TPSS RFP Questions

1. On page 92 of the RFP, for the description of Section A: Key Personnel Qualifications under Element 2 – Management Approach and Corporate Programs, it states:

"The Offerors shall provide resumes and letter(s) of commitment in the format provided in "KEY

PERSONNEL RESUME & COMMITMENT STATEMENT" attached to the solicitation. The form presented shall be provided for each key person. Along with resumes of key personnel, include any one of these items: state licenses, registrations, and/or certifications."

However, when searching for the KEY PERSONNEL RESUME & COMMITMENT STATEMENT document both in the RFP and the attachments, we were unable to find it. Please clarify as to whether this is supposed to be a separate form/document that was not attached to the RFP, or if something else is meant by KEY PERSONNEL RESUME & COMMITMENT STATEMENT.

RFP Reference section:

Government Response: Please refer to Amendment 1 which revises this section.

2. Element 2 under Factor 1 has a limit of 12 pages. However, this element requires several things such as personnel resumes and licenses/certifications, an organizational structure, descriptions of corporate programs, and retention/recruitment plans that might be difficult to fit within that page limit. Is it permitted for offerers to put things like copies of licenses/certifications in an appendix in order to save space?

RFP Reference section:

Government Response: Please refer to Amendment 1 which revises this section.

3. Page 95 of the RFP states that "all offerors must submit a Small Business Commitment Document ('SMALL BUSINESS COMMITMENT DOCUMENT' attached to the solicitation)." However, there is no separate SMALL BUSINESS COMMITMENT DOCUMENT. Please clarify if this is a separate form/document that was not attached to the RFP, or something else.

RFP Reference section:

Government Response: Please refer to Amendment 3 which provides a sample document.

4. How many certifications/licenses are required to be attached per Key Personnel?

RFP Reference section: Section A page 92

Government Response: The contractor should provide all certifications/licenses that are applicable for that Key Personnel.

5. In Section G. Proposal Content; Factor 1, Element 1 – Technical Capabilities & Experience (p. 93 of the RFP), the statement "AE does not apply to this requirement" is made. Can you provide further clarification on this?

RFP Reference section: Section G page 93

Government Response: In accordance with FAR 36.6, Architectural Engineering does not apply to this requirement.

6. Since CPARS are "For Official Use Only" (FOUO) and classified as Controlled Unclassified Information (CUI), in lieu of sending CPARS for subcontractors, will the Government accept a list of contract numbers for validating CPAR ratings?

RFP Reference section: p.95

Government Response: Please refer to Amendment 03 which revises this section.

7. The answer to question 15 released with Amendment 01 refers offerors to the revised section of the RFP, however there is still not an attachment provided for the Small Business Commitment Document. Is there a specific format we are to follow to meet the requirements for the Small Business Commitment Document? If so, will the Government please provide this form?

RFP Reference section: Amendment 01 Question 15

Government Response: Please refer to Amendment 03 which revises this section.

**All changes in the RFP are highlighted in yellow within the RFP document**
