SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
A. BASIS FOR AWARD
This procurement is being conducted under FAR 12. This is a full and open competition that will be awarded based upon the best value tradeoff method to the Government. The Government will select the quotes that provide the best value solution to the Government in terms of price and non-price factors.
The Government reserves the right to hold exchanges with quoters to clear up quote details and request quote adjustments if needed, and may also determine to make no award. Unless expressly noted otherwise in these Instructions to Quoters, any failure by a Quoter to assent to all of the material terms of the RFQ and/or comply with all of the requirements contained in these Instructions to Quoters shall result in rejection of the Quoter’s quote for technical unacceptability. Therefore, the Quoter’s initial quote should contain the Quoter’s best terms from a price and non-price standpoint.
NOTE: ALL NON-PRICE FACTORS ARE EQUAL IN IMPORTANCE. ALL NON-PRICE FACTORS
WHEN COMBINED ARE SIGNIFICANTLY MORE IMPORTANT THAN PRICE.
B. FACTORS TO BE EVALUATED
Awards will be made to the quoters whose quotes are most advantageous to the Government based upon an integrated assessment of the evaluation factors described below.
- NON-PRICE FACTORS
• Factor 1: TECHNICAL CAPABILITY
- Management Plan / Narrative
- Furniture Illustration Sheets
- Product Technical Data
- Schedule
• Factor 2: EXPERIENCE
• Factor 3: PAST PERFORMANCE
- Factor 4: PRICE
Pricing will not be an adjectivally rated criterion, but will be evaluated in accordance with FAR 15.404-1(b) and FAR 15.404-1(c) to ensure that the final agreed to price is fair and reasonable. In accordance with FAR 9.104-1, the contracting officer shall use the SF 1449 and Required Responsibility Information to make a responsibility determination for award to the prospective contractor.
C. EVALUATION APPROACH
NON-PRICE FACTORS
FACTOR 1: TECHNICAL CAPABILITY
Quoters must demonstrate technical capability and proficiency in satisfying the supplies and services requirements as defined in the Performance Work Statement (PWS). The technical information shall not make reference to price data. The technical information shall, at a minimum, contain the information specified below.
(a) Management Plan / Narrative
Quoters shall submit a complete Management Plan that includes all of the detailed requirements defined in the Performance Work Statement (PWS). The Management Plan shall completely address the Quoter’s plans for managing this project and their capability and proficiency in providing all management, delivery, installation and other services and requirements listed in the PWS. The narrative shall include the quoter’s plan for delivery of the products as defined in the PWS. The Quoter’s Management Plan shall identify their Key Personnel, as specified in the PWS, including names, telephone numbers, email addresses, and contractor or subcontractor affiliation. The Quoter shall provide resumes detailing the qualifications and relevant experience and expertise for each of these Key Personnel in the Management Plan. The Quoter’s Management Plan and Key Personnel qualifications will be evaluated by the Government under this factor prior to award. The selected Quoter’s Management Plan and Key Personnel will be incorporated into the order as an attachment upon award.
The narrative shall also identify all product lines and manufacturers to be included for consideration under this solicitation. If products being submitted for consideration are different than the basis of design manufacturer/model in the CID, the quoter shall identify which JSNs are alternates. Products must meet all salient characteristics as defined in the PWS and CID.
(b) Furniture Illustration Sheets
Quoters shall provide a clearly organized and annotated presentation of the required products by Manufacturer and JSN number in the solicitation. The presentation of the proposed products shall be presented in the same order as the CID and in a format that clearly reflects the product, the series, the dimensions, fabrics and finishes and all features as required in the CID. Quoters shall provide Furniture Illustration Sheets (FIS) for each JSN, listing salient features/principal components, colors and finishes of manufacturer/product lines used. Submittal of Governments Furniture Illustration Sheets (FIS) or redacted FIS is unacceptable. Contractors Furniture Illustration Sheets shall clearly reflect the product they are providing with image and required salient features provided. Any deviations from the government’s original product specifications shall be clearly notated by providing manufacturers technical specifications with salient features from the Furniture Illustration Sheet highlighted and an explanation as to why the substitution/change is being submitted rather than the specified product (directly on the Furniture Illustration Sheet).
Quoters shall not parrot or copy the Furniture Illustration Sheets found in the government’s CID. Quoters shall create their own Furniture Illustration Sheets that clearly show the product and features being submitted for review.
If it determined that the Quoter is parroting or copying the CID, the quote may not be considered further for award.
(c) Product Technical Data
NOTE: If the quoted products are the same manufacturer, model, product line, specifications, salient features, etc as the products specified in the CID, technical data is not required.
For each product submitted that is different than the CID basis of design product, quoters shall submit product technical data. The technical data submitted shall clearly show the manufacturer’s construction, components, dimensions, fabrics, finishes, testing and any other salient features required on the Furniture Illustration Sheet for each product/JSN as required in the CID. All salient features and model numbers shall be highlighted on the technical data submitted. Quoter shall provide separate technical data for each series and product line. Duplicate technical data is not required for JSN’s with the same model number that differ only because of finishes or fabrics.
Furniture Illustration Sheets are a separate requirement, and are unacceptable as product technical data.
NOTE: Marketing materials or product brochures, without complete technical information, do not meet this requirement. Product brochures are not required or desired unless the brochures include full technical information about the product with all salient features highlighted.
If these documents include preprinted legends that deviate from the terms of this RFQ, such as "Products and prices subject to change without notice," then the Quoter must include a statement in the quotes that any such preprinted legends will not be effective for this procurement.
The fabrics cited in the CID should be provided unless they are unavailable, either because the cited fabric is proprietary to one manufacturer; the fabric is no longer being manufactured; or the lead time for manufacturing the fabric would delay product delivery in accordance with the schedule. In that case, alternate fabrics shall be submitted and shall be of the same or higher grade than the fabrics cited in the CID and shall comply with the minimum fabric standards listed below. Alternate fabrics shall be the same or similar color, material, pattern, scale, and texture as the fabrics specified in the CID.
Minimum Fabric Standards:
• ASTM D4157 Wyzenbeek Method (2002), minimum 75,000 double rubs
• ASTM D3511 Class 4, Brush Pill Test
• Colorfastness to Light, AATCC 16 Option 1 or 3 (2003), Grade 4 minimum at 40 hours
• California Technical Bulletin 117
All other finishes shall have a manufacturer’s standard finish that is the same as, or a close match to, the finish specified in the CID. All other finish colors defined in the CID are preliminary recommendations and are not mandatory. Colors and finishes shall be from the manufacturer’s standard offering.
(d) Schedule
The anticipated loose furniture installation start date for MED020 is 7 January 2019. The Quoter shall propose their best, most realistic schedule to meet this date. Milestones shall include, at a minimum, the milestones listed in the PWS. Milestones shall be expressed in the number of calendar days durations (after award) necessary to accomplish each task. The minimum duration listed in the PWS for Government approval of the final work plan is mandatory and shall not be changed by the Quoter. The Quoter shall include a narrative explaining how they will achieve the quoted schedule. The Government will incorporate the selected Quoter’s schedule into the contract.
FACTOR 2: EXPERIENCE
The Quoter shall submit three (3) to five (5) projects documenting the quoter’s technical experience on completed projects relevant to this solicitation. A “completed project” is a project for which all installation has been accepted by the customer. Projects submitted for experience shall be documented by providing an organized presentation for each submitted project that shall at a minimum include the following elements:
• Project Title / Location
• Prime Contractor
• Contract Number
• Contract Type
• Dollar Value
• Completion Date
• Key Personnel Involved
• Narrative on Breadth and Depth of Project Experience to include at a minmum:
- Size/Magnitude/Significance
- Description of Work Performed
- Applicability/Relevance to Proposed Contract
- Complexity
- Distinct/Unique Features
Quoters shall demonstrate the breadth and depth of their experience in performing the Governments requirements as identified in the PWS and CID. Breadth of experience is defined as the Quoter’s experience in performing the full range/all of the tasks required. Depth of experience is defined as the magnitude, significance, and applicability/relevance of the Quoter’s experience in performing each of the tasks required. The Government will only evaluate corporate experience and will not evaluate the experience of individual employees. Experience considered may include both government and commercial contracts in providing the same or similar products and services as described in the PWS and CID.
The Government places a high value on the following (listed in no particular order):
• Relevant projects are those that are similar in scope and size to this requirement. Similar in scope and size refers to healthcare facilities located overseas that are approximately 400,000+ square feet and had phased installations with both administrative areas and healthcare departments.
• A demonstrated ability to execute work for the United States Government and projects in which the firm or small business team, joint venture, or consortium involving two or more small businesses served as the prime contractor
• Larger projects and projects with multiple phases
• Technical experience in which the Quoter and/or its subcontractors successfully executed projects located Outside Continental United States (OCONUS). Specifically projects that took place in the Republic of Korea will be given an even higher value than other overseas projects.
The Government will evaluate the Quoter’s experience based on the requirements set forth. A reading of the Experience Reference documents should leave an evaluator with a complete understanding of all aspects of the Quoter’s and key subcontractors’ capability and experience to meet the terms and conditions of this solicitation throughout the contract term. The Quoter and its team’s experience will be evaluated to determine if the team has the capability and the resources available to perform any and all of the requirements expected under this contract.
FACTOR 3: PAST PERFORMANCE
Quoters shall provide projects of past performance on the same three (3) to five (5) projects submitted under Factor 2 for Experience. Projects submitted shall have been executed by the quoter and its team members as either a prime contractor or a key subcontractor. Previous projects shall include projects completed within the past 36 months of the date of this solicitation. Substantive considerations include quality; schedule/timeliness of performance;
customer satisfaction; management/personnel/labor; cost/financial management; safety/security; and general considerations.
Past performance information for each project must include a point of contact (name, company or agency name, phone number, and email address), contract number, contract type, dollar value, date of award, performance period, and a brief narrative describing the nature and complexity of the work. The quoter shall also describe their effort in the project and its relevance to this solicitation. Quoters should identify any significant problems encountered on the identified contracts and the contractor's corrective actions. If no such problems were encountered, the Quoter shall make a statement to this effect for each project.
Quoters shall provide the Past Performance Questionnaire (PPQ), Attachment E, for each referenced past-performance project. Completed Past Performance Questionnaires should be submitted with the quote. If the quoter is unable to obtain a completed PPQ form from a client for a project(s) before the solicitation closing date, the quoter should complete and submit with the quote the first page of the PPQ, which will provide contract and client information for the respective project(s). Ensure correct phone numbers and email addresses are provided for the client point of contact. Quoters should follow-up with clients/references to ensure timely submittal of questionnaires.
If the client requests, questionnaires may be submitted directly to the Government's point of contact, Melissa Jennings, via email at Melissa.O.Jennings@usace.army.mil and CEHNC-CT-IO&T-IMMSS- QUOTE@usace.army.mil prior to the closing date. Quoters shall not incorporate by reference into their quote PPQs previously submitted for other RFQs. However, this does not preclude the Government from utilizing previously submitted relevant PPQ information in the past performance evaluation. Questionnaires are requested no later than 12:00 P.M. CDT on 30 April 2018 and will only be accepted via email.
The Quoter should also include performance recognition documents received within the last 3 years such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition received on relevant projects.
In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contactor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the quoter’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (ESRS), and any other known sources not provided by the quoter.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Quoter.
In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available, the quoter may not be evaluated favorably or unfavorably on past performance.
PRICE FACTOR
FACTOR 4: PRICE
Price information shall be provided by completing Attachment C, Price Quote Information Sheet provided with the RFQ, plus providing additional information as defined below. Price will be evaluated for fairness and reasonableness.
Quoters shall complete the “CLINS” tab in the file to show quoted total prices for each CLIN anticipated in the delivery order. Provide separate CLIN information for products and services as shown in the file. For services, provide labor rates and number of hours required for each rate to provide the services, for each labor category. The exact list of CLINs in the “CLINS” tab may be altered as needed to show the CLIN structure for all products and services required for this order.
Quoters shall complete the “Products” tab in the file to show list and discounted prices for each item listed in the CID file provided with this RFQ. Unit prices shall be the prices for one each of the identified item numbers listed.
Extended prices shall be the unit prices multiplied by the quantity required. For example, for each chair, provide the unit price totals in each column for all products required assembling one chair; and provide the extended price totals in each column for the total quantity of these chairs listed in the CID lists.
Quoters shall provide a separate pricing sheet or Bill of Materials (BOM) for each of the JSN’s listed on the “Products” tab of the Attachment C. Each individual BOM sheet shall include the JSN identification; manufacturer, product line; part or model number and fabric/finish/color selections that is being quoted. JSN’s on the BOM shall be listed in the same order of the CID.
Quoter shall provide a breakdown of all shipping costs for each phase.
For Work Plan Services, Installation Services, and Project Management Services, Quoters shall provide separate backup data to show labor categories, labor rates for each category, labor hours for each category by task or subtask, and total labor costs. This data shall be provided for each phase. Any subcontractor quotes obtained for these services should include this level of detail and should be provided with the quote.
For Warehousing Services, Quoters shall provide separate backup data to show warehousing space required, unit price per square foot per month (or similar), duration required, and total warehousing cost. This data shall be provided for each phase.
The Quoter shall provide travel for personnel as required to execute the work. Travel shall generally be included for designers, installers, project managers, and other non-local personnel required at the final delivery location. For travel costs, Quoters shall provide separate backup data to identify travel costs for each person / function, number of trips, point of origin and destination for each trip, and all related travel costs by category (e.g., airfare, car rental, per diem, etc.). Travel costs for any subcontractors should be included in the subcontract quote. Travel costs will be billed based on documentation of actual travel costs. No profit will be allowed on travel.
