USACE Huntsville Center – Mission and Vision

Huntsville Center Mission The U.S. Army Engineering and Support Center serves the U.S. Forces, their Families and the nation by providing specialized technical expertise, global engineering solutions, and cutting edge innovations through centrally managed programs in support of national interests.

Huntsville Center Vision A world class workforce with an expeditionary mindset providing effective, innovative, global engineering solutions to unique, complex, and high-risk missions in strengthened partnership with our strategic allies, in support of the Warfighter, their Families, and the nation.

Medical Repair and Renewal (MRR) Program:

The Medical Repair and Renewal (MRR) Program at the U.S. Army Engineering and Support Center, Huntsville offers a fast track, efficient method for design and execution of all types of medical facility repairs, renovations, conversions, alterations, additions and construction projects. MRR provides program/project management, engineering, contracting, and construction support to multiple Department of Defense and non- DOD agencies/ locations nationwide.

In FY17, this team managed more than 147 projects valued at more than $754 million. The MRR Program awarded approximately $218 million in new medical facility repair/renovation & studies/design projects in FY17 for the Defense Health Agency, the US Army Medical Command, the US Air Force, and the US Navy. The key to our success is the innovative use of Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. These contracts and how we use them offer many benefits and advantages to our multiple service customers.

The objective of this contract is provide quick-response, full-service medical facility architecture, engineering, and planning services primarily in support of the Defense Health Agency’s (DHA) facility sustainment, restoration, and modernization (SRM) program. Requirements may also be requested by DHA’s subordinate medical services (U.S. Army Medical Command (MEDCOM), U.S. Navy Bureau of Medicine (BUMED), and the Air Force Medical Support Agency (AFMSA).

Projects may be located in multiple locations throughout the Continental United States, Alaska, Hawaii, U.S. Territories and possessions, and overseas locations, such as Afghanistan, Germany, Italy, Japan, and the Republic of Korea.

Services will support renovation, additions, alterations, and demolition of medical clinics, dental clinics, hospitals, medical laboratories, veterinary clinics and similar facilities and their supporting infrastructure and related systems.

Typical MEDICAL A-E Projects Firm Fixed Price Task Orders

Architect-Engineer Services provides quick response to repair/renewal situations relating to the architectural, mechanical, electrical, civil, structural, instrumentation, communications, security, safety, systems, and cost, as well as environmental and hazardous materials abatement areas of Government medical and other facilities. On occasions, the Government supports these requirements through other design/build contracts, however, a number of requirements will require A-E preparation of a design/bid/build package (work plan) that will then be executed by a construction contractor under another solicitation. Additionally, there are significant needs for medical facility support in the areas of medical facility operations, sustainment, renewal, and coordination.

The contract vehicle proposed under this Architect-Engineer (A-E) acquisition is for task orders awarded under an indefinite delivery contract (IDC). Firms will perform services to meet all applicable Local, State and Federal requirements.

DoD Medical facilities (Air Force, Army, Navy and Defense Health Agency) will be the primary customers for medical facilities operations and maintenance services. The program involves multiple Continental United States (CONUS) sites and enhanced capability outside the Continental United States (OCONUS). The design requirements may need to consider OCONUS sites and applicable host nation design codes and standards.
