FAR 52.212-2: Evaluation - The Government will award a contract resulting from this RFP to the responsible offeror whose offer conforming to the RFPF will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

EVALUATION FACTORS:

Basis of Award: The award will be made using best value trade-off with appropriate consideration given to the following (3) three evaluation factors:

Factor 1: Technical Approach Factor 2: Past Performance

Factor 3: Price

To be considered for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach factor. Award may be made to other than the lowest offered price.

Relative Importance of Criteria:

Technical Approach is the most important factor. Past Performance is less important than Technical Approach, but more important than Price. Price is the least important factor. When all non-price factors are combined, the non-price factors are significantly more important than Price and Related Information.

TECHNICAL APPROACH: The technical proposal shall address how the objectives of the attached PWS will be met. The proposal should describe the technical approach to be used to accomplish the project activities required and should take the reviewer step by step through each phase of the work, explaining each step in detail. The technical proposal should be detailed, concise, and should cover every aspect of how the offeror will meet the objectives of the PWS, and who will be performing the work.

Particular attention should be paid to how the offeror will assure the Government that the work being performed will accurately and effectively achieve the objectives of the PWS. The proposal should describe how the contractor will ensure that all work is performed in accordance with the electrical and fire safety codes provided in the PWS and describe how the contractor will report such information to the Government. The offeror should also discuss any and all assumptions made when developing their technical approach. The offeror shall identify the risks associated with, and contingencies for, the proposed technical approach. Please note the Government will look unfavorably upon any assumption that qualifies an offeror’s proposal.

Key Personnel Qualifications. The Contractor will field one (1) Key Personnel Package and any additional management, technical, logistical, or administrative support personnel the Contractor deems necessary to fulfill the obligations of this contract. A Key Personnel Package is defined as, at a minimum, one (1) Project Manager, one (1) Quality Control Manager, one (1) Property Manager, one (1) Site Safety and Health Officer, one (1) Materials Control Supervisor, one (1) Project Coordinator, one (1) Field Office Administrator (FOA), and one (1) Area of Operations (AO) Electrical lead each fulfilling the obligations and requirements of the Contract herein and also described specifically in PWS Paragraphs

2.1.1 and 2.2. Personnel must be forward-deployed and the individuals that fill these positions will not be assigned to more than one Key Personnel position (dual-hatted). Key Personnel may be required to badge into secure facilities as part of their daily duties. The Project Manager must have a Secret Security Clearance or Limited Access Authority (LAA) prior to deployment and be able to maintain a Secret Security Clearance or LAA throughout the Period of Performance. Other Key Personnel must be eligible for Secret Security Clearance or LAA and shall obtain the Secret Security Clearance or LAA no later than 30 to 60 days after the Phase in Period and maintain such clearance or access throughout the remaining portion of the period of performance. Key Personnel shall have a minimum of one (1)-year experience managing multiple teams working in remote locations.

Your proposal must include resumes or signed letters of commitment of each individual proposed to fill a Key Personnel role. Resumes shall include a brief narrative of the person, shall demonstrate that they meet the requirements for the job for which they are proposed and describe the similar work experience that person has had to the work described in the PWS.

Resumes must include the following information and not exceed one (1) page:

Name and title Current project assignment Name of firm with which associated

Years of experience with this firm and with other firms Education, degree(s), year, and specialization, if applicable Active professional registration, year first registered, if applicable Other experience and qualifications relevant to same/similar work required under this contract

Technical Approach will be evaluated according to the offerors’ technical solution and technical risk.

Ratings will be as follows:

Combined Technical/Risk Ratings Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.

PRICE: Price will be evaluated using the Price Analysis Techniques in accordance with FAR 15.404-1. A price analysis will be performed to determine the proposed price as fair and reasonable.

The offeror shall propose a price for each identified task in the PWS utilizing Attachment 2 - Task Table.

Provide your price proposal in Excel format with all formulas intact by utilizing the enclosed pricing structure (Attachment 2). Round all numbers to whole dollars. All CLINs/Tasks are to be priced as shown on the Price Spreadsheet enclosed for incorporation into the award. The price proposal shall use $1,050,000 as the price for the Other Direct Costs (ODC) CLIN ($800,000 for ODC and $250,000 for travel).

Price proposal shall include the fully burdened labor rate for all personnel listed in PWS Paragraph 2.

The price proposal shall contain a FFP covering all of the contractor’s phase-in costs to include mobilization. Any costs incurred by the contractor not covered in the proposal of Task 1 are the sole responsibility of the contractor. Therefore, the contractor should consider personnel turnover that may occur throughout the contract when pricing this task.

PAST PERFORMANCE: The offeror shall provide the Government with a synopsis of three (3) relevant past performance examples with a Government point of contact not to exceed one (1) page each.

Projects need to be at least 75% or more complete and no more than five (5) years old. Past performance that demonstrates the ability to do the same or similar work in the CENTCOM AOR, will be looked at favorably by the Government and will increase the Government’s confidence in the offeror’s ability to execute the requirement. If any offeror is truly a new entity and none of the company principals have relevant work experience, the offeror will be considered to have no past performance. In the event an established offeror is simply without a record of past performance, the offeror’s lack of past performance will be rated as a neutral confidence and will not be evaluated favorably or unfavorably on the factor of past performance.

The Government may consider any past performance information in its possession. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and

Integrity Information System (FAPIIS), or other databases.

Past performance will be assessed for the following two aspects: 1) relevancy and 2) confidence.

In evaluating relevancy, the Government will evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort described in the PWS including the similarity, complexity, location, dollar value, contract type, and degree of subcontract/teaming. Relevancy is evaluated in accordance with the following ratings:

The Government will then determine confidence – how well the contractor performed on the contracts.

Based on the evaluation of confidence, the Government will assign a performance confidence assessment rating in accordance to the following categories and descriptions:

Performance Confidence Assessments Rating Description Substantial Confidence

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence

Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
