Executive Summary
1. The B1 WC3600 has a need for preventative and corrective facility maintenance services for United States Army Fort Cavazos, Texas. The contract will be awarded as a Stand-Alone firm-fixed-price contract in fiscal year 2023 with a one-year base period and four, one-year option periods.
2. Fort Hood was renamed ‘Fort Cavazos’ effective May 9, 2023. In this document, and the attachments, the names Fort Cavazos and Fort Hood may be used interchangeably during the transition period as document references are gradually switched to the new name.
3. Preventative Maintenance will be accomplished under a fixed monthly priced defined in contract line item (CLIN) 0001. However, the price of uncompleted work may be deducted from the monthly invoice as described in Appendix C – Performance Requirements Summary.
4. Corrective/Demand Maintenance (CM/DM) and/or work subject to clause 252.217-7028 “Over and Above Work” will be accomplished via individual service orders under CLINs 0003 and 0004. CLINs 003 and 0004 are estimated amounts that establishes bulk funding that may increase or decrease depending on the needs that arise for unscheduled services. These CLINs will be incrementally funded on an ‘as needed’ basis in accordance with clause 252.232-7007 “Limitation of Governments Obligation”. CLINs 0003 and 0004 will be administered by using the Service Order process as described within the PWS and attachments.
Therefore, the Contractor is not entitled to the full amount of CLIN 0004 unless the full amount is earned using the service order process. The hourly rates for labor are fixed in accordance with the proposal submitted for this contract. Work under CLINs 0003 and 0004 may fluctuate due to increases or decreases in the quantity of magnitude of service orders needed during the applicable period of performance.
5. All proposed service order fees, and labor rates identified within the contractor’s proposal are applicable to this contract and are incorporated via attachment – exhibit 8.0.
6. All Wage Determinations for the geographic area where the awarded work is to be performed are incorporated by reference. A copy of the decision/determination is available at www.sam.gov. The labor rates in effect at the time of contract award or option exercise will remain in effect through the applicable base or option performance period. The counties identified in the below table include all areas where work is to be performed. In accordance with FAR 52.222-41, the following wage determinations (sorted by WD#) are incorporated by reference.
COUNTY STATE WD # REV # DATE LAST REV
Bell - Coryell TX 2015-5237 21 26 Dec 2022
7. The period of performance for the base period of this contract begins on the date of award and will run for one year after date of award (currently projected to be 07 June 2023 through 06 June 2024). This contract includes four (4) additional twelve (12) month option periods that may be exercised at the Government’s discretion. Additionally, the Government may exercise options for up to an additional 6 months under FAR Clause 52.217-8.
8. Only a warranted Contracting Officer (either a Procuring Contracting Officer (PCO), or an Administrative
Contracting Officer (ACO)), acting within their delegated limits, has the authority to issue modifications or otherwise change the terms and conditions of this contract. If an individual other than the Contracting Officer attempts to make changes to the terms and conditions of this contract you shall not proceed with the change and shall immediately notify the Contracting Officer.
9. All external attachments identified are incorporated by reference and are of the same contractually binding nature of documents that are attached within this contract award.
APPLICABILITY OF CLAUSES

Some contract work may be characterized as either Construction Wage Rate Requirements or Service Contract Labor Standards. For example, replacing broken windows, spot painting, or minor patching of a wall could be covered by either the Construction Wage Rate Requirements or the Service Contract Labor Standards. 3) Painting work of 200 square feet or more to be performed under an individual service call or order shall be considered to be subject to the Construction Wage Rate Requirements statute regardless of the total work-hours required.

INSTRUCTIONS
BASIS OF AWARD
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government will make a selection for award using the best value trade off process. In accordance with FAR 2.101, “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The best value is determined by comparing differences in the value of non-price features. In making this comparison, the Government is more concerned with obtaining superior non-price factors than with establishing a contract at the lowest overall price to the Government.
The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.
The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. The Government also reserves the right to make no award.

The ‘CLIN X001 MGT & REPORTING’ will define rates/prices for key personnel and certain deliverables.

Ensure correct phone numbers and email addresses are provided for the client point of contact. Completed Past Performance Questionnaires should be submitted with your proposal. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ (Attachment 5), which will provide contract and client information for the respective project(s). Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Paul C. Daugherty via email at paul.c.daugherty@usace.army.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract
Reporting System (eSRS), and any other known sources not provided by the offeror.
