Contractor Question Government Response

1 ID# 11811357- Draft PWS requires contractors to have CMMC Level 2 (Self-certified), while

Solicitation requires CMMC Level 2 (C3PAO) at time of contract award. Many 8(a)s will not yet have achieved Level 2 3rd party assessed due to the costs involved; this will severely limit the level of competition and potential awards. Can the govt clarify and limit it to

CMMC Level 2 self-certified as in the PWS?

RFO DFARS clause 252.204-7021 was revised to reflect that CMMC status level to be identified in the solicitation and award at the task order level as either a CMMC Level

1, (Self); CMMC Level 2 (Self);

CMMC Level 2 (C3PAO); or

CMMC Level 3 (DIBCAC), compliance with which shall be required at task order proposal, task order award, and throughout the entire performance of the task order

2 ID # 11813896 - Will the government please clarify the number and type of key personnel required and the number of key personnel resumes required (minimum and maximum) at time of submission? For example, does the government require only two key personnel as indicated in PWS section 5.1 and 5.2.1 (Program

Manager and Program Analyst for GFEBS), with a minimum and maximum of one resume for each position (i.e., two resumes)? In addition to those two key personnel, does the government also require two key personnel for each of the eleven (11) performance objectives listed (2.1 -

2.11), for a total of twenty-two (22) designated key personnel? If the additional 22 are required, does the government expect/require 22 unique key personnel or will some lesser combination suffice? For example, a minimum of "less than

22 resumes" and a maximum of twenty-two (22) resumes? In summary, is the government expecting up to 24 key personnel resumes on this small business set-aside procurement?

The contractor need only provide one resume for a Program Manager and one resume for a Program

Analyst. Minimum of two, maximum of four individual resumes who will function as technical managers shall be submitted and must exhibit experiences in one or more property systems of record.

3 ID #11828861 -The instructions state: "The

Offeror shall provide resumes for a minimum of two individuals who will function as Technical

Managers in each of the fields listed in the PWS paragraph 2, Performance Objectives." - Can a single individual be a Technical Manager in multiple Performance Objective areas?

Yes, a single individual can be proposed for multiple performance objectives. The contractor is reminded that the Government has not requested that each of the individual performance objectives be addressed within the resumes of the technical managers. Within the resumes, the contractor is only required to address the five areas listed within the solicitation as requiring subject matter experts.

4 ID# 11828864 - It looks like both Field

Validation & Assessment as well as Space

Management Support are listed in 2.3. Are those meant to be addressed as individual Performance

Objectives?

Those work products are listed under the section titled 'Performance

Objectives'. The solicitation does not contain a requirement for the contractor to address individual performance objectives within it's response. It is advisable but not required.

5 ID # 11828870 -With all qualified Offerors receiving a MATOC, how will individual task orders on the MATOC be awarded? How will the government determine which Offeror receives each task order?

Section L.

7 ID # 11832149 - The Offeror shall provide resumes for a minimum of two individuals who will function as Technical Managers in each of the fields listed in the PWS paragraph 2, Performance Objectives.

PWS paragraph 2 lists 11 performance objects.

16 ID #1183228 - Based on the current evaluation language, could the Government clarify what specific qualifications, experience levels, or educational requirements will distinguish an

"Acceptable" rating from an "Unacceptable" rating for key personnel? For example, are there minimum years of relevant work experience, particular degree fields, or other measurable criteria that must be met to receive an

"Acceptable" assessment?

The Government will not define the differentiation between an

Acceptable and Unacceptable rating for a key personnel position as a part of the evaluation methodology.
