1.0. GENERAL
1.1. Scope of Work. The objective for this Statement of Work (SOW) is to provide all management, labor, equipment and material necessary for the procurement and delivery of electric vehicle charging facilities (EVCF) at a selected number of U.S. Army Materiel Command (AMC) Installations, to provide on-demand charging services for zero emission vehicles (ZEV’s) being purchased separately by the Government for use as non-tactical light-duty vehicles.
Background: In December 2021, the President issued Executive Order (EO) 14057 on Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability. The EO requires the Department of Defense (DoD) to transition its non-tactical vehicles to a 100% ZEV fleet, including 100% of light-duty acquisitions by 2027 and 100% of medium- and heavy-duty acquisitions by 2035. Toward this goal, some ZEV’s have been purchased for delivery in FY 22 and an adequate number of EVCF must also be purchased to facilitate their continued use.
The Contractor’s Work Plan shall comply with the specifications and requirements contained herein. The project requirements and technical criteria cited within this SOW establishes minimum standards for procurement and delivery quality.
The Contractor shall procure and deliver the EVCF according to the Price Proposal Format provided in Appendix A.
1.2. Procedure for Award. The award for supplies under this SOW will be limited to the priced Contract Line Item Numbers (CLINs) in this project and its modifications. In the event of a conflict between this paragraph and any other term or provision in this SOW, this paragraph 1.0 will prevail.
1.3. Notice to Proceed (NTP). Per acceptance of the AAPP a NTP will be issued.
1.4. Duration of Project. Delivery shall occur within 90 days after Receipt of Order. In the event the Government exercises options totaling more than 200 units, the Government will take into consideration manufacturing and delivery lead times and may negotiate a longer period for delivery of items beyond the initial 200 units.
1.5. Site Inspection/Verification. All quantities, locations, and measurements provided by the government are estimations only.
1.6. Applicable Criteria. Applicable standards and criteria references are listed within this SOW. Criteria shall be taken from the most current references as of the date of award. Referenced codes and standards are minimum acceptable criteria. Administrative, contractual, and procedural features of the contract shall be as stated in the scope of work of this task order.
1.7. Specifications. Not Used.
1.8. Cost Proposal. Not Used.
