The North American Industrial Classification System (NAICS) code for this procurement is 238210, with a small business standard of $15,000,000.

You are requested to submit a proposal for efforts contained in the attached Performance Work Statement (PWS) (Attachment 1) for Task Force Safety Assessments of Fire and Electricity / Unified Facilities Criteria (TF SAFE/UFC) within USA Central Command (CENTCOM) Area of Responsibility (AOR), dated 6 June 2022.
It is the Government’s intention that the Period of Performance (POP) will have a 45 day mobilization period, a base of 9 (nine) months, and one (1) 12 month option year. FAR 52.212-2: Evaluation –
(a) The Government will award a contract resulting from this Combined Synopsis/Solicitation to the responsible offeror whose offer conforming to the Combined Synopsis/Solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
EVALUATION FACTORS:
Basis of Award: The award will be made using best value trade-off with appropriate consideration given to the following (3) three evaluation factors:
Factor 1: Technical Approach Factor 2: Past Performance Factor 3: Price
To be considered for award, a rating of no less than “Acceptable” must be achieved for the Technical Approach factor. Award may be made to other than the lowest offered price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Relative Importance of Criteria:
Technical Approach is the most important factor. Past Performance is less important than Technical Approach, but more important than Price. Price is the least important factor. When all non-price factors are combined, the non-price factors are significantly more important than Price and Related Information.

The proposal should describe the technical approach to be used to accomplish the project activities required and should take the reviewer step by step through each phase of the work, explaining each step in detail. Particular attention should be paid to how the offeror will assure the Government that the work being performed will accurately and effectively achieve the objectives of the PWS. The proposal should describe how the contractor will ensure that all work is performed in accordance with the electrical and fire safety codes, Unified Facilities Criteria, etc., provided in the PWS and describe how the contractor will report such information to the Government. The offeror should also discuss any and all assumptions made when developing their technical approach. The offeror shall identify the risks associated with, and contingencies for, the proposed technical approach. Please note the Government will look unfavorably upon any assumption that qualifies an offeror’s proposal.
Key Personnel Qualifications. All Key Personnel shall be employed by the Prime Contractor. The Contractor shall field one (1) Key Personnel Package and any additional management, technical, logistical, or administrative support personnel the Contractor deems necessary to fulfill the obligations of this Contract. Three (3) Electrical Teams will be primarily assigned to Kuwait, and three (3) teams will be primarily assigned to Jordan and all associated labor uplifts for those countries shall be included in proposal An Electrical Team is defined herein as an independently-operating, 2-person team consisting of one (1) master electrician and (1) journeyman electrician, each individually referred to as an Electrical Inspector and fulfilling the obligations and requirements of the Contract herein and as described specifically in Section 2.3, Electrical Inspector Qualifications. An Electrical Team consisting of 2 master electricians is also considered acceptable. In addition to the requirements for security clearances described herein, all personnel must be eligible for a Secret Clearance, or Limited Access Authorization (LAA) for UK citizens. Your proposal must include resumes or signed letters of commitment of each individual proposed to fill a Key Personnel role. Ratings will be as follows:
Combined Technical/Risk Ratings Rating Description Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.

PRICE: Price will be evaluated using the Price Analysis Techniques in accordance with FAR 15.404-1. A price analysis will be performed to determine the proposed price as fair and reasonable.
The offeror shall propose a price for each identified task in the PWS utilizing Attachment 2 - Task Table and provide a PDF copy of your basis of estimate.
Provide your price proposal in Excel format with all formulas intact by utilizing the enclosed pricing structure (Attachment 2). Round all numbers to the nearest hundredth whole dollar to include unit pricing. All CLINs/Tasks are to be priced as shown on the Price Spreadsheet enclosed for incorporation into the award. The price proposal shall use $1,050,000 as the price for the Other Direct Costs (ODC) CLIN ($800,000 for ODC and $250,000 for travel) which has been prepopulated on the excel sheet for the Base Year and Option Year 1 tabs. The 6 Month -8 tab has been prepopulated with $400,000 for ODCs and $125,000 for Travel.
Price proposal shall include the fully burdened labor rate for all personnel listed in PWS Paragraph 2.
The price proposal shall contain a FFP covering all of the contractor’s phase-in costs to include mobilization. Any costs incurred by the contractor not covered in the proposal of Task 1 are the sole responsibility of the contractor. Therefore, the contractor should consider personnel turnover that may occur throughout the contract when pricing this task.
PAST PERFORMANCE: The offeror shall provide the Government with a synopsis of only three (3) relevant past performance examples with a Government point of contact not to exceed one (1) page each.
Projects need to be at least 75% or more complete and no more than five (5) years old. Past performance that demonstrates the ability to do the same or similar work in the CENTCOM AOR, will be looked at favorably by the Government and will increase the Government’s confidence in the offeror’s ability to execute the requirement. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror's past performance is considered unknown and will be assigned a performance confidence rating of "neutral."
The Government may consider any past performance information in its possession. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases.
Past performance will be assessed for the following two aspects: 1) relevancy and 2) confidence.
In evaluating relevancy, the Government will evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort described in the PWS including the similarity, complexity, location, dollar value, contract type, and degree of subcontract/teaming. Relevancy is evaluated in accordance with the following ratings:
Past Performance Relevancy Ratings Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
The Government will then determine confidence – how well the contractor performed on the contracts.
Based on the evaluation of confidence, the Government will assign a performance confidence assessment rating in accordance with the following categories and descriptions:
Performance Confidence Assessments Rating Description Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
