Do you require responses to this solicitation to be marked and handled as CUI?

Synopsis Controlled Unclassified Information (CUI)
In the Synopsis package was a form labeled Key Personnel Letter of Commitment. However, there are no instructions in the Synopsis regarding use of this form and it is not something we see from other the USACE Districts. Also, it does not seem reasonable nor apppropriate to require individual private industry emplyees to sign any form of letter of commitment between an individual employee and USACE Huntsville in any case and also not for an unknown time in the future. Furthermore, neither USACE nor a commercial firm has any means of holding an employee accountable if they do no honor such letter of commitment and we are not even clear on the legality of requesting an employee sign such a form. Please let us know what is the intent of USACE regarding this letter attached to the Synopsis package.
See Amendment 01, See Amendment 01 - Attachment 4 - Letter of Commitment for Key Personnel and Attachment 5 - Sample Letter of Commitment for Key Subcontractor submissions are being removed.
