Since we are given a 50 page allowance and need to submit 6 projects and 7 resumes, would you consider allowing 20 pages for Section H to fully address the requirements of the solicitation?

Government Response. . The Government has taken this request into consideration. According to the Synopsis:

"SF330 Part I shall not exceed 50 pages (8.5" X 11"), including no more than five (5) pages for Section H."

Government Response. . The Government has taken this request into consideration. According to the Synopsis:

"Font shall be no smaller than a 12-point font. However, firms may use no smaller than 10 point font on organizational charts, graphs, tables and matrices." Therefore, font smaller than 12-point will not be allowed, except where expressly stipulated in the Synopsis. On: May 17 2019

May we submit PPQs completed by our clients for earlier proposals (that were completed closer to the time the project was completed) in lieu of requesting a new PPQ from the same person who may no longer be in the same position or location and/or may have limited recollection of the project?

Correct, as stated in the Synopsis for Key Qualified Professional Personnel: "firms must submit one resume for each of the following key qualified professional personnel in the following key disciplines" and there are seven (7) professional positions listed. Additionally, as stated in the Synopsis for Qualified Personnel to provide functional training support: "the firm must submit one resume for qualified personnel to provide functional range training support" and one (1) individual is expected for this position. May we use multiple pages for each project in Section F in order to provide a sufficient amount of information to allow for a clear evaluation of the criteria? We also need to list names of key personnel which will take up space.

Government Response. . The Government has taken this request into consideration. There is nothing in the synopsis that specifically limits the page count for key projects submitted in Section F. In the synopsis, it states "a key project will only be considered recent if the design product has been completed within the last ten (10) years from the date of this synopsis."

We interpret that a "design product" is considered complete on an open task order as long as the final design submittal has been accepted by the government and the project is currently on the street for bid?

Please advise if our interpretation is correct.

In the synopsis, subcriteria 5 states firms are to demonstrate their capabilities "executing 3D Topographical Modeling and Line of Sight Analysis". Are their specific requirements for being able to automate line of sight analysis using software (readily available or proprietary)? Please provide additional information on what the government views as acceptable for this subcriteria.

Government Response. . According to the Synopsis: "The relevancy of key projects will be evaluated in terms of the following sub-criteria (1-9) listed in descending order of importance." "Capability of executing 3D Topographical Modeling and Line of Sight Analysis" is the fifth of nine sub-criteria items. Demonstrating capability in this sub-criteria is solely at the discretion of the offeror.

Can you provide specific examples of the type of facility you expect for Sub-criterion 2: Design of mixed-use and re-configurable facilities?

Government Response. . According to the Synopsis: "The relevancy of key projects will be evaluated in terms of the following sub-criteria (1-9) listed in descending order of importance." "Design of mixed-use and re-configurable facilities..." is the second of nine sub-criteria items. Demonstrating capability in this sub-criteria is solely at the discretion of the offeror.

This sub-criteria refers to the design of buildings which have a combination of uses such as reconfigurable training classrooms, admin spaces, warehouse, simulators (both motion and non-Motion based), etc. Specific examples of this type of facility include but is not limited to Mission Training Complexes, Training Support Centers, and Simulation Facilities. The Synopsis clearly states that font is to be set at 12 point (with 10 point being allowed in limited areas). However, it doesn't spell out the specific fonts that are allowed. Please clarify if the government wants a specific font (ie Times New Roman).

However, firms may use no smaller than 10 point font on organizational charts, graphs, tables and matrices. Charts, graphs, etc., may have only that amount of text to explain the item and shall not contain excessive text that circumvents the page and font limits. Pages that violate these limits will be removed from the submittal and will not be evaluated. On: May 17 2019

There are currently RFIs that relate to ACASS/PPQs that are not answered. We request the government extend the submission date to 3 weeks after the RFIs are answered to allow adequate time to gather past performance data...especially if hardcopies of older ACASS evaluations are not accetable.
