About this file

This document provides a template for a Small Business Participation Plan required in response to Solicitation Number W912DY23R0012, an indefinite delivery contract for architectural and engineering services in support of the U.S. Army Corps of Engineers Huntsville Center. Offerors must complete the template to propose utilization of small businesses, including percentages and dollar values for work as a small business prime contractor and work subcontracted to other small and other than small businesses. The template requires offerors to identify the types of small businesses involved, anticipated NAICS codes, and commitments to small business utilization. Other than small business offerors must also submit a separate Small Business Subcontracting Plan meeting FAR and DFARS requirements.

SMALL BUSINESS PARTICIPATION PLAN (FORMAT)

All offerors (both other than small and small businesses) are required to complete a Small Business Participation Plan. Offerors should propose the level of utilization of small businesses (as a small business prime and/or small business subcontractors) in the performance of the acquisition relative to the minimum quantitative requirements set forth in the evaluation of this factor.

(a) Check the applicable size and categories for the PRIME offeror only -- Check all applicable boxes:

{ } Other than Small Business (OTSB) Prime or

{ } Small Business Prime; also categorized as a { } Small Disadvantaged Business (SDB) { } Woman-Owned Small Business (WOSB) { } Historically Underutilized Business Zone (HUB Zone) Small Business { } Veteran Owned Small Business (VOSB) { } Service Disabled Veteran Owned Small Business (SDVOSB)

(b) Submit the total combined dollar value and percentage (based on Total Contract Value) of work to be performed by both OTSB and small businesses (include the percentage of work to be performed both by Prime and Subcontractors):

For the plan, use this format, as follows:

% of total Contract Dollar Value (TCV) Value

1) Percentage and dollar value of your participation as Prime: ________% = $ ___________

2) Total Percentage planned for OTSB subcontracts: ________% = $ ___________

3) Total Percentage planned for Small Business subcontracts: ________% = $ ___________

Total Contract Capacity* 100% = $ ___________

*The totals for 1, 2, and 3 above must equal this total contract dollar value and 100 percent.

(c) Please indicate the total percentage of participation to be performed by each type of subcategory small business. The percentage of work performed by both prime and subcontractor small businesses that qualify in multiple small business categories may be counted in each category:

Example: Subcontractor A (WOSB and SDVOSB) performing 2%; Subcontractor B (SDB, HubZ and WOSB) performing 3%; and Subcontractor C (VOSB) performing 2%. Results equate to: SDB 3%; WOSB 5%; HubZone 3%; SDVOSB 2%; VOSB 4%;). Please NOTE: SDVOSBs are a subset of VOSBs and therefore also count as a VOSB; however VOSBs are not necessarily SDVOSBs.

Business Category Contract Dollar Value

Total Small Business $________ ___________% Small Disadvantaged Business $________ ___________% Woman-Owned Small Business $________ ___________% HUB Zone Small Business $________ ___________% Veteran-Owned Small Business $________ ___________% Service-Disabled Veteran-Owned Small Business $________ ___________%

(d) Identify the Prime Offeror and type of service/supply that the Prime Offeror will provide. Then list each of the intended subcontractors and principal supplies/services to be provided by that subcontractor.

Provide the Commercial and Government Entity (CAGE) code for the Prime and each intended subcontractor. Also, provide the anticipated NAICS codes(s) that the Prime Offeror believes best describes the product or services being acquired by its subcontracts with each intended subcontractor.

Small business Primes and small business subcontractors that qualify as small businesses in multiple small business categories should be listed in each applicable small business category.

Example: If a small business qualifies also as a WOSB and a SDVOSB, and you can add them to each category below in which they qualify.

Name of Company (to include CAGE Code)

Anticipated NAICS for Each Subcontractor (1)

Type of Services/Supplies to be provided

Prime Offeror:

OTSB:

Small Business:

SDB:

WOSB:

HUBZone:

VOSB:

SDVOSB:

Notes:

(1) Pursuant to Sections 8(d) of the Small Business Act, a business is considered small for Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the product or services being acquired. In other words, the size of the prime’s suppliers is determined by the applicable NAICS code of their joint venture, teaming partner, or subcontract, which may or may not be the same NAICS code as the one for your prime contract with the Government.

(e) Describe the extent of commitment to utilize small businesses (for example, what types of commitments, if any, are in place for this specific acquisition either – small business prime, written contract, verbal, enforceable, non-enforceable, joint venturing, mentor-protégé, etc.). Provide documentation regarding commitments to small business for this effort. Copies of such agreements should be provided as part of your small business participation plan and will not count against the page limitation for this volume.

(f) Describe the extent to which small business concerns were utilized during performance on previous contracts within the past three to five years. OTSB firms may submit copies of eSRS reports to validate past performance. Explanation of efforts where goals were not met should also be provided.

Responses will not count against page limitation.

FOR OTHER THAN SMALL BUSINESS OFFERORS ONLY:

Separate from the Small Business Participation Plan, OTSB offerors must also submit a Small Business Subcontracting Plan meeting the requirements of FAR 52.219-9, Alt II (c) and (d) (Sep 2021) and DFARS 252.219-7003 (or DFARS 252.219-7004 if the offeror has a comprehensive subcontracting plan). To be eligible for award, the Small Business Subcontracting Plan must be acceptable and shall reflect and be consistent (in terms of dollar value) with the commitments offered in the Small Business Participation Plan. For instance: if $1M is identified in the SBPP for the Small Business category, then in the SB Subcontracting Plan, a minimum of $1M must also be identified to be subcontracted to SB. The percentages will change between the documents because each document is based on different values.

When an evaluation assesses the extent that small businesses are specifically identified in proposals, the small businesses considered in the evaluation shall be listed in any subcontracting plan submitted pursuant to FAR 52.219-9 to facilitate compliance with 252.219-7003(e).
